A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, APPROVING,AT THE REQUEST OF THE FLORIDA
DEPARTMENT OF TRANSPORTATION ("FOOT"), THE DESIGN APPROACH
DEVELOPED BY FOOT FOR THE ALTON ROAD RECONSTRUCTION
PROJECT, FROM MICHIGAN AVENUE TO 63RD STREET (THE "PROJECT"),
AND REQUEST THAT FOOT CONSIDER THE FOLLOWING MODIFICATIONS:
1) RAISE ALTON ROAD TO A MINIMUM ELEVATION OF 3.7 NAVD, TO
MATCH THE CROWN ROAD ELEVATION CRITERIA PREVIOUSLY ADOPTED
BY THE CITY COMMISSION, AND ADDRESS THE ASSOCIATED
HARMONIZATION OF ADJACENT PRIVATE PROPERTIES THAT WOULD BE
REQUIRED AS A RESULT OF THE MINIMUM ELEVATION OF 3.7 NAVD; 2)
INCLUDE DESIGNS FOR THE CONSTRUCTION OF UNDERGROUNDING
CONDUITS, CITY WATER AND SEWER LINES,AND SHARED STORMWATER
PUMP STATIONS AND OUTFALLS, SUBJECT TO NEGOTIATION AND
EXECUTION OF A JOINT PROJECT AGREEMENT (JPA) WITH THE CITY; 3)
CONTINUE THE COORDINATION WITH THE CITY'S URBAN FORESTER,
FOR THE PROTECTION AND RELOCATION OF EXISTING TREES, AND THE
INSTALLATION OF ADDITIONAL TREES, AS PART OF THE PROJECT; 4)
INCLUDE A DESIGN FOR BICYCLE LANES AND SHARED USE PEDESTRIAN
AND BICYCLE PATHS AT VARIOUS SPECIFIED LOCATIONS OF THE
PROJECT.
WHEREAS, the Florida Department of Transportation (FDOT) has been working on the
design and programming of a reconstruction project along Alton Road (SR 907) from Michigan
Avenue to 63rd Street(the "Project"); and
WHEREAS, the Project consists of the construction of a new drainage system, stormwater
pumps, pavement reconstruction, sidewalk reconstruction, new signalization, and new pavement
markings; and
WHEREAS, FDOT has reached sixty percent(60%)design completion of the Project, and
has requested that the City approve the current design approach, in order for FDOT to align the
construction funding for fiscal year 2023 — 2024 and proceed to complete the design
documentation for the Project; and
WHEREAS, the current design raises the elevation of Alton Road as much as possible,
without impacting private property as described below:
• Alton Road, from Michigan Avenue to Chase Avenue (south segment): 95% of the road
will be raised to a minimum elevation 3.7 feet NAVD or higher; and
• Alton Road, from 43rd Street to 631d Street (northern segments): 25% of the road will be
raised to a minimum elevation 3.7 feet NAVD or higher, 72% of the road will be between
3.0 and 3.7 feet NAVD, and 3% of the road will be below 3.0 feet NAVD; and
WHEREAS, based on a tree assessment performed by FDOT, the FDOT design
contemplates that approximately 85% of the existing trees within the area of the Project will
require removal, due to roadway profile changes, declining health of the trees, and conflicts with
overhead electrical lines; and
WHEREAS, the City's Urban Forester has reviewed the FDOT design approach, and
concurs that based on FDOT's current design, the impact to existing trees is unavoidable; and
WHEREAS, the Project was initially scheduled to begin in 2022; however, given delays to
various other FDOT construction projects, FDOT has delayed the commencement of this Project,
has an estimated construction cost of$66 million, to Fiscal Year 2024; and
WHEREAS, during the early design stages of the Project, the City held various meetings
with FDOT to discuss the scope of the Project, impacts to the existing trees, and the elevation of
the roadway; and
WHEREAS, on July 26, 2017, the Mayor and City Commission adopted Resolution No.
2017-29926, requesting that FDOT:
3) Work with the City's Urban Forester to determine which trees between Alton Road from
Michigan Avenue to 63rd Street are healthy and not interfering with utilities;
2) Remove unhealthy or mature trees that interfere with infrastructure; and
3) Increase the height of Alton Road to 3.7 NAVD, while mitigating the effects of the existing
trees, in accordance with the City Commission's amended Stormwater Management
Master Plan; and
WHEREAS, City staff has reviewed the current design approach and is requesting that
FDOT consider the following modifications:
• Raise Alton Road to a minimum elevation of 3.7 NAVD, to match the crown road elevation
criteria adopted by the City Commission on June 8, 2016, and address the associated
harmonization of adjacent private properties that would be required as a result of the
minimum elevation of 3.7 NAVD; and
• Protect and/or relocate the existing trees that do not require removal, and continue to
coordinate with the City's Urban Forester for the protection of existing trees, direction of
new tree relocation sites, and installation of new trees; and
• Secure an estimated One Million Dollars per roadway mile, to be applied toward above-
ground landscape enhancements; and
• Consider the construction of new roadways in a manner that will accommodate additional
tree canopy and provide for the planting of trees of larger species size at maturity; and
• Enter into a Joint Project.Agreement (JPA) with the City for the design and construction/
installation of (1) underground conduits; (2) proposed improvements to the City's water
and sewer lines along the geographical boundaries of the Project; and (3) shared
stormwater pump stations and outfalls, based on the most current stormwater drainage
reports prepared by AECOM; and
• Consider modifying the design, in collaboration with the City, to include bicycle paths on
Biscayne Waterway bridge and Surprise Waterway bridge to close gaps in the bicycle
network. If the modifications to the bridges are determined to be not feasible due to the
project constraints, the City will work with FDOT to program a project in the FDOT Five
Year Work Program as soon as possible, to create dedicated bicycle connections across
both bridges; and
• Evaluate, design, and coordinate with the City with respect to the construction of a shared-
use pedestrian and bicycle path along the east side of Alton Road, from Michigan Avenue
to Chase Avenue; and
• To the extent that no trees are affected, consider evaluating, designing, and coordinating
with the City in the implementation of a two-way bicycle lane along the east side of Old
Alton Road between the bridge over Biscayne Waterway (Bridge #870710) and 43rd
Street to secure a safe connection to North Bay Road.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND THE CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby approve, at the request of the Florida Department of Transportation (FDOT),
the design approach developed by FDOT for the Alton Road Reconstruction Project from
Michigan Avenue to 63rd Street, and request that FDOT consider the following modifications: 1)
raise Alton Road to a minimum elevation of 3.7 NAVD, to match the crown road elevation criteria
previously adopted by the City Commission, and address the associated harmonization of
adjacent private properties that would be required as a result of the minimum elevation of 3.7
NAVD; 2) include designs for the construction of undergrounding conduits, City water and sewer
lines, and shared stormwater pump stations and outfalls, subject to negotiation and execution of
a Joint Project Agreement (JPA) with the City; 3) continue the coordination with the City's Urban
Forester, for the protection and relocation of existing trees, and the installation of additional trees,
as part of the Project; 4) include a design for bicycle lanes and shared use pedestrian and bicycle
paths at various specified locations of the Project, as identified in this Resolution.

ANALYSIS
The Florida Department of Transportation (FDOT) has been working on the design and
programming of a reconstruction project along Alton Road (SR 907) from Michigan Avenue to
63rd Street. The project consists on the construction of a new drainage system, stormwater
pumps, pavement reconstruction, sidewalk reconstruction, new signalization, and new pavement
markings.
FDOT has reached 60 percent design and is asking the City to approve the current design

approach in order for FDOT to align the construction funding for Fiscal Year 2023; and continue
with the final design.
The current design raises the elevation of Alton Road as much as possible without impacting
private property as described below:
• Alton Road, from Michigan Avenue to Chase Avenue (south segment): 60% of the road
will be raised to a minimum elevation 3.7 feet NAVD or higher, 35% of the road will be
between 3.0 and 3.7 feet NAVD and 5%of the road will be below 3.0 feet NAVD.
• Alton Road from 43 Street to 63 Street (northern segments): 25% of the road will be
raised to a minimum elevation 3.7 feet NAVD or higher; 72% will be between 3.0 and 3.7
feet NAVD and 3% below 3.0 feet NAVD.
With the current design, and based on a tree assessment performed by FDOT, approximately

and conflicts with the overhead electrical lines. The City's Urban Forester has reviewed the
design approach and in general agrees with FDOT on the unavoidable impacts to the existing
trees.

At its July 26, 2017 meeting, the City Commission adopted a Resolution (Resolution No. 2017-
29926)requesting that F DOT:
1) Work with the City's Urban Forester to determine which trees on Alton Road from
Michigan Avenue to 63rd Street are healthy and not interfering with utilities;
2) To remove unhealthy or mature trees that interfere with infrastructure; and
3) To increase the height of Alton Road to 3.7 NAVD,while mitigating the effects of the
existing trees, in accordance with the City Commission's amended Stormwater
Management Master Plan.
City staff has reviewed the current design approach and is requesting that FDOT consider the

• Raise the road to a minimum elevation of 3.7 NAVD to match the crown road elevation

in private property due to road raising, and develop solutions and responsibilities to
address the harmonization needs.
• Protect and/or relocate the existing trees that do not require removal and implement
recommendations by the City Arborist for protection of existing trees, direction of new
relocation sites, and installation of new trees.
• Secure an estimated one million dollars ($1 million) per roadway mile that will go towards
approximately 4 miles of landscape enhancements.
• Consider the construction of new roadways in a matter that will accommodate for
additional tree canopy and provide for the planting of trees of larger species size at
maturity.
• Enter into a Joint Project Agreement(J PA)for the installation of underground conduits.
• Enter into a JPA with the City for the design and construction of proposed improvements

to the City water and sewer lines along the limits of the project.
• Enter into a J PA with the City for the stormwater design and construction of shared water
pump stations and outfalls based on the most current stormwater drainage reports
prepared by AECOM.
• Accommodate the design and collaborate with the City in the construction of bicycle
paths on Alton Road at the Biscayne Waterway and Surprise Waterway bridges.
• Evaluate, design, and coordinate with the City in the construction of a shared use path
along the east side of Alton Road from Michigan Avenue to Chase Avenue. Although
further conversations need to take place regarding the nature of the collaboration
regarding the shared use path, the construction of the path in coordination with the FDOT
reconstruction project would result in savings to the overall project cost.
CONCLUSION
The Administration recommends approving the Resolution.

I don't understand why the City hasn't planned for putting electricity underground along with this project(it
seems to me to be common sense)with all of our lax dollars and now just because some people HAVE paid
for it--all of us have to pay for it???The city pulled the wool over our eyes on that one.
I have never seen a synopsis of this project so I cannot answer most of these questions with sufficient
knowledge.
Since the city continues to push more and more traffic to Alton ROAD NOT HIGHWAY,the cost for
undergrounding utilities,transformers, etc. should be shared by all roadway users. Put a toll or fee for
roadway use to pay for enhancements that all users will benefit from.
If you go ahead with the two left turns, push the road widening into the golf course property and not the
swaie on the southbound side of the rood. Begin the left turn lanes from the turn (Looking south on the golf
course property) north of North Michigan Ave.on the northbound side of Alton Rd. You must identify where
these ugly pump stations go, make every effort NOT to put them in Front of someone's property. DO NOT
butcher trees,REQUIRE FDOT to agree NOT TO USE a VIBRATORY ROLLER. And FINALLY Postpone the
project indefinitely,we are experiencing TO MUCH ROAD CONSTRUCTION

Dear Mr.Carpenter,
FDOT District Six has committed to the design and construction of three roadway improvement projects
and three landscape beautification projects on SR 907/ Alton Road from Michigan Avenue to Allison
Road totaling an estimated $66 million. The projects will raise the roadway profile, provide necessary
drainage systems,provide new drivable surface,protect the existing landscape to the best extent possible,
and install new landscape beautification.
As you know, FDOT has been coordinating with the City of Miami Beach and the local community. In
addition, the Department has hosted several meetings and workshops with you and your staff, including
the City's Urban Forester,Mr. Omar Leon; and discussed the following landscape guidelines without any
objection:
• Trees documented with failed,failing,or less preferable health conditions will be removed.
• Trees and palms that conflict with overhead electrical distribution line will require removal.
• Where applicable and feasible, concerted efforts will be made during the engineering design and
construction to preserve the existing landscape that is deemed to he in good health condition
(jointly with the City and FDOT).
• The landscape within the construction limits will be subject to construction project conditions.
Tree protection will be included in the roadway plans. Also, the contract documents will include
notes, details, specifications, and provisions as precautionary measures for the protection of the
existing trees scheduled to remain.
After performing preliminary engineering analysis of raising Alton Road, FDOT anticipates that
approximately 85%of the existing mature trees may be removed due to roadway profile changes and the
landscape guidelines listed above. In order to proceed with the final design and to align construction
funding with the anticipated project letting year, FDOT needs approval from the City for this approach
within the next two months. If the Department does not receive the concurrence for this innovative
approach, the Department will need to create interim roadway resurfacing projects to prevent further
deterioration of the pavement along Alton Road. The pavement resurfacing only projects will not have

any drainage improvements, signalization, sidewalk, lighting, landscaping, and pavement reconstruction
work. Also,the existing Alton Road reconstruction and landscape beautification projects will be deferred
by 6 to 10 years.
