RESOLUTION 92-20466 RESOLUTION NO. 92-20466 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF MIAMI BEACH AUTHORIZING PROFESSIONAL BENEFIT CONSULTING SERVICES TO BE RENDERED BY TPF&C, A TOWERS PERRIN COMPANY WHEREAS, pursuant to Resolution No. 89-19520 approved by the City Commission authorizing the execution of a Professional Service Agreement between the City and TPF&C, a Towers Perrin company, for professional benefit consulting services; and WHEREAS, the Group Insurance Board voted at its February 25, 1992 meeting for a recommendation to invite bids for the Humana group medical plans, and also voted for a recommendation to invite bids for the Prudential group life and dental plans; and WHEREAS, the Group Insurance Board voted at its February 25, 1992 meeting for a recommendation for TPF&C to provide the following services: review of bid specifications prepared by City staff members for group life, medical and dental plans, evaluation of bid results and bid award recommendations to the City. Fees for these services were negotiated and agreed to by the Board and TPF&C, and voted by the Board to be billed at the consultant ' s hourly rates not to exceed $35, 000 plus 8% in out-of-pocket expenses. Funds for this purpose are available in Unclassified Account #9605. NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, to authorize professional benefit consulting services to be rendered by TPF&C, a Towers Perrin company, to provide the following services: review of bid specifications prepared by City staff members for the group life, medical and dental plans, evaluation of bid results and bid award recommerdations to the Board. DATE: March 4, 1992 TO: Mayor Seymour Gelber and Members of the City Commission FROM: Carla Bernabei Talarico City Manager SUBJECT: REQUEST TO AUTHORIZE PROFESSIONAL BENEFIT CONSULTING SERVICES TO BE RENDERED BY TPF&C, A TOWERS PERRIN COMPANY BACKGROUND On February 1, 1989, the City Commission approved Resolution No. 89-19520 authorizing the execution of a Professional Services Agreement between the City and TPF&C, a Towers Perrin company, for the following professional benefit consulting services: "Short term need of preparing the required documentation and bid specifications for the group indemnity contract and the group practice association model health maintenance organization. Duties will include fact finding and analysis, preparation and distribution of bid specifications, evaluation of results and recommendations to the City. Possible long term need of providing assistance with special ad-hoc projects, as determined by the City. " TPF&C provided professional benefit consulting services to the City for Invitation to Bid No. 122-88/93 for Group Life and Medical Plans in April, 1989 and Invitation to Bid No. 127-89/93 for Group Dental/DMO Plans in May, 1990. In addition, TPF&C has provided ad- hoc services during annual renewal negotiations with the group insurance companies. The Professional Service Agreement is in effect through December 31, 1992 . RECOMMENDED INVITATION TO BID At its January 28, 1992 meeting, the Group Insurance Board voted to request TPF&C to provide an evaluation of Humana's preliminary renewal offers for the 10/1/92 Plan Year which were presented at the meeting. Based on the consultant' s evaluation, the Board voted at its February 25, 1992 meeting for a recommendation to invite bids for the Humana group medical plans, and also voted for a recommendation to invite bids for the Prudential group life and dental plans. Also, the Group Insurance Board voted for a. recommendation for TPF&C to provide the following services: review of bid specifications prepared by City staff members for group life, medical and dental plans, evaluation of bid responses and bid award recommendations to the Board. Fees for these services were negotiated and agreed to by the Board and TPF&C, and voted by the ; Board to be billed at the consultant' s hourly rates not to exceed $35, 000 plus 8% in out-of-pocket expenses.
