LTC# 574-2019 LETTER TO COMMISSION TO: Mayor Dan Gelber and Members DATE: October 25, 2019 SUBJECT: MBPD Community Affairs U it October Update This Letter to the Mayor and City Commission is to provide an update on the activities of the Miami Beach Police Department's newly created Community Affairs Unit (CAU). The CAU is under the command of Captain Mildred Pfrogner and consists of the Neighborhood Resource Officers (NROs), the School Resource Officers (SROs), the Homeless Resource Officers (HROs), the Park Rangers, the School Crossing Guards, and oversees the Security Guard contract/personnel. The intent of this unit is to coordinate community outreach throughout the MBPD. Different projects will involve different parts of the Department. For example, the Training Unit, while not part of the CAU, provides continuous community outreach through the Citizens Police Academy, Women's Self-Defense classes, Autism Awareness classes, the City Leadership Academy and other various programs. The Police Athletic League also engages the community in a wide range of youth programs in addition to outreach that will be coordinated through the CAU. One of the primary focuses of the CAU will be to engage the citizens of Miami Beach in fun types of activities that will broaden the platform to disseminate crime prevention I CPTED information and help our citizens feel safer in their homes and neighborhoods. During October, the CAU personnel participated in (or will participate in) the following: • MBNA HOA Meeting-October 2 • Truck Day at Mater Beach -October 3 • Bagels and Badges -October 3 • Meet and Greet El Dorado 305 -October 9 • Pink Cupcake Fund raiser for Breast Cancer-October 10 • Mayor's Blue Ribbon 41st Street Meeting -October 1 0 • Health and Well ness Fair at the Convention Center-October 10 • PAL Fund raiser-Lifeguard Photo Shoot-October 11 • Police Citizen Relations Committee -October 15 • Ed Doyle Gillespie Policeman/Poet/Cultural Crawl -October 17 • PAL Football Game-October 19 • Beachside BBQ Jamboree in Lummus Park-October 20 • Ribbon Cutting at the Wellness Sculpture in Flamingo Park-October 21 • South Pointe Elementary Spook Fest-October 24 • PAL Football Game at Flaming Park -October 26 • DEA Prescription Takeback-October 26 • Beach Clean-Up at Collins Park-October 27 • Halloween-Lakeview Neighborhood and Lincoln Road-October 31 The CAU's Homeless Resource Officers are also working tirelessly to combat the quality of life issues created by the homeless population. The HROs conducted many targeted homeless outreach efforts during October. As an example of one such effort, a quality of life mission was conducted on October 15th from 3:00a.m. -&:00 a.m. The detail on this date was led by Sergeant Berrian with assistance from Officers Llamoco and Blanco. The mission focused on the north area and the Barclay Plaza and included the Chairman of the Police Citizen Relations Committee, Alex Fernandez, to observe the team's efforts. The team hit the beach from 53rd Street all the way to Open Space Park. Later in the day, the team addressed complaints at 1940 Park Avenue, The Barclay Plaza Apartments. This is a city owned property that has fallen into disrepair. The team responded, had the property re-secured, had the landscaping removed and/or pruned to CPTED standards among other corrected issues. The mission resulted in: • 5400 block of the beach-Arrest x 1 (Park after Hours) • 5700 block of the beach -Arrest x 1 (Pass Cocaine 1 Pass Paraphernalia I Trespassing I Park after Hours) • 6600 block of the beach-Arrest x 1 (Park after Hours) • 6700 block of the beach -Arrest x 2 (Park after Hours I 8/W-Writ of Bodily Attachment) • 6900 block of the beach -Arrest x 1 (CCW I Resisting wlo Violence I Park after Hours) • 1700 block of the beach -Arrest x 1 (DIP) • 1940 Park Avenue-Arrest x 2 (Pass Narcotics -Crystal Meth, Pass Drug Paraphernalia, Trespassing) • 1940 Park Avenue -Arrest x 1 (Trespassing) 3-Felony Arrests 7 -Misdemeanor arrests 1-After-hours Shelter Placement 9-Case Reports 8-PRR As part of CAU's planning process, the CAU has developed the following goals/objectives: • Monthly and Seasonal Crime Prevention Campaigns: o Identity Theft (Spring) o Hurricane Preparedness (Summer) o Road Safety (Fall) o Holiday Crime Prevention (Winter) o and more ... • Weekly area visits on foot, bicycle, or golf cart at all: o Parks o Retail areas o High Risk locations o Boardwalk/Bay walk • Weekly Random Acts of Kindness to include: o Cheer on Football Team o Visit to Senior Center o Reading to children o Hospital visits o Welcome Center appearances • Community Survey to gage community interest and availability for future programming and events • Networking with local law enforcement partners to share unique crime prevention, enforcement and outreach concepts • Participation via attendance or booth/tent at city events, celebrations, etc. • Highlight and grow all existing police programs (BIGs in Blue, Teen Mentoring, PAL, Summer Camp, etc.) and create new ones • Collaborate with the Patrol, Criminal Investigations and Support Services Divisions of the Police Department on all events and programming In summary, the CAU will be working towards creating strong partnerships within the many different Miami Beach neighborhoods and businesses to developing relevant methods to communicate and encourage participation in crime prevention programs and address problems identified by our community partners. The overall goal is to use the CAU as part of the plan to improve the quality of life for our residents and improve their perception of crime in the City of Miami Beach. RCM:tr
