Resolution 2019-31027 RESOLUTION NO. 2019-31027 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING THE ADDITION OF MUNICIPAL PARKING LOT P24, LOCATED AT 1671 WEST AVENUE, TO THE PARKING AREAS HONORED IN RESIDENTIAL PARKING ZONE 12/UPPER WEST AVENUE. WHEREAS, a Restricted Residential Parking Permit Zone 12/Upper West Avenue (the "Zone 12 Residential Parking Program") was approved by the Mayor and City Commission on February 25, 2004, at the request of residents of Upper West Avenue neighborhood; and WHEREAS, the Upper West Avenue neighborhood is bounded by Alton Road on the east; Biscayne bay on the west; 13th Street on the south; and the Dade Boulevard canal on the north; and WHEREAS, the Upper West Avenue Residential Parking Permit Program is honored at on- street metered spaces from Alton Court to West Avenue between 13th Street and Lincoln Road and are also honored at Municipal Parking Lot P23, located at 1625 West Avenue, on a first- come, first -served basis; and WHEREAS, the West Avenue Neighborhood Association ("WAVNA") has requested and endorsed the inclusion of Municipal Parking Lot P24, located at 1671 West Avenue, to the Zone 12 Residential Parking Program; and WHEREAS, the Administration has reviewed the lot's occupancy levels and recommends approval. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby approve the addition of Municipal Parking Lot P24, located at 1671 West Avenue, to the parking areas honored in Residential Parking Zone 12/Upper West Avenue. RECOMMENDATION Adopt the Resolution. ANALYSIS Restricted Residential Parking Permit Zone 12/Upper West Avenue was approved by the Mayor and City Commission on February 25, 2004, at the request of residents of Upper West Avenue neighborhood. The Upper West Avenue neighborhood is bounded by Alton Road on the east; Biscayne bay on the west; 13th Street on the south; and the Dade Boulevard canal on the north. The Upper West Avenue Residential Parking Permit Program is honored at on-street metered spaces from Alton Court to West Avenue between 13thStreet and Lincoln Road and are also honored at Municipal Parking lot P23 (1625 West Avenue)on a first-come, first-served basis. The installation of the Lincoln Road Pump Station, between Bay Road and the street end to west, will result in the loss of 26 parking spaces currently designated for Zone 12 residential parking permit use. As a result, the West Avenue Neighborhood Association (WAVNA) has requested and endorsed (see attached) the inclusion of Municipal Parking Lot P24 (1671 West Ave) to the Zone 12 Residential Parking Program to enhance parking opportunities for residential parking permit holders. The Administration has reviewed the lot's occupancy levels and recommends approval. Landscaping West Avenue Renovation Project Phase II a. Sabrina Baglieri, Heather Leslie, and a team from Ric-Man Construction presented the design for landscaping &trees. Large posters were displayed showing the type of trees and vegetation and their locations. b. Construction will take place in sections of 3 blocks at a time. Each section will take 4 months to complete. c. Each building impacted by the street raising must sign off on the harmonization plan before construction begins on a section. d. Groundbreaking is this December taking place simultaneously at two locations- West Ave & 8th Street, and Lincoln Road & Lincoln Court. Residential Parking Permits, Expanding Parking Spaces for Parking Zone#12 a. Membership voted unanimously to expand permits to surface parking lot next to the West Ave post office, known as lot P24 b. This metered public parking lot is still open to the public, but with the passing of a resolution, residents with parking permits can park here at designated evening hours for free c. Mayor Gelber will sponsor the Resolution at the October 16th Commission meeting. 4.
