WATERWAYS ASSISTANCE PROGRAM
RESOLUTION NO. 92-20488
WHEREAS, TUE City of Miami Beach is interested in carrying out, the

following described project for the enjoyment of the citizenry of Miami Beach
and the State of Florida:
Project Title Shoreline Restoration at the Miami Beach Marina
Total Estimated Cost $ 454,675.
Brief Description of Project: The shoreline restoration project consists of the
construction of 955 linear feet of riprap bulkhead to restore the eroding shore-
line at the Miami Beach Public Marina. The proposed remedial action will provide
protection to the existing pier and docking facilities, reduce silting and pollution
of Biscayne Bay, and stabilize the land area to provide the future extension of a
public baywalk including lighting, landscaping, and associated public space
furniture.
AND, Florida Tnland Navigation District financial assistance Is required
for the program mentioned above,
NOW THEREFORE, he it. resolved by the City of Miami Beach

that the project described above be authorized,
AND, be it further resol ved that said City of Miami Beach
(Name of Agency)
make application to the Florida Tnland Navigation District In the amount of
50 % of the actual cost of the project in behalf of said City of Miami Beach
AND, he it further resolved by the City of Miami Beach

that it certifies to the following:
1 . That I.t will accept the terms and conditions set forth in FTN1) Rule
I6T-2 F.A.C. and which will be a part of the Project Agreement for any
assistance awarded under the attached proposal .

plans and specifications attached thereto unless prior approval for any change

race, color or national origin in the use of any property or facility acquired
or developed pursuant to thi s proposal , and shal 1 comply with the terms and

and design and const ruct all facilities to comply fully wi th statutes relating
to accessibility by handicapped persons as well as other federal , state and
local laws, rules and requirements.
5. That it will maintain adequate financial records on the proposed
project to substantiate claims for reimbursement.

expenses incurred on the project prior to, or in conjunction with, request for
the final 10% of the funding agreed to by FIN]).

PROJECT NARRATIVE
1. Description of Proposed Project:
The shoreline restoration project consists of the construction of 955 linear feet of
riprap bulkhead to restore the eroding shoreline at the Miami Beach Public Marina.
The proposed remedial action will provide protection to the existing public piers and
docking facilities, reduce silting and pollution of Biscayne Bay, and stabilize the land
area to provide the future extension of a public baywalk that will include lighting,
landscaping, and associated general public space furniture.
2. Statement of the Applicants Justification for the Construction of the Proposed
Project:
The need to restore, enhance and protect the water bodies of Dade County was
recognized in 1978 with the establishment by the County and State of the Biscayne
Bay Restoration and Enhancement Program.
Approving this shoreline restoration project will be the foundation to allow public
access to 955' of the waterfront by connecting the existing baywalks to the north and
south that currently provide general public access. The end result will be z mile of
continuous public access along the shoreline. The project will also improve the bay's
water quality by reducing siltation as well as provide a natural habitat for marine life.
3. Reasoning Why FIND Should Support this Project:
This project qualifies under Chapter 16T-2 as an eligible program facility.
Additionally the project is an improvement for the use and benefit of the general
public that is directly adjacent to the Atlantic Intracoastal Waterway.
4. Statement of the Direct Relationship of the Project to the Waterway:
The restoration of the shoreline in the Miami Beach Public Marina by use of a
riprap bulkhead method for 955' will prevent further erosion of materials from
entering into the Atlantic Intracoastal Waterway. After this restoration is completed
the City will construct a baywalk that will allow the public to have access to the
waters edge via the existing baywalks to the north and south, resulting in z mile of
public baywalk adjacent to the inland waterway.
5. Statement of the Direct Relationship of the Project to the Maintenance of the
Waterways:
The results of stabilizing and restoring the eroding shoreline using a riprap bulkhead

method will mean less maintenance dredging in the Atlantic Intracoastal Waterway.
The shoreline restoration will increase the water clarity by preventing additional
silting materials from entering the water and provide a natural habitat for small sea
life to live and propagate in.
6. Statement of the Projects Benefit to Public Navigation in the District Waterways:
By stopping the erosion of the shoreline in this area there will be less siltation of the
waterway with less maintenance dredging cost to the public.
7. Statement of Potential Public Usage of the Project:
This project abuts a fully public marina that is open to the general public 24 hours
a day — 365 days of the year on a first come-first serve basis. The public baywalk
that will be constructed after the shoreline restoration is completed, will be open to
anyone wishing to enjoy the Atlantic Intracoastal Waterway at all times. Additionally
this public baywalk fronting the Atlantic Intracoastal Waterway will connect to the
existing baywalk that fronts Government Cut in South Pointe Park allowing the
general public access to approximately one mile of the water front when completed.

SUBJECT: APPROVAL OF A RESOLUTION AUTHORIZING THE CITY
ADMINISTRATION TO APPLY FOR A FLORIDA INLAND
NAVIGATION DISTRICT WATERWAYS ASSISTANCE PROGRAM
GRANT FOR THE SHORELINE RESTORATION AT THE MIAMI
BEACH MARINA
Background: As part of the Miami Beach Marina settlement, the City of Miami Beach is
obligated to pay up to 2.5 million dollars towards the construction of the shoreline
restoration, public baywalk and clean up of contaminated materials at the site. To help pay
for some of these costs, the City Administration is seeking permission to apply for a matching
grant from the State of Florida Inland Navigation District under its Fiscal Year 1992-93
Waterways Assistance Program for the shoreline restoration portion of the obligation.
The shoreline restoration project consists of the construction of 955 linear feet of riprap
bulkhead to restore the eroding shoreline at the Miami Beach Public Marina. The proposed
remedial action will provide protection to the existing pier and docking facilities, reduce
silting and pollution of Biscayne Bay, and stabilize the land area to provide the future
extension of a public baywalk including lighting, landscaping, and associated public space
furniture.
The grant, if approved, will fund fifty percent (50%) of the estimated cost of$454,675 for the
shoreline restoration. The deadline for grant applications is May 1, 1992.
ADMINISTRATION RECOMMENDATION:
The Administration recommends approval of the attached Resolution authorizing the City
Administration to apply for a matching grant from the State of Florida Inland Navigation
District Waterways Assistance Program for the shoreline restoration work at the Miami Beach
Marina and to appropriate such funds for expenditure.
