A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, APPROVING THE
APPOINTMENT BY THE AD HOC INSPECTOR GENERAL
SELECTION COMMITTEE OF JOSEPH M. CENTORINO AS
THE INSPECTOR GENERAL FOR THE CITY OF MIAMI
BEACH, AND AUTHORIZING THE CITY ATTORNEY TO
NEGOTIATE A CONTRACT OF EMPLOYMENT WITH MR.
CENTORINO.
WHEREAS, on November 6, 2018, the City's voters approved an amendment to the City
Charter, creating Article IX, which creates the City of Miami Beach Office of Inspector General;
establishes the functions of the office; provides the Inspector General with the power to
subpoena witnesses, administer oaths, and require production of records, in order to conduct its
investigations; and provides that the Inspector General's appointment, term, functions, authority,
and powers shall be further established by Ordinance; and
WHEREAS, on February 23, 2019, the Mayor and City Commission adopted Ordinance
No. 2019-4239, in order to implement the provisions of the newly created Article IX of the City
Charter; and
WHEREAS, the Ordinance, in pertinent part, includes provisions relating to the creation
of an Ad Hoc Inspector General Selection Committee (the '`Selection Committee") and the
appointment of the Inspector General; and
WHEREAS, pursuant to City Code Section 2-276(b)(2), the "Inspector General shall be
appointed by the Ad Hoc Inspector General Selection Committee . . . . Before any appointment
by the Selection Committee shall become effective, the appointment must be approved, at the
next regularly scheduled City Commission meeting after the appointment, by a majority vote of
the City Commission"; and
WHEREAS, City Code Section 2-276(c) provides that "[t]he City Attorney shall negotiate
a contract of employment with the Inspector General, except that before any contract shall
become effective, the contract must be approved by majority vote of the City Commission"; and
WHEREAS, the Selection Committee met on August 13 and September 18. 2019, in
order to review applications for the Inspector General position and interview qualified
candidates; and
WHEREAS, after interviewing five candidates, the Selection Committee voted
unanimously to appoint Joseph M. Centorino as the City's Inspector General; and
WHEREAS, Mr. Centorino served for more than seven (7) years as Executive Director
and General Counsel for the Miami-Dade Commission on Ethics and Public Trust; and
WHEREAS, prior to that; Mr. Centorino served in the Miami-Dade State Attorney's Office
for more than 25 years, during which he served as Chief of the Public Corruption Division for
more than 15 years; and

WHEREAS., Mr. Centorino's distinguished career demonstrates that he has the
leadership, commitment to public service, and high moral and ethical standards necessary to
lead the City's Office of Inspector General; and
WHEREAS, the Mayor and City Commission hereby approve the appointment by the
Selection Committee of Joseph M. Centorino as the Inspector General for the City of Miami
Beach.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby approve the appointment by the Ad Hoc Inspector General Selection
Committee of Joseph M. Centorino as the Inspector General for the City of Miami Beach, and
authorize the City Attorney to negotiate a contract of employment with Mr. Centorino.

RECOMMENDATION
The Administration recommends that the City Commission approve the appointment by the Ad
Hoc Inspector General Selection Committee of Joseph M. Centorino as the Inspector General
for the City of Miami Beach, and authorize the City Attorney to negotiate a contract of
employment with Mr. Centorino
BACKGROUND/HISTORY
On November 6, 2018, the City's voters approved an amendment to the City Charter, creating
Article IX, which creates the City of Miami Beach Office of Inspector General; establishes the
functions of the office; provides the Inspector General with the power to subpoena witnesses,
administer oaths, and require production of records, in order to conduct its investigations; and
provides that the Inspector General's appointment, term, functions, authority, and powers shall
be further established by Ordinance.
Following the election, on February 23, 2019, the City Commission adopted Ordinance No.
2019-4239, in order to implement the provisions of the newly created Article IX of the City
Charter. The Ordinance, in pertinent part, includes provisions relating to the creation of an Ad
Hoc Inspector General Selection Committee (the "Selection Committee") and the appointment
of the Inspector General.
Pursuant to City Code Section 2-276(b)(2), the "Inspector General shall be appointed by the Ad
Hoc Inspector General Selection Committee . . . . Before any appointment by the Selection
Committee shall become effective, the appointment must be approved, at the next regularly
scheduled City Commission meeting after the appointment, by a majority vote of the City
Commission."
Following adoption of the Ordinance, the Human Resources Department prepared a Position

Description for the Inspector General and advertised the position. Sixty(60) candidates applied
for the position, of which forty-two (42)candidates met the minimum qualifications.
The Inspector General Selection Committee met first on August 13, 2019, in order to review
the applications and identify which candidates to interview. The Selection Committee met again
on September 18, 2019, to interview candidates for the position. After the interviews, and
following deliberation by the Selection Committee, the Committee voted unanimously to appoint
Joseph M. Centorino as the City's Inspector General. The consensus of the Selection
Committee was that Mr. Centorino has the stature, integrity, and independence to serve as the
City's first Inspector General, and to build the Office's team.
Mr. Centorino holds Bachelor of Arts and Master of Arts degrees in Political Science from Tufts
University, and a Juris Doctor degree from Boston College Law School. Most recently, Mr.
Centorino served as the appointed Executive Director and General Counsel for the Miami-Dade
Commission on Ethics and Public Trust from 2011 to 2018. Prior to his tenure with the Ethics
Commission, he served for twenty-five years as an Assistant State Attorney at the Miami-Dade
County State Attorney's Office, during which he served as Chief of the Public Corruption
Division for more than 15 years. In this capacity, Mr. Centorino supervised up to eleven
attorneys in the largest public corruption prosecution unit in the State of Florida, dedicated solely
to the investigation and prosecution of crimes committed by public officers and employees in
the course of their official duties. He was also the lead trial prosecutor in numerous successful
corruption prosecutions, including investigations of mayors, county and city commissioners, and
other officials.
Prior to relocating to South Florida, Mr. Centorino served as an aide to former U.S.
Congressman Michael Harrington of Massachusetts; as an Assistant District Attorney in Essex
County, Massachusetts; and as a City Councilman, for four terms, in his hometown of Salem,
Massachusetts.
CONCLUSION
The Administration recommends that the City Commission approve the appointment by the Ad
Hoc Inspector General Selection Committee of Joseph M. Centorino as the Inspector General
for the City of Miami Beach, and authorize the City Attorney to negotiate a contract of
employment with Mr. Centorino.
