RESOLUTION 92-20513 r , RESOLUTION NO. 92-20513 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA TO AUTHORIZE THE OPENING OF A NON-INTEREST BEARING CHECKING ACCOUNT WITH SOUTHEAST BANK FOR THE OFF-DUTY EMPLOYMENT UNIT OF THE MIAMI BEACH POLICE DEPARTMENT. THIS ACCOUNT IS TO HANDLE FUNDS TO PAY FOR THE COSTS OF OFF-DUTY MIAMI BEACH POLICE OFFICERS PERFORMING GUARD SERVICES FOR THE PALM AND HIBISCUS ISLAND SECURITY GUARD SPECIAL TAXING DISTRICT. WHEREAS, The Board of County Commissioners, by the adoption of Ordinance No. 80-32 on April 15 , 1980 , as amended by Ordinance No. 83-122 and Ordinance No. 88-62 , created the PALM AND HIBISCUS ISLAND SECURITY GUARD SPECIAL TAXING DISTRICT, pursuant to Chapter 18 of the Code of Metropolitan Dade County, Florida, and Section 101 (a) (11) of the Dade County Home Rule Charter; and WHEREAS, pursuant to City Commission Resolution No. 91-20236, the City of Miami Beach ("City") entered into an Interlocal Agreement Securing Off-Duty City of Miami Beach Police Officers to Perform Guard Services for the Palm and Hibiscus Island Security Guard Special Taxing District (the "Agreement") ; and WHEREAS, in order to provide more timely payment to the officers and the city for administrative fees, the COUNTY has proposed a mechanism to facilitate such payment, and issues payment to the City of Miami Beach Police Department, c/o Chief Phillip G. Huber; and WHEREAS, the Off-Duty Employment Unit of the Miami Beach Police Department requires a checking account to properly disburse these payments. Said account will be funded by payments from the County Special Taxing District. One of the following two employees is authorized to sign checks or make withdrawals from the account: A. Services Division Commander, or in his absence, B. the Off-Duty Employment Administrator WHEREAS, once monthly the balance of said account will be provided to the City Finance Department for recording to the City ' s Financial System. NOW, THEREFORE BE IT DULY RESOLVED BY THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the City Commission acknowledges and authorizes the opening of a non-interest bearing checking account with the Southeast Bank to be used solely for paying off-duty officers and city administrative fees for the Dade County Palm and Hibiscus Island Security Guard Special Taxing District.
