A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, URGING THE
METROPOLITAN PLANNING ORGANIZATION (MPO) , THE
FEDERAL HIGHWAY ADMINISTRATION AND THE STATE
OF FLORIDA DEPARTMENT OF TRANSPORTATION TO RE-
ADDRESS THE JULIA TUTTLE CAUSEWAY LINEAL PARK
PROJECT (A/K/A THE JULIA TUTTLE SCENIC
OVERLOOK) BY CONVERTING THE PROJECT FROM ONE
HAVING A REGIONAL RECREATION EMPHASIS TO ONE
HAVING A LANDSCAPING/BEAUTIFICATION EMPHASIS.
WHEREAS, the Julia Tuttle Causeway serves as one of the
premiere entranceways to the City of Miami Beach upon which
thousands of travelers a day pass to and from our City; and
WHEREAS, the proposed design of improvements alongside the
causeway are inappropriate to the needs and desires of the City as
they fail to address the environmental, safety and beautification
concerns so important to not only the City of Miami Beach but to
the whole of Dade County; and
WHEREAS, at a meeting on May 28, 1992 , with officials of
Metropolitan Dade County and the Florida Department of
Transportation, there was a consensus developed as to how these
improvements should be changed to fit the needs of the community
and the motoring public; and
WHEREAS, the City Commission has previously voiced its
concern on May 20, 1992 , relative to the current design of this
project and its potential negative impacts concerning the
environment and safety issues arising from this featured
entranceway into the City, and the Mayor and City Commission again
wish to urge that the Julia Tuttle Causeway Scenic Overlook Project
be redesigned.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA:
SECTION 1.
That the Julia Tuttle Causeway Scenic Overlook Project be
redesigned to address and incorporate the following changes:
A. In the median strip the existing sea grapes will be
retained and where there are openings there will be
erected double guard rails. New sea grapes shall be
planted to eventually obscure this structure.
B. Eliminate the frontage pavement and parking areas with
related lighting for these areas.
C. Eliminate the chain link fence along the middle of the
median strip and along the sides of the roadway.
D. Install new guard rails 30 feet back from the sides of
the outer edges of the roadway.
E. Provide new landscaping along these guard rail areas with
a plan to be developed jointly between the City of Miami
Beach, Metropolitan Dade County and the Florida
Department of Transportation.
F. The road surface will be milled and resurfaced with new
asphalt.

SECTION 2 .
That the Florida Department of Transportation insures that
adequate funding is available for the landscape and safety
improvements contemplated by these changes and that all parties
move forward expeditiously to redesign, bid and construct the
revised project.
SECTION 3 .
That the maintenance of the median and up to the guard rail on
either side of the roadway shall be the responsibility of the State
of Florida Department of Transportation.
SECTION 4 .
That the Florida Department of Transportation and Metropolitan
Dade County immediately notify the public of the removal of exotic
plant materials and the clearing of the area in preparation of the
project to avoid any confusion regarding the nature of the work
necessary to implement the landscaping project.
SECTION 5 .
Certified copies of this Resolution be provided to the
Chairman of the Metropolitan Planning Organization, the Secretary
and the District Engineer of the State of Florida Department of
Transportation, the Director of the Federal Highway Administration,
the City Manager of the City of Miami, the County Manager of
Metropolitan Dade County and the Directors of the Public Works and
Parks and Recreation Departments of Metropolitan Dade County.
SECTION 6.
This resolution shall be effective immediately upon its
adoption.

SUBJECT: JULIA TUTTLE CAUSEWAY LINEAL PARK PROJECT
During the May 20, 1992 , City Commission meeting, the
Administration was requested to work with the Florida Department of
Transportation and Metropolitan Dade County to revise the Lineal
Park Project on the Julia Tuttle Causeway in relation to
environmental and safety concerns. To that end, a meeting was held
with State, County, and City officials, as well as Commissioner
Susan Gottlieb and Commissioner Harvey Ruvin on May 28, 1992 .
It is a pleasure to inform you that the Florida Department of
Transportation and Metropolitan Dade County have agreed to revise
the project as requested. In order to codify the position of the
City of Miami Beach, the attached Resolution is offered for your
consideration.
Procedurally, your Administration will now work with officials of
Metropolitan Dade County and the Florida Department of
Transportation to redesign the project and to encourage adequate
funding for the revised concept, as well as rapid implementation.
Members of the City Commission will be kept apprised of the status
of this project on the bi-weekly status report included in the
regular Commission agenda.
