RESOLUTION 92-20542 RESOLUTION Ng 92-20542 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, ADOPTING A MISSION STATEMENT FOR THE CITY OF MIAMI BEACH AND THE MIAMI BEACH HOUSING AUTHORITY. BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA: WHEREAS, the City Administration is seeking the cooperation from the Miami Beach Housing Authority on the utilization of its accumulated reserves; and WHEREAS, the City will contribute an amount not less than the amount provided by the Miami Beach Housing Authority; and WHEREAS, the funds will be expended in those areas of the City which demonstrably serve public and subsidized housing; and WHEREAS, it is desired that by the end of September, 1992 , both the City and the Housing Authority will enter into an agreement on the utilization of such reserves; and WHEREAS, the attached Mission Statement was adopted on June 24 , 1992 by the Housing Authority Board of Directors, and the City Administration recommends its approval and adoption. NOW THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mission Statement from the City of Miami Beach and the Miami Beach Housing Authority, attached herewith, is hereby approved and adopted. CITY CLERK By Date ° Z, r MISSION STATEMENT By the end of September, we will bring to our respective Boards a proposed agreement which commits utilization of a financially-sound portion of the accumulated reserves of the Miami Beach Housing Authority in conjunction with funds to be provided by the City of Miami Beach to the Community Development process of Miami Beach, in areas which demonstrably serve public/subsidized housing, as approved by U.S. HUD and as permitted by all applicable federal, state and local regulations including, but not limited to, Florida Statutes 421 . 1 . Annually, the projects must meet HUD criteria and be approved by HUD. 2 . The annual increment to retained earnings of the Miami Beach Housing Authority shall be shared in a mutually- agreeable utually- agreeable way to further the goals of this program. 3 . Car1 City Manager SUBJECT: REQUEST TO ADOPT A MISSION STATEMENT FOR THE CITY OF MIAMI BEACH AND THE MIAMI BEACH HOUSING AUTHORITY Administration Recommendation: To adopt the attached Resolution which approves a Mission Statement developed by the City Administration in cooperation with the Miami Beach Housing Authority. Background: The Miami Beach Housing Authority has accumulated reserves which substantially exceed the amount necessary for prudent management. Through negotiation, a preliminary agreement to utilize these funds as well as a portion of annual surplus revenues has been achieved. The intent is to improve the living environment of people in Section 8 and other subsidized housing. The agreement is embodied in the attached Mission Statement. The City Administration initially met with the Housing Authority Administration, Board Chairman and Legal Counsel. At that meeting the Mission Statement was developed. Subsequently, the Housing Authority at a special meeting on June 24 , 1992 , adopted the Mission Statement. It is now appropriate for the City Commission to also endorse the document. Analysis: The objective of the Mission Statement and further agreements to be developed is to leverage limited resources in a way that provides meaningful upgrading of the neighborhoods in the North and South Beach areas. While the Housing Authority's share will originate from its accumulated reserves, the City' s portion will be derived from public improvements, special assessments, and the continued use of Community Development Block Grant funds. The City and Housing Authority representatives will meet with U.S. HUD in the next few weeks to determine eligible uses of funds. 123 AGENDA ITEM DATE -7 -ci z-- COMMISSION MEMO JULY 8 , 1992 PAGE 2 Complete agreements regarding the process for utilizing these funds and the budget for Fiscal Year 92/93 will be brought to the Housing Authority Board and the City Commission in September. Conclusion: The Housing Authority is willing to collaborate with the City in upgrading neighborhoods, which demonstrably serve subsidized housing. The cooperative spirit exhibited to date is encouraging. Your support of the Mission Statement will be extremely helpful in our presentation to the Jacksonville HUD Area Office.
