A RESOLUTION OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, URGING
FLORIDA MEMBERS OF THE U.S. CONGRESS TO
INVESTIGATE AND HELP RESOLVE THE MATTER OF
THE UNITED STATES POSTAL SERVICE ("USPS")
POLICY THAT PREVENTS USPS FROM DELIVERING
MAIL TO CITY OF MIAMI BEACH RESIDENTS RESIDING
ON THE LEFT-HAND SIDE OF HIBISCUS ISLAND, AND
DIRECTING THE CITY CLERK TO SEND A COPY OF THIS
RESOLUTION TO FLORIDA SENATORS MARCO RUBIO
AND RICK SCOTT, AND U.S. CONGRESSWOMAN
DONNA SHALALA.
WHEREAS, earlier in the year, Hibiscus Island residents in the local homeowner's
association voted to make Hibiscus Drive a one-way road to facilitate placing their power
lines underground; and
WHEREAS, about six weeks ago, approximately forty-six (46) inland properties—
on the left side of the street— stopped getting mail; and
WHEREAS, a spokeswoman for the USPS, Debra J. Fetterly, explained that mail
carriers are not allowed to cross the narrow, one-way street under a policy the USPS
created "out of abundance of caution to ensure the safety of both postal employees and
the public," and thus, mail carriers can only deliver to homes on the right side of the street;
and
WHEREAS, now, residents of approximately 46 households are either picking up
their mail at the post office located 3.5 miles away, or they have agreed to pick up their
mail at the guardhouse at the entrance to Hibiscus Island; and
WHEREAS, Hibiscus Island is a small island with a single, narrow one-way street
that can be crossed with four to five steps– it is untenable to force residents residing on
the left-hand side of Hibiscus Island to drive over to the nearest post office at least 3.5
miles away, spend $3 to park, walk a few blocks, and stand in line to receive their mail he
said; and
WHEREAS, to make the matter more troubling, there are many elder residents on
Hibiscus Island who are not able to drive to the post office to receive their mail; and
WHEREAS, the Mayor and City Commission respectfully request the assistance
of Senators Marco Rubio and Rick Scott and U.S. Congresswoman Donna Shalala in
resolving this matter with the USPS.
NOW THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby urge Florida members of the U.S. Congress to investigate and help
resolve the matter of the United States Postal Service ("USPS") policy that prevents
USPS from delivering mail to City of Miami Beach residents residing on the left-hand side
of Hibiscus Island, and direct the City Clerk to send a copy of this Resolution to Florida
Senators Marco Rubio and Rick Scott, and U.S. Congresswoman Donna Shalala.
