A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE MAYOR TO
APPOINT KATHIE G. BROOKS AS THE CITY'S PRIMARY
REPRESENTATIVE, AND JOSE R. GONZALEZ AS AN ALTERNATE
REPRESENTATIVE, TO THE COMPETITIVE SELECTION
COMMITTEE FOR THE MIAMI-DADE COUNTY BEACH CORRIDOR
TRUNK LINE REQUEST FOR PROPOSALS.
WHEREAS, Miami-Dade County (the "County") advertised competitive Request
for Proposals ("RFP") No. RFP-01353 on September 17, 2019, to select a proposer to
provide a rapid mass transit solution for the Beach Corridor trunk line; and
WHEREAS, the County is establishing a Competitive Selection Committee
("CSC") to evaluate proposals received in response to the RFP, and the CSC is to be
comprised of County staff and representatives of key stakeholders, including the City
of Miami Beach; and
WHEREAS, the County has requested that the City appoint a primary
representative and an alternate to serve on the CSC for the Beach Corridor Trunk Line
Request for Proposals; and
WHEREAS, the Administration recommends that the City Commission
authorize Mayor Dan Gelber to appoint Kathie G. Brooks as the City's primary
representative and Jose R. Gonzalez as an alternate to the Competitive Selection
Committee; and
WHEREAS, Kathie Brooks served as a budget director, assistant City Manager,
and interim City Manager prior to her retirement from the City in June 2019, and the
Transportation and Mobility Department was among the various departments under her
purview as assistant City Manager; and
WHEREAS, in addition, Ms. Brooks worked for Miami-Dade County in both
transportation and budgetary capacities prior to her employment with the City; and
WHEREAS, Jose R. Gonzalez has been the City's Transportation Director for
over five (5) years and prior to his employment with the City, he has served as the
Transportation Manager for the City of Miami; and
WHEREAS, Mr. Gonzalez has been representing the City's interest on the
Beach Corridor Rapist Transit Project for some time and is familiar with the RFPs and
the technical studies for the project.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND THE
CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA that the Mayor and
City Commission hereby authorize the Mayor to appoint Kathie G. Brooks as the City's
primary representative, and Jose R. Gonzalez as an alternate representative, to the
Competitive Selection Committee for the Miami-Dade County Beach Corridor Trunk
Line Request for Proposals.

RECOMMENDATION
The Administration recommends that the Mayor and City Commission authorize Mayor Dan
Gelber to appoint Kathie G. Brooks as the City's primary representative and Jose R. Gonzalez
as an alternate to the Competitive Selection Committee for the Miami-Dade County Beach
Corridor trunk line request for proposals.
BACKGROUND/HISTORY
Miami-Dade County advertised competitive Request for Proposals (RFP) No. RFP-01353 on
September 17, 2019, to select a proposer to provide a rapid mass transit solution for the Beach
Corridor trunk line. The County is establishing a Competitive Selection Committee (CSC) to
evaluate proposals received in response to the RFP. The CSC is to be comprised of County
staff and representation from key stakeholders, including the City of Miami Beach.
The County has requested that the City appoint a primary representative and an alternate to
serve on the CSC for the Beach Corridor Trunk Line Request For Proposals (attachment).
ANALYSIS
Kathie Brooks is a resident of Miami Beach and served as budget director, assistant city
manager, and interim city manager prior to her retirement from the City in June 2019. The
Transportation and Mobility Department was among the various departments under her purview
as assistant city manager. Additionally, Ms. Brooks worked for Miami-Dade County in both
transportation and budgetary capacities for many years prior to her employment with the City of
Miami Beach.
Jose R. Gonzalez, P.E. has been the City's Transportation Director for over five years and is
also a resident of Miami Beach. He served as Transportation Manager in the City of Miami and

been representing the City's interests on the Beach Corridor rapid transit project for some time

Dear Mayor Gelber:
Miami-Dade County advertised competitive Request for Proposals(RFP)No. RFP-01353 on September

Line. The County is establishing a Competitive Selection Committee (CSC) to evaluate proposals
received in response to the RFP. The CSC is to be comprised of County staff and representation from
key stakeholders, including the City of Miami Beach.
How are CSC Members Appointed?
The CSC will be comprised of seven (7) scoring members, one from each of the key stakeholders and
four County representatives from various County departments,as well as technical advisors to provide
technical feedback to scoring members. In accordance with Section 4.3 of the RFP, the key
stakeholders are to select their own representation.
What Level of Expertise/Experience is suggested for CSC Appointees?
The Beach Corridor Trunk Line is a critical component of the County's Strategic Miami Area Rapid
Transit Plan. CSC appointees should have the ability to evaluate proposals in the following six (6)
technical and two(2)pricing criteria:

What are the responsibilities?
The appointed member will be asked to review and evaluate all proposal documents received and
actively participate in the evaluation process, including attendance at publically noticed evaluation
meetings and oral presentations,and to conduct scoring of proposers.
Individuals identified as members of the CSC will be required to attend a Selection Committee Training
offered by the Internal Services Department (ISD). The training will further explain their roles and
responsibilities as a selection committee member, including the Cone of Silence and conflicts of
interests related to the RFP.
The RFP has been advertised,so CSC members must comply with Administrative Order 03-27 Cone of
Silence and Section 2-11.1(t)of the Miami-Dade County Code,as amended.
What is the schedule?
Meetings are anticipated to begin in late March 2020 and extend through the end of April 2020.
How can I designate the CSC member?
The County is respectfully requesting that each key stakeholder designate one primary member and
one alternate to serve on the CSC. Alternate members will be dismissed from participation following
,confirmation that no conflicts of interest or other limitation exist for the primary member. To
designate your CSC members, please contact Beth Goldsmith of the Miami-Dade County Internal

submit your recommendation to Beth Goldsmith by Friday, November 8,2019.
