RESOLUTION 92-20550 Resolution No. 92-20550 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE CITY MANAGER TO APPLY FOR AN AMERICA THE BEAUTIFUL GRANT FOR THE PURPOSE OF FUNDING A STREET TREE MASTER PLAN FOR NORMANDY ISLE. WHEREAS, completing a comprehensive Street Tree Planting Master Plan is a critical step in the process of providing well-conceived street tree plantings; and WHEREAS, Normandy Isle has been identified as an area that would benefit from additional street tree plantings; and WHEREAS, grant funding is available on a 50/50 match basis to assist the City in funding the development of a Master Plan; NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the City Commission authorize the City Manager to make application for an America The Beautiful grant for the purpose of funding the preparation of a Street Tree Planting Master Plan for Normandy Isle, to approve matching funding of $10, 000 utilizing in-kind City services, and to appropriate such funds if the grant is awarded to the City. ADMINISTRATION RECOMMENDATION: The Administration recommends that the City Commission authorize the City Manager to make application for an America The Beautiful grant for the purpose of funding the preparation of a Street Tree Planting Master Plan for Normandy Isle. Additionally, it is recommended that approval be granted to provide matching funding in the amount of $10, 000 utilizing in-kind City services, and to appropriate such funds if the grant is awarded to the City. BACKGROUND: In May, 1992 the Florida Department of Agriculture made available its 1992 America The Beautiful (ATB) Urban and Community Forestry Grant Application Packet. Over the past few weeks the Parks and Recreation Department and the Department of Economic and Community Development have jointly been working on a grant application. The proposal would provide for the completion of a street tree planting Master Plan for the Normandy Isle area which would include: • The identification of existing site conditions, • Prospective planting locations, • A determination of infrastructure changes necessary to facilitate tree plantings, • Specifications for types, sizes and numbers of trees to be planted, and • Cost estimates for the eventual implementation of the proposed Master Plan. ANALYSIS: The ATB Grant program is based on a 50/50 matching fund process whereby the City may utilize in-kind services as a matching share. It is proposed that the majority of the actual "drafting" of the Master Plan would be performed by Planning and Zoning Department staff. Public Works Department staff would perform some preliminary surveying of the site. continued. . . 17 AGENDA ITEM -- -" C__ DATE `� It is anticipated that any grant monies awarded would be utilized to pay for detailed site analysis which would include an inventory of existing trees, utilities, parking areas, driveways, etc. The Normandy Isle area has been selected as the project site for a number of reasons. This is a relatively compact, well-defined area which will make a good test case for other parts of the City. 71st Street through Normandy Isle is one of the main entrances to the City of Miami Beach. This project would tie in well with the proposed North Beach Redevelopment project which focuses on the major corridors in the North Beach area. CONCLUSION: The proposed Street Tree Planting Master Plan would provide the City with a tool for completing actual tree plantings in this area, as well as providing a model which could be utilized throughout the rest of the City.
