RESOLUTION 92-20560 RESOLUTION NO. 92— 20560 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE CITY MANAGER AND CITY CLERK TO SCHEDULE A PUBLIC HEARING TO ALLOW FOR COMMUNITY INPUT AND COMMENTS REGARDING THE EXPANSION OF THE RESIDENTIAL PARKING PERMIT PROGRAM #1 AND ESTABLISHMENT OF A PREFERRED RESIDENTIAL PARKING PROGRAM FOR THE 13TH STREET GARAGE FOR THE CITY COMMISSION MEETING OF SEPTEMBER 2, 1992 . Whereas, the City Commission is vested with the authority to direct the Administration of the City to create Residential Parking Permit Areas; and, Whereas, the Administration was authorized to create a residential parking program in the Ocean Drive/Collins Avenue neighborhood between 6th Street and 14th Street; and, Whereas, the City Administration has received continuous requests to expand the residential parking program to the west side of Collins Avenue up to the centerline of Collins Court; and, Whereas, the Administration has reviewed the need to expand the parking program and concurs with this request; and, Whereas, the Administration has determined that there is a need to adjust the residential parking permit rates for residents in this area desirous of parking at the 13th Street garage; and, Whereas, the Finance Committee has reviewed and discussed the expansion of the residential parking program and establishment of a preferred residential parking permit rate in this area and has determined that a public hearing should be held to solicit comments regarding this proposal. NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the City Manager and City Clerk are hereby authorized and directed to schedule a public hearing at the regular meeting of the City Commission of September 2 , 1992 to allow for public input into the expansion of the Residential Parking Permit Area #1 and the development of a preferred residential parking permit rate for those residents in Residential Parking Permit Area #1 wishing to park in the 13th Street garage. Ca City Manager SUBJECT: A RESOLUTION OF THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE CITY MANAGER AND CITY CLERK TO SCHEDULE A PUBLIC HEARING TO ALLOW FOR COMMUNITY INPUT AND COMMENTS REGARDING THE EXPANSION OF RESIDENTIAL PARKING PERMIT AREA #1 TO THE WEST SIDE OF COLLINS FOR THE CITY COMMISSION MEETING OF SEPTEMBER 2, 1992 . ADMINISTRATION RECOMMENDATION: The Administration recommends that the City Commission adopt the attached resolution which will direct the City Manager and City Clerk to schedule a public hearing for public comments regarding the expansion of Residential Parking Permit Area #1 to the west side of Collins Avenue. BACKGROUND: In June of 1990, Residential Parking Permit Area #1 was established by City Commission Resolution #90-20000. This resolution included a map and legal description of the boundaries of the area covered by the program which would include off-street as well as on-street public parking facilities. At that time it was decided that the centerline of Collins Avenue would be the suitable western boundary for the program, rather than Collins Court (the alley between Collins and Washington) . This decision was based on available public parking facilities on the east side of Collins as compared with the inclusion of the west side, which had limited public parking. It was also the concern of staff that the west side of collins contained a much denser concentration of residential properties, and that extending the program to the west side would have created additional parking demand east bound toward Ocean Drive. ANALYSIS: At the present time, 224 residents take advantage of the decal program with its current boundaries. Of these, 164 decals (73%) reside from 12th Street north. About one-third of these park in the garage on a regular basis. A survey of the west side of Collins Avenue revealed a conservative estimate of 335 potential buyers of permits. This is based on the actual number of dwelling units on that side of the street. Of , these, 62% (208) were north of 12th Street. Making the assumption I _10 AGENDA ITEM DATE z---9 that the same percentage of permit holders would park in the garage, we could reasonably expect an additional seventy (70) residents wanting to use the garage. Based on existing residential rates and garage utilization factors, the seventy (70) additional spaces for residential parking in a garage would cost the City $101, 500 in lost revenue. This would generate approximately one million dollars in bonding capacity. It also weakens the general financial health of the overall parking system. The total number of available metered spaces on the west side of Collins is 245. Of those 245 spaces, 70 are on the side-streets, which could be reserved for residents at night and on weekends. This is similar to what is currently done on the side streets between Collins Avenue and Ocean Drive. Of further concern today is the financial health and usage levels of the parking garage at 13th Street and Collins. Decal use (both residential and regular permits) in this facility is currently running at about 30 to 35 percent (80 to 95 spaces) of the 271 available spaces. Should this residential parking area be expanded, the Administration requests the ability to set up a "Preferred Residential Parking Program" for the 13th Street Garage and limit the number of residential decals allowed in the garage to 20 to 25 percent (about 55 to 70 spaces) . This program would entitle the preferred permit holder parking privileges to a site specific location (the 13th Street Garage) . A premium rate will need to be established being at this location an attendant, secured and undercover facility. It is recommended that this rate be set at $60 per month. This request is made based on the analysis of the "cost" of residents using these spaces versus potential daily and weekend customers. Currently, the use of 90 spaces in the garage by decal holders results in a loss of $130, 000 to the City annually. This calculation was based on average turnover rates in the facility and the average length of stay of the residents in the facility, especially during the weekend. (The loss is actually $150, 000, but is offset by approximately $20, 000 in residential decal revenues) . Further extrapolation yields an average of $14 , 500 of net potential revenue loss for every 10 additional residents over the proposed cap of 60 spaces. Therefore, if we cap the number of spaces at 60, we can expect revenue to go from the current $300, 000 annually to $343 , 500. Looking at this from another perspective, if we do not cap the facility which is currently running 30 to 35 percent decals, and we allow the proposed expansion to the west side of Collins, we will see a loss of revenue from the existing $300, 000 by $14 , 500 for every 10 additional decals. It should also be noted at this point that the loss of every $100, 000 in parking revenue equates to a potential loss of one million dollars in bonding capacity for new facilities. This is important to keep in mind for the continued planning and development of additional parking facilities in this neighborhood. CONCLUSION: It is the conclusion of the City Administration that, after appropriate public hearing and notice, a preferred residential parking program be established, the Residential Parking Permit Area #1 be expanded to include the west side of Collins and the side streets from 6th to 14th Street from Collins Avenue to Collins Court and that the garage at 13th Street and Collins be capped at approximately 60 spaces for preferred residential parking decal , parkers.
