A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF MIAMI
BEACH, FLORIDA, APPROVING AN INCREASE IN PARKING METER
RATE FEES IN RESIDENTIAL AND COMMERCIAL AREAS WITH AN
EFFECTIVE DATE OF OCTOBER 1, 1992.
WHEREAS, the City Commission of the City of Miami Beach, Florida, adopted
Resolution No. 88-19486 on December 21, 1988; and
WHEREAS, the above referenced resolution increased the rate structure for all
meters by $0.10 per hour; and
WHEREAS, the above referenced rates were increased to $0.30 and $0.50 per hour
respectively; and
WHEREAS, a survey of similar cities reflect rates between $0.75 and $1.00 per hour
for on-street and beachfront metered locations; and
WHEREAS, the Administration has reviewed the supply and demand for parking in
a series of locations throughout the City; and
WHEREAS, the affected meters are principally located in the area between Fifth and
Fifteenth Streets, from Ocean Drive to Washington Court; and
WHEREAS, the Administration, in conjunction with the City's contracted consultant,
has determined that additional parking is required; and
WHEREAS, an increase in meter rates would enhance the revenues in the parking
system allowing for additional bonding capacities; and
WHEREAS, a rate structure revision would enhance revenues to the parking system
by $350,000 annually.
NOW,THEREFORE,BE IT DULY RESOLVED BY THE CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, that the City Commission of the City of Miami
Beach hereby directs the City Manager to amend the metered parking rate structures for
applicable mechanisms as follows:

SUBJECT: A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF MIAMI
BEACH, FLORIDA, APPROVING AN INCREASE IN PARKING METER
RATE FEES IN RESIDENTIAL AND COMMERCIAL AREAS WITH AN
EFFECTIVE DATE OF OCTOBER 1, 1992.
ADMINISTRATION RECOMMENDATION:
The Administration recommends that the City Commission adopt the attached
resolution which amends the rate structure applied to meters, increasing fees
from $0.30 to $0.40 per hour and $0.50 and $1.00 per hour respectively.
BACKGROUND:
Parking usage in locations throughout the City has considerably increased
during the past several years. This results from the opening of many new
businesses, restaurants and entertainment facilities as well as a significant
number of rehabilitated residential units. Accordingly, the demand for on- and
off-street parkinghas increased proportionately. Us!ng theres of supply
and demand, the Administration, in conjunction with a contractual consultant,
has determined that rates in several locations require revisions.
The last rate structure change occurred in December, 1988 at which point,
recommendations were made by the City's consultant, Barton-Aschman and
Associates to revise system-wide rates from $0.20 to $0.30 per hour and from
$0.30 and $0.50 per hour respectively. At the December 21, 1988 meeting of the
City Commission, adopted Resolution No. 88-19486 which directed the
Administration increase the rate structures in accordance with the
consultant's recommendations with the exception of two satellite lots which
remain at $0.20 per hour.
CONCLUSION:
The Administration and consultant have reviewed the existing rate structure,
compared these rates to other comparable municipalities, and examined the
parking demand throughout the City. The findings have identified the need for
additional parking and increased revenues to support future financing need. As
recommended, the meters rates which would be revised are principally in the
areas of Ocean Drive, Collins and Washington Avenues between Fifth Street and
21st StrB.t In addition, beaenfront parking lot rate; would be revised
upwardly. Other comparable cities in Florida, such as Fort Lauderadale,
Hollywood, and Tampa, which have similar beachfront parking facilities, apply
rates of between $0.75 and $1.00 per hour; therefore, the proposed rate
increase would be consistent with surrounding municipalities. The demand for
parking is at a premium and the rate structure should be competitive with the
market place.
