A RESOLUTION PROVIDING AUTHORITY FOR THE SIGNING OF VOUCHERS
DRAWN ON FUNDS IN THE CITY OF MIAMI BEACH DEPOSITORIES
(RESCINDING RESOLUTION NO. 92-20548)
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF MIAMI BEACH,
FLORIDA:
SECTION 1: That on and after the 1st day of October 1992, all
withdrawals of funds from the City of Miami Beach
accounts in City Depositories described as follows:

With the further provision as to the accounts carried in
First Union National Bank of Florida designated, "City of Miami
Beach as Trustee for Convention Center Expansion Trust Account",
"City of Miami Beach Consent Decree Trust Account", "Trustee for
the City of Miami Beach Parking Revenue Bonds Series 1988 - Debt
Service Reserve", "Trustee for the City of Miami Beach Parking
Revenue Bonds 1988 - Current Debt Service", withdrawals of funds
from which shall be on printed checks, each bearing two signatures
as above set forth, or bearing the signature consisting of the
background and other identifying symbols and facsimile signatures
as are imprinted on the sample check attached hereto and made a
part thereof; and the Finance Director is hereby authorized to use
said signatures in connection with said accounts.
And with the further provision as to the accounts
carried in Sun Bank/Miami, N.A. designated "City of Miami Beach
Parking System Operation and Maintenance Fund", "Sun Bank/Miami,
National Association Custodial Agent for the City of Miami Beach'
withdrawals from which shall be on printed checks, each bearing
two signatures as above set forth, or bearing the signatures
consisting of the background and other identifying symbols and
facsimile signatures as are imprinted on the sample checks
attached hereto and made a part hereof; and the Finance Director
is hereby authorized to use said signatures in connection with
said accounts.
And with the further provision as to the accounts
carried in the Barnett Bank of South Florida, N.A. , designated
"City of Miami Beach General Disbursement Account", "City of Miami
Beach General Depository Account", "City of Miami Beach Payroll
Account", "City of Miami Beach - Meter Account", "City of Miami
Beach Firemen's Relief and Pension Fund", withdrawals from which
shall be printed checks each bearing two signatures as above set
forth, or bearing the signature consisting of the background and
other identifying symbols and facsimile signatures, as are
imprinted on the sample check attached hereto and made a part
hereof; and the Finance Director is hereby authorized to use said
signatures in connection with said accounts.
And with the further provision as to the account carried
in the Intercontinental Bank, designated "Risk Management Service
In. Workmen's Comp. Claims for the City of Miami Beach",
withdrawals of funds from which shall be on printed checks
designated each bearing two signatures as above set forth or
bearing the signatures consisting of the background on the sample
check attached hereto and made a part hereof; and the Finance
Director is hereby authorized to use said signatures in connection
with said accounts.
And with the further provision as to the accounts
carried in the Jefferson National Bank of Miami Beach", designated
"City of Miami Beach Resort Tax Fund Account", "City of Miami
Beach Legal Imprest Account", withdrawals of funds from which
shall be on printed checks, each bearing two signatures as above
set forth, or bearing the signature consisting of the background
and other identifying symbols and facsimile signatures as are
imprinted on the sample check attached hereto and made a part
hereof; and the Finance Director is hereby authorized to use said
signatures in connection with said accounts.
And with further provision as to the accounts carried in

And with further provision as to the accounts carried in

Policemen in the City of Miami Beach - Trust Account", withdrawals
of funds from which shall be on printed checks each bearing two
signatures as above set forth; or bearing the signatures
consisting of the background and other identifying symbols and
facsimile signatures as are imprinted on the sample check attached
hereto and made a part thereof; and the Finance Director is hereby
authorized to use said signatures in connection with said
accounts.
And with further provision as to the account carried in
City National Bank designated "City of Miami Beach - HOME
Investment Partnership", withdrawals of funds from which shall be
on printed checks each bearing two signatures as above set forth;
or bearing the signatures consisting of the background and other
identifying symbols and facsimile signatures as are imprinted on
the sample check attached hereto and made a part thereof; and the
Finance Director is hereby authorized to use said signatures in
connection with said accounts.
SECTION 2: That said FIRST UNION NATIONAL BANK OF FLORIDA, SUN
BANK/MIAMI, N.A. , BARNETT BANK OF SOUTH FLORIDA, N.A. , JEFFERSON
NATIONAL BANK OF MIAMI BEACH, INTERCONTINENTAL BANK, NATIONS BANK,
N.A. , C & S - SOVRAN TRUST COMPANY and CITY NATIONAL BANK are
hereby authorized and requested to accept, honor and pay without
further inquiry, and until delivery to it of written notice of the
revocation of the authority hereby granted, all checks and other
orders for the payment or withdrawal of money deposited with said
banks in the name of said City of Miami Beach including checks
drawn to the individual order of the officers signing same and
including also all such instruments payable or endorsed to the
order of the City of Miami Beach, when such checks or other orders
for money shall be signed or endorsed in the name of the City of
Miami Beach by its officers hereinbefore named.
SECTION 3: That Resolution No. 92-20548 adopted on the 22nd
Day of July 1992, be and the same is hereby rescinded and that all
other resolutions or parts of resolution in conflict herewith be
and the same are hereby repealed.

SUBJECT: AUTHORIZATION FOR THE SIGNING OF VOUCHERS DRAWN ON FUNDS
IN THE CITY OF MIAMI BEACH DEPOSITORIES
ADMINISTRATION RECOMMENDATION:
The Administration recommends that the City Commission approve
the authorization for the signing of vouchers drawn on funds
in the City of Miami Beach Depositories changing the names of
two City depositories, adding a new City depository and adding
four new bank accounts, and changing one authorized signature.
BACKGROUND:
The attached resolution is periodically updated, as required,
due to change in authorized signatures, names of depositories
and addition/deletion of City bank accounts. This resolution
changes the name of Southeast Bank, N.A. to "First Union
National Bank of Florida" and NCNB National Bank and The
Citizens And Southern National Bank of Florida to "Nations
Bank" as a result of depository mergers with name changes
effective October 1, 1992. In addition, due to change of City
main depository October 1, 1992, three accounts currently held
at First Union National Bank of Florida entitled, "City of
Miami Beach General Disbursement Account", "City of Miami Beach
General Depository Account" and "City of Miami Beach Payroll
Account" will be closed and opened at Barnett Bank of South
Florida, N.A. This resolution also contains one signature
change due to changes in Administration effective October 1,
1992, and the addition of one bank account entitled, "City of
Miami Beach Consent Decree Trust" at First Union National Bank
of Florida.
ANALYSIS:
The change in bank names is necessitated by bank mergers and
resulting name changes. Due to the change of Assistant City
Manager effective October 1, 1992, an authorized signature
change is necessary. The City's new main depository effective
October 1, 1992 is Barnett Bank of South Florida, N.A. It is,
therefore, necessary to close several accounts at the City's
current main depository and open the same accounts at the
newly designated main depository effective October 1, 1992.
It was also necessary to establish a new bank account at the
current main depository, First Union National Bank of Florida,
entitled, "City of Miami Beach Consent Decree Trust Account",- 7,�
to satisfy negotiated terms of the consent decree. •

CONCLUSION:
Approval of all changes to bank names, authorized signatures
and bank accounts, as contained herein, is required to
properly maintain continuity in City banking operations.
