RESOLUTION 92-20607 RESOLUTION NO. 92-20607 A RESOLUTION ESTABLISHING A SCHEDULE OF USER FEES FOR COMMUNITY CENTERS OPERATED BY THE CITY OF MIAMI BEACH PARKS AND RECREATION DEPARTMENT AND RESCINDING THOSE PORTIONS OF RESOLUTION 86-18593 RELATING TO COMMUNITY CENTERS. BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that effective October 15, 1992 there is hereby established a new fee schedule for user fees for Community Centers operated by the City of Miami Beach Parks and Recreation Department, in accordance with the following fee schedule: COMMUNITY CENTER PROGRAMS: CURRENT PROPOSED Annual Pass $5. 00 ELIMINATED Individual Admission 1. 00 $. 50 Those portions of Resolution No. 86-18593 which established user fees for Community Centers are hereby rescinded. Ca 1 City Manag- SUBJECT: RECOMMENDED REVISION OF PARKS AND RECREATION DEPARTMENT USER FEES FOR CITY OF MIAMI BEACH COMMUNITY CENTERS. ADMINISTRATION RECOMMENDATION: The Administration recommends that the City Commission adopt the proposed changes to the Community Center user fees, which are outlined below, with an effective date of October 15, 1992. BACKGROUND: The Parks and Recreation Department currently issues Annual Passes to Miami Beach residents 65 years of age and older. The passes entitle the bearer to attend nightly programs at any of three (3) Community Centers (Ocean Front Auditorium, 21st street Community Center, and North Shore Community Center). These programs consist of live bands, vaudeville performances, concerts, social dances, etc. During the current Fiscal Year, 1,125 passes were sold. In an attempt to bring Community Center fees in line with simHaCvAtjr: Dade Cc..:.•wiy, an! ac genei v addrjoni Gen.;Ga T CVG.1.u&S, laA U• I bC;;l recommends the following adjustment: FEE CURRENT PROPOSED Annual Pass $5.00 ELIMINATED Individual Ad mission 1.00 $.50 The City Commission approved the City's budget at the budget hearing of September 23, 1992 which included the recommended fee chE nges. The Recreation Centers and Parks Facilities Board passed a resolution at its July 8, 1992 meeting recommending the elimination of Annual Passes and keeping the current $1.00 admission charge. ANALYSIS: The changes proposed by the Administration would result in an anticipated decrease in weekly attendance of about 25%. However,we also anticipate an increase in revenues of approximately$20,000. Coupled with a proposed reduction in live entertainment costs, the over-all anticipated savings could amount to$33,000. The annual savings from this fee adjustment will be utilized to fund additional youth programming in the Parks and Recreation Department. A survey of area rnunicipaities shows that no communities in the local area offer an Annual Pass to their residents for sirr!ar activities.(See attached) The$.50 admission charge would be well below usage fees found in other municipalities. CONCLUSION: The Administration recommends passage of the attached resolution establishing new user fees for City of Miami Beach Community Centers.
