RESOLUTION 92-20616 RESOLUTION NO. 92-20616 RESOLUTION OF THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA AMENDING RESOLUTION NO. 92-20458, AS AMENDED BY CITY OF MIAMI BEACH RESOLUTION NO. 92-20483, ESTABLISHING AN ADVISORY CHARTER REVIEW AND REVISION BOARD, BY PROVIDING THAT SAID BOARD SHALL BE DISSOLVED ON OR BEFORE NOVEMBER 1, 1993, AND BY PROVIDING THAT ALL EXPENSES OF SAID BOARD (INCLUDING THE PROVISION OF EXPERT PRESENTATIONS) TO BE ASSUMED BY THE CITY OF MIAMI BEACH. WHEREAS, on February 19 , 1992 the City Commission of the City of Miami Beach, Florida adopted Resolution No. 92-20458, establishing a new advisory Charter Review and Revision Board; and WHEREAS, on April 8, 1992 , City of Miami Beach Resolution No. 92-20483 was adopted, amending the above-mentioned Resolution No. 92-20458 , by providing that at least two of the Board members shall have expertise in business and finance and shall either reside in or have their principal place of business in the City of Miami Beach; and WHEREAS, paragraphs "3" and "4" of Resolution No. 92-20458, establishing dissolution date of the Charter Review Board, and establishing administrative staff and personnel to be provided by City Manager, are hereby amended to read as follows: 3 . The members of this Board shall begin serving on April 1, 1992 . The Board shall submit its report to the City Commission on or before April 1, 1993 , November 1, 1993 , after which the Board shall be dissolved. 4 . Members of this Board shall serve without compensation. The City Manager shall provide such administrative staff and clerical personnel as may be necessary to assist the Board in the proper performance of its duties and functions. All expenses of the Board (including the provision of expert presentations) shall be assumed by the City of Miami Beach. * * NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF THE CITY MIAMI BEACH, FLORIDA THAT paragraphs "3" and "4" of City of Miami Beach Resolution No. 92-20458 (as amended by City of Miami t Beach Resolution No. 92-20483) are hereby amended as stated hereinabove to reflect that the dissolution of the Charter Review and Revision Board shall be on or before November 1, 1993 and to provide that all expenses of the Board (including the provision of expert presentations) shall be assumed by the City of Miami Beach. All other matters contained within City Resolution Nos. 92-20458 and 92-20483 , shall remain in full force and- effect. Carl City Manager 814, SUBJECT: A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AMENDING RESOLUTION NO. 92-20458, AS AMENDED BY CITY OF MIAMI BEACH RESOLUTION NO. 92-20483 , ESTABLISHING AN ADVISORY CHARTER REVIEW AND REVISION BOARD, BY PROVIDING THAT SAID BOARD SHALL BE DISSOLVED ON OR BEFORE NOVEMBER 1, 1993 , AND BY PROVIDING THAT ALL EXPENSES OF SAID BOARD (INCLUDING THE PROVISION OF EXPERT PRESENTATIONS) TO BE ASSUMED BY THE CITY OF MIAMI BEACH. ADMINISTRATION RECOMMENDATION: The Administration recommends that the City Commission adopt the attached resolution as requested by the Charter Review and Revision Board, which extends the working-life of the Board by up to seven months, and provides for funding of expenses. BACKGROUND: The creation of the Charter Review and Revision Board was approved on February 19, 1992, with the hope that the Board might begin work on April 1, 1992 . Criteria relating to membership on the Board was subsequently amended on April 8, 1992 , and the final board member was appointed in June. The first meeting was on September 21, and the Board has initially agreed to meet for four hours, every two weeks, and also to conduct a series of sub-committee meetings. ANALYSIS: Through no fault of the Board members, a delay in having a fully appointed board, summer vacation schedule conflicts, and Hurricane Andrew each contributed to the fact that the first opportunity for the Board to meet was two weeks ago. The Board members have set a busy schedule for the significant task of reviewing the City Charter and recommending revisions to the City Commission; however they are unanimous in the belief that April 1, 1993 , is too soon to expect a completion of their assignment. They have recommended that the City Commission approve an extension of up to seven months for the Board to report their findings to the Commission, before the Board automatically sunsets. The enabling legislation for the Board did not anticipate a budget. The proposed resolution would authorize funding for expenses such as the cost of purchasing sample Charters, cassettes, the provision of expert presentations, printing, duplication, staff, and public notice advertising. CONCLUSION: The assignment given to this volunteer advisory board will require many hours of complex analysis and several public hearings.
