A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA AUTHORIZING
(AFTER THE FACT) THE EXECUTION AND SUBMISSION
OF THE ATTACHED APPLICATION BY THE BASS
MUSEUM OF ART FOR EDUCATION PROGRAMMING
FUNDING IN THE AMOUNT OF $25, 000 UNDER THE
HISTORIC PRESERVATION GRANTS-IN-AID PROGRAM TO
THE FLORIDA DEPARTMENT OF STATE, DIVISION OF
HISTORICAL RESOURCES, AND AUTHORIZING
APPROPRIATION OF SUCH FUNDS WHEN RECEIVED.
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF MIAMI
BEACH, FLORIDA:
WHEREAS, there is a Historic Preservation Grants-in-Aid
Program under the Florida Department of State, Division of
Historical Resources with matching funding available; and
WHEREAS, the Bass Museum of Art, City of Miami Beach, has
previously applied for and been awarded a grant in the amount of
$25, 000 by the National Endowment of the Arts for education
programming; and
WHEREAS, the attached application has been completed and was
submitted on October 1, 1992 in the amount of $25, 000 and does not
require matching funds from the City of Miami Beach;
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA that the City Manager is hereby
authorized, after the fact, to execute and submit the attached
application for education programming funding in the amount of
$25, 000, under the Historic Preservation Grants-in-Aid Program, to
match funding previously provided by the National Endowment of the
Arts to support the development of a standard curriculum to serve
as an educational model for high schools in the use of museum
collections, community resources and historic sites. Further, that
the Administration is hereby authorized to appropriate such funds
when received.

The Bass Museum of Art and the Design and Architecture
Senior High School of the Dade County Public Schools plan
to cooperate in developing and implementing a course on
Miami Beach's historic art deco architecture and design
using the Museum's collection which includes over 100
architectural drawings and prints and other archival
material. The Museum's own building is on the National
Register of Historic Places. Museum staff and faculty
from the magnet school will develop a curriculum to be
taught to ninth and tenth graders attending the magnet
school. The students will study the Museum's collection
of architectural drawings and develop their own responses
to the design problems raised. They will also reconsider
the Bass Museum's building in its original use as a city
library and adapted use as an object lesson in
architectural reuse; and its architectural plans for
expansion. Some students will participate in a two-week
training period when they will train as docents to serve
on weekends during the school year conducting tours of
the deco district neighborhood, museum' s architecture
collection and relevant exhibitions for the public in
English, Spanish and French. The curriculum developed
will become standard for the school and will be repeated
annually.

PUBLIC BENEFIT
13. Educational benefit: Explain the educational benefits of the project.
This pilot program will result in the development of a standard
curriculum for Dade County's Design and Architecture Senior High
School and will be repeated annually. The curriculum developed
will serve as an educational model for other high schools in the
use of museum collections, community resources and historic sites.
14. Economic benefit: Describe any direct economic benefits of the project. How will the project serve as a
catalyst for further preservation activity and economic development in the area?
The program will foster a better appreciation of architecture among
young adults and provide a basic understanding of the importance of
preservation of historic sites. This, in turn, will lead to a
better informed public and strengthen efforts of all preservation
initiatives.
15. Benefit to minorities and the disabled: Describe any direct benefit the project will have on a specific ethnic or
minority group, or the handicapped.
Many of the students involved in the program will be Hispanic,
Black and Haitian. As part of the curriculum they will be trained
as museum docents to serve on weekends during the school year
conducting tours of the Museum's historic neighborhood, the
Museum's architecture and design collection, and relevant
exhibitions. The tours will be conducted in English, Spanish and
Creole, the student's native languages. This will increase
appreciation of the historic architecture and the Museum's
specialized collection within the county's diverse constituencies
and encourage a stronger identification with the history and
culture of what is a new homeland for many students and visitors to
the Museum.

The development of this curriculum will affect 300 students and a
minimum of 1, 000 members of the general public during the first
year of the program, and annually thereafter.
39. Distribution: How will the materials/products be distributed? How many copies will be produced?
Materials developed for the curriculum will be distributed by the
Dade County School System. Twenty curriculum manuals will be
printed and throughout the pilot program fliers and support
documents will be duplicated and distributed to students as needed.
40. Reprinting/Availability: For printed materials,what plans are there for reprinting and availabliry?
Materials will be reprinted annually for use in the Design and
Architecture High School and will be made available to other
schools and museums upon request.

created, implemented and revised as part of the standard curriculum

Jacqueline Hinchey Sipes Principal of Dade County's Design and
Architecture Senior High School has participated in the
conceptualization and planning of this project and will be involved
in the curriculum development along with teachers at the Design and
Architecture Senior High School, a magnet school of the Dade County
School System. The original contact between the Bass Museum of Art
and DASH was arranged by Dr. Michael Krop, a member of the Dade
County School Board.

This is to confirm that in February of 1992 Chairman John Frohmayer
of the National Endowment of the Arts informed the Bass Museum of
Art by letter that we had been awarded a grant in the amount of
$25, 000 to support the development of classroom materials and Art
Deco architecture and design using the Museum' s collection and the
Miami Beach community as a design laboratory.
Grant number assigned was 92-445-0108 . This grant is listed as the
matching funds source in our application to the Bureau of Historic
Preservation under community education.

ADMINISTRATION RECOMMENDATION:
The Administration recommends adoption of the attached resolution
as described above.
BACKGROUND:
Having previously applied for and received a grant in the amount of
$25, 000 from the National Endowment of the Arts for education
programming the Bass Museum of Art applied for matching funds in
the amount of $25, 000 to the Historic Preservation Grants-in-Aid
Program of the Florida Department of State, Division of Historical
Resources. If this grant is awarded no matching funds are required
from the City of Miami Beach.
ANALYSIS:
Additional funding is necessary to match a previously awarded grant
to aid in the development of a standard curriculum on Art Deco
architecture to serve as an educational model for high schools in
the use of museum collections, community resources and historic
sites.
CONCLUSION:
The resolution must be approved, after the fact, by the City
Commission as the application was submitted in order to meet a
deadline. Approval will also enable any funds awarded to be
appropriated when received.
