A RESOLUTION AMENDING AND SUPERSEDING
RESOLUTION NO. 91-20382, TO PROVIDE FOR AN
EXTENSION OF THE PROFESSIONAL SERVICES
AGREEMENT BETWEEN THE CITY OF MIAMI BEACH
AND EMBASSY MARKETING & CONSULTING SERVICES.
WHEREAS, on October 23, 1991, the City Commission passed and adopted
Resolution No. 91-20382, authorizing the City Manager to enter into the Professional
Services Agreement with Embassy Marketing & Consulting Services for the purpose of
developing, implementing, and monitoring an Affirmative Action Program; and
WHEREAS, the City Manager has recommended a sixty (60) day extension for the
Professional Services Agreement, which expired as of November 1, 1992, and therefore
recommends that the City Commission pass and adopt this Resolution to amend and
supersede Resolution No. 91-20382; and
WHEREAS, the City Commission is familiar with the terms and conditions of the
Professional Services Agreement, and the extension thereof is in City's the best interest.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, that this Resolution amends and supersedes
Resolution No. 91-20382, and that aforesaid Professional Services Agreement is hereby
extended, for a period not to exceed sixty (60) days, for a total amount not to exceed
$10,000, in accordance with the terms and conditions stated in the Professional Services
Agreement, and that the City's financial officers are hereby directed and authorized to
make disbursements from City funds available for such purposes.

MARKETING & CONSULTING SERVICES
RECOMMENDATION:
The Administration recommends that the City Commission adopt the
attached resolution to amend and supersede Resolution No. 91-20382 ,
dated October 23 , 1991, in order to extend, for a period not to
exceed sixty (60) days, the Professional Services Agreement between
the City and Embassy Marketing & Consulting Services, an
independent, professional consulting firm that specializes in the
development and implementation of affirmative action programs.
BACKGROUND:
The attached Professional Services Agreement between the City and
Embassy Marketing & Consulting Services was entered into on
November 1, 1991, for a period of one year. In accordance with the
Agreement, Mr. Milton Vickers, President of Embassy Marketing &
Consulting Services, has developed and is implementing affirmative
action programs, and he has assumed the duties and served as the
Affirmative Action Officer for the City of Miami Beach during the
past year.
ANALYSIS:
In order to expeditiously continue with the implementation of the
Affirmative Action Programs, and to provide the time needed in
order to recruit and hire a full-time Affirmative Action Officer,
the Administration recommends a sixty-day extension of the
Professional Services Agreement, for a total cost of $10, 000 which
reflects the existing monthly payment rate.
CONCLUSION:
The adoption of the attached resolution, amending and superseding
Resolution No. 91-20382 , and providing for the sixty-day extension
of the Professional Services Agreement between Embassy Marketing &
Consulting Services and the City of Miami Beach, is recommended.
