A RESOLUTION OF THE MAYOR AND THE CITY COMMISSION
OF THE CITY OF MIAMI BEACH, AUTHORIZING THE FILING
OF AN APPLICATION FOR A GRANT UNDER THE STATE OF
FLORIDA, DEPARTMENT OF EDUCATION, SERVE-AMERICA
PROGRAM FOR FUNDING OF THE POLICE AND YOUTH
COMMUNITY ASSISTANCE PROGRAM (PYCAP) FOR THE MIAMI
BEACH POLICE DEPARTMENT.
WHEREAS, the City of Miami Beach Police department
operates a program known as the Police and Youth Community Program
(PYCAP) for the benefit of the citizens of the City of Miami Beach;
and
WHEREAS, the City of Miami Beach Police Department
desires to continue this worthwhile program and may not be able to
secure all of the monies necessary through donations; and
WHEREAS, the State of Florida, through the Department of
Education Serve-America Program, has funds available for this type
of project; and
WHEREAS, the total estimated funds necessary for this
project is $14 , 689 . 00 and the State of Florida Department of
Education Serve-America Programs financial assistance is required
for this program.
NOW THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, that the City Commission
hereby approves the filing of an application for a grant under the
State of Florida, Department of Education Serve-America Program for
funding of the PYCAP Program of the City of Miami Beach Police
Department.
Section 1. The City of Miami Beach Police Department,
through the Office of the City Manager, is authorized and directed
on behalf of the City Commission to make application to the State
of Florida, Department of Education, Serve-America Program for a
grant for funding for the PYCAP Program.
Section 2 . The City Commission endorses the application
in the amount of $14 , 689 . 00. There is no cash match required for
this project from the City of Miami Beach.
Section 3 . The City of Miami Beach Police Department
certifies that it will accept the terms and conditions set forth in
the Project Agreement for any assistance awarded under the proposal
for grant funds.
Section 4 . The City of Miami Beach Police Department is
in complete accord with the proposal and will carry out the Program
in the manner described in the proposal and any plans and
specifications thereto unless prior approval for any change has
been received.
Section 5. The City of Miami Beach Police Department will
not discriminate against any person on the basis of race, color or
national origin in the use of any property of facility acquired or
developed pursuant to this proposal, and shall comply with the
terms and intent of the Title VII of the Civil Rights Act of 1964 ,
P.L. 88-352 (1964) and design and construct all facilities to
comply fully with statutes relating to accessibility by handicapped
persons as well as other federal, state and local laws, rules and
requirements.

maintain adequate financial records on the proposed project to
substantiate claims for reimbursement.

PROPOSAL FOR 1992-1993 SERVE-AMERICA PROGRAM
BASIC PROJECT DESIGN AND GOALS
The Dade County School Board operates a school known as the "South
Beach Alternative Middle School" , in the City of Miami Beach. The
school, which is funded jointly by the Federal Government and the
Dade County School Board, was opened in November, 1989 . The School
specifically serves students who are deemed "at risk" of dropping
out of school and/or have family or social behavior problems which
have limited their ability to participate in the regular public
school system. Students are transferred to South Beach from other
public schools. Approximately 65% of the student population are
residents of Miami Beach.
It is no secret that the students in this school are having a
difficult time at school and at home. Some of these students
became involved in criminal acts, and the police were called and in
the students minds, it was perceived as a negative interaction. As
these incidents became known, the community began to view these
youths as delinquents.
Recognizing the problems, the Miami Beach Police Department sought
to provide these students with positive role models and activities,
thus, PYCAP was born. PYCAP stands for Police and Youth Community
Assistance Program.
PYCAP is a project which brings the students of South Beach
Alternative Middle School, the staff of the school, community
business people and professionals, and officers from the Miami
Beach Police Department together. The PYCAP program has four (4)
inter-related program areas. These are:
*** Community Assistance Service (Graffiti paint out, Washington
Avenue clean-up, etc. , )
*** Career Days
*** Summer and After School Jobs Program
*** Mentoring
DESCRIPTION OF TARGET POPULATION
The target population is approximately 120 students, all of whom
attend South beach Alternative Middle School. They range in ages
from 12-16 years old. They are selected for the program jointly by
School and Police Department personnel. The program has four (4)
volunteers from the School, seven (7) volunteers from the Police
Department as well as numerous volunteers from the community.
The program expects to benefit 20 students per year.
PROPOSED STRATEGIES TO MEET GOALS
PYCAP is a multi-phased program. The four (4) phases are:
** Community Assistance Service reinforced by recreational
activities.
** Career Days, which expose students to different occupations.
** Summer and After School Jobs Program.
** Mentoring
The first phase of PYCAP is Community Assistance. This phase
combines the efforts of the students, teachers, local businessmen
professionals and police officers in service-oriented projects in
the community. Community assistance activities are scheduled
approximately every two weeks throughout the school year.
Community work includes, but is not limited to, cleaning of
business districts, residential sections, school grounds, painting
out graffiti and engaging in community education projects. On
these days, after the task has been completed, students, teachers,
businessmen and professionals participate in recreational
activities together. These activities include softball,
volleyball, field trips, fishing, camping, Outward Bound
activities, and summer camps.
The second phase of PYCAP is Career Day. Local businesspeople and
professionals, who have been associated with PYCAP through
Community Assistance activities, are asked to provide a Career Day
for students. The students spend a day with the businessperson and
professionals and follow up by writing a report for credit at
school. This exposure to various occupations will broaden the
students ' perspective, familiarizing them with positive life styles
with which they may not be familiar.
The third phase of PYCAP is the Summer and After School Jobs
Program. In this phase of PYCAP, businesses, who have been
associated with PYCAP through Career Days and Community Assistance
Projects, are solicited to provide summer and after school
employment for participating students.
The fourth phase of PYCAP is Mentoring. This phase of the program
identifies individuals as mentors and matches them with
participating students with whom they have come in contact in any
of the three previous phase of PYCAP. Our goal is to develop
mentoring relationships between police officers, local
businesspeople, professionals and participating students.
Participants are encouraged to spend time together, share
experiences with one another, and develop a relationship of mutual
respect and trust.
Police officers, school staff, community businesspeople and
professionals will work together to develop positive relationships
with student participants, and assist them in dealing with their
social and family needs. The goals of mentoring are:
1. to develop favorable role models for students and provide
a positive influence on the students.
2 . to redirect their lives towards responsible and
productive citizenship.
3 . to have students return to and function within the
mainstream Dade County schools.
Participating students are recognized by the School and the City
Commission via proclamation and certificates.
Feedback is obtained by School officials. In addition, comparisons
of attendance, academics and conduct are compared before and after
PYCAP participation.
COLLABORATION/PARTNERSHIPS
The Miami Beach Police Department will be working with the faculty
and Staff of South Beach Alternative Middle School. Please see
letter of commitment.
CONTINUATION PLANS
The Program has been in existence for over a year and will be
continued indefinitely.
EVALUATION PLAN
PYCAP participants will be evaluated by school personnel as to
their absenteeism, test scores, grades, attitude, demeanor and
conduct.

The faculty and staff of South Beach Alternative Middle
School are pleased to provide this letter of commitment on behalf
of PYCAP.
Our participation in the PYCAP program involves our complete
support with all PYCAP activities. Our faculty and staff closely
monitor PYCAP students and evaluate them to measure academic
improvement as well as other indicators such as attitude,
attendance and conduct.
The students who have participated have a positive attitude
towards the police and the community through program interaction.
As a result several students have obtained part-time jobs through
PYCAP. This program is also motivating students who are not yet
enrolled in PYCAP to improve their academic performance as well
as attitude in order to become PYCAP members. In addition, PYCAP
provide students with the opportunity to visit companies and
consequently expand their horizons when choosing careers. Also
school attendance has increased an average of 40%.
Due to the positive results obtained through this program
South Beach staff is willing to provide the effort required in
order for PYCAP to continue in our school .

CONCLUSION
This project will allow the City of Miami Beach to receive
$14 , 689. 00 in funds to fund the PYCAP Program. There is no cash
