RESOLUTION 92-20676 a RESOLUTION NO. 92-20676 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING AND DIRECTING THE ADMINISTRATION TO APPLY FOR CITY OF MIAMI BEACH PARTICIPATION IN THE NATIONAL FLOOD INSURANCE PROGRAM AND THE COMMUNITY RATING SYSTEM. WHEREAS, the Federal Emergency Management Agency (FEMA) has recently amended the Flood Insurance Rate Maps and has divided Dade County into twenty-eight individual communities, each of which must apply separately for participation in the National Flood Insurance Program (NFIP) in order to enable property owners within that community to obtain flood insurance under the Program; and WHEREAS, communities participating in the National Flood Insurance Program which are in full compliance with federal flood regulations and which meet standards set by FEMA may be eligible to participate in the Community Rating System (CRS) wherein such communities may be granted flood insurance discounts which would apply to the properties located therein; and WHEREAS, City participation in the NFIP and CRS will enable property owners to obtain flood insurance and will result in savings on the cost of said insurance for property owners within the City; and WHEREAS, in order to participate in the NFIP and CRS the City must complete applications and submit required information to FEMA and to the Florida Department of Community Affairs. NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA that the Administration is hereby authorized and directed to apply for City of Miami Beach participation in the National Flood Insurance Program and for flood insurance discounts for properties located within the City of Miami Beach through the Community Rating System. Carlt / City Manager ! , f SUBJECT: COMMUNITY RATING SYSTEM (CRS) RECOMENDATION: It is recommended the commission approve the participation of the City of Miami Beach in Community Rating System program. Community Rating System is one step beyond the National Flood Insurance Program (NFIP) . BACKGROUND: The objective of the CRS is to reward those communities which are doing more than the minimum NFIP requirements to help their residents prevent or reduce flood losses. The CRS also provides an incentive in a form of flood insurance premium discounts for communities to initiate new flood protection activities. Community participation in the CRS is voluntary. Any community which is in full compliance with the rules and regulations of the NFIP may apply for a CRS classification better than class 10, which translates into discounts on flood insurance premiums for resident of that community. For the City of Miami Beach being in a Special Flood Hazard Area(SFHA) , these discounts can be up to 45% which will in turn save thousands of dollars for citizens of Miami Beach. Of course, the best rating that can be granted to a community on first year of participation is a class 9 (5% discount) , but we can build up our rating as we progress with our flood protection activities in coming years. The pre-requisite for participation in the CRS program are as follows: A) Being in a regular phase of National Flood Insurance Program(NFIP) . This means the City of Miami Beach must file application for National Flood Insurance Program prior to application for the CRS program. Acceptance into NFIP entails completion of several activities which are as follows: 1) Adoption of a Flood Plain Management Ordinance developed by the City of Miami Beach. 2) Full compliance with NFIP regulations. This means all corrective actions that have been stated in the letter from FEMA to the City of Miami Beach must be completed. 16 4 AGENDA ITEM DATE B) Designation of the CRS coordinator by the CEO of the Municipality and a letter to FEMA in that effect. The City Manager of the City of Miami Beach has to designate a CRS coordinator who will be familiar with the FEMA regulations and will be able to delegate responsibility and coordinate the application work of the various departments and offices performing the activities for which credit is being applied. This person serves as the liaison between the community and FEMA's CRS specialist on matters relating to application and verification. In smaller local municipalities the NFIP coordinator and CRS coordinator can be one person. The minimum required activities for participation in CRS program in 1st year are as follows: A) Activity 310- Elevation Certificates. (We have elevation certificates on file in Building Department) B) Activity 320- Map Determinations. (We are providing information on flood insurance maps to builders, realtors and insurance agents on daily basis) C) Activity 350- Library (We will have to provide books and publications on flood protection and flood insurance requirements to the library and perhaps build a information booth with publications available to the public. ) D) Activity 540- Drainage System Maintenance (We have to coordinate with Public Works Department to provide us supporting documents like maintenance log on storm water systems. ) This program will benefit all Flood Insurance policy holders of Miami Beach. The following example will illustrate some of the benefits: Assuming a house valued at $100, 000.00 with a Finished Floor Elevation (FEE) of 4 feet below Base Flood Elevation (BFE) . This will yield a Flood Insurance premium of $4, 333 . 00. But by the participation in the National Flood Insurance Program and subsequently the Community Rating System program which introduces a potential 45% discount on premiums, the Flood Insurance premium will yield $2 , 383 . 00 which means a savings of $1,950. 00 for one policy holder. The charts attached to this document will illustrate sample rates based on a $100, 000.00 valued house at different Finished Floor Elevations (FFE) . $100,000 House F.F.E.
