RESOLUTION 92-20678 • RESOLUTION NO. 92-20678 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF MIAMI BEACH,FLORIDA,APPROVING A SCOPE OF WORK WITH CAMP, DRESSER AND McKEE, INC., UNDER A CONTRACT WITH DADE COUNTY TO DEVELOP EQUIVALENT RESIDENTIAL UNIT FACTORS FOR THE CITY OF MIAMI BEACH STORM WATER UTILITY PROGRAM FOR A LUMP SUM FEE OF SEVENTY-FIVE THOUSAND DOLLARS ($75,000.00). BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, THAT WHEREAS, The City of Miami Beach (the "City") entered into an Interlocal Agreement with the Dade County Storm Water Utility on October 28, 1992; and WHEREAS, in order to implement the provisions of the Agreement the City has to develop Equivalent Residential Unit factors in the City; and WHEREAS, Dade County Storm Water Utility has an existing contract with Camp, Dresser and McKee, Inc., to develop an Equivalent Residential Unit factor for the County; and WHEREAS, The City wishes to utilize Camp, Dresser and McKee, Inc.'s contract with Dade County to authorize Camp, Dresser and McKee, Inc., to perform the services necessary to develop the Equivalent Residential Unit data for the City of Miami Beach. NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, hereby approve the attached Scope of Work with Camp, Dresser and McKee, Inc., under a contract with Dade County to develop Equivalent Residential Unit factors for the City of Miami Beach Storm Water Utility program for a lump sum fee of Seventy-Five Thousand Dollars ($75,000.00). We understand that the City plans to use the Phase I results • to prepare the billing database in-house. In case the Cityfinds that it needs • CDM's assistance in this regard because of staffing constraints, we have included a ' Phase II (Additional Services) scope, which can be refined at a later date d City's on the City s need. PHASE I: VERIFICATION Phase I will consist of Tasks 1 and 2 as described below. • For purposes of this proposal, CDM will conduct the impervious area verification • and related activities. To save valuable time, CDMro oses to use P P 1989/90 appraisal information to perform this phase. These data were used toperform ' in a similar study for Dade County in 1990. At the conclusion of thisphase, CDM • City will provide the City the impervious area data, for the to use in preparing ' . p p g the master billing data system. Prior to billing, the Cityy should obtain new appraisal data from the County. Task 1 - Verification Data Collection CDM shall perform the implementationrocedures based aced on experience and general knowledge from previous studies of a similar nature, as well as information provided by the City as discussed below in this task. Data pertinent to completing Phase I will berovided p by the City, and reviewed and evaluated by CDM. CDM will report unusable information ' to the City and discuss ways to obtain useful information. Task 2 - Parcel Data Development CDM will establish procedures to estimate impervious area for developed nonresidential parcels in the Cityas identified in the appraisal information. Procedures will involve obtaining parcel data from the Appraiser, the Aerial Photographs, the Parcel Overlays, and the Utility� Information. The City will also make available other information which maybe of • . assistance. When information is not available, CDM will perform field verifications on ' a maximum of 280 non- residential parcels. CDM will provide the necessarystaff, facilities, - and equipment to complete this task. PHASE II : ADDITIONAL SERVICES Prior to the first billing, additional information must be developed. These tasks are not included in the attached budget. However, CDM M can provide these services for additional compensation if requested by • � the City. These services described in the tasks listed below: Task 1 - Match Data to Utility Accounts The City will provide a computer tape containing • • P P existing utility information including service addresses for all utilityaccounts in . . the City, hereinafter referred to as the Utility Information. CDM will perform a computer cross- reference between the parcels identified in the PropertyAppraiser's Information • . PP tion and the UtilityInformation. Nonresidential parcels and accounts that cannot be matched by the computer must be matched manually. CDM will meet with appropriate • • . City and existing utility staff members to review the procedures that will be required to match the parcel and u tie tyaccount information. Specific procedures will be identified which use plat maps,descriptions, and utility billing information. CDM willrovide P the necessary staff to complete the matching process. Task 2 - Master Billing Data Development CDM will develop master billingdata that contains the customer information for stormwater utility billing system. The data will be developed from three sources of information previously described in this scope: 1) Appraiser's information acquired bythe • � City 2) Utility information acquired by the City; and, 3) The parcel and matching information developed by CDM. - 2 - The data will be stored in a data management system kept by CDM which will be used to store, retrieve, and update the data during this phase. Upon completion of tasks 2,3,4, and 5. CDM will provide file(s) containing the data to the City in a format compatible with the City's data management system. The City will be responsible for making appropriate alterations to its own system and computer programming to merge existing utility billing and new stormwater management utility billing files. Task 3 - Calculation of Utility Charge CDM will calculate the number of units (ERUs) and the corresponding stormwater utility charge for accounts in the master customer data as provided to the City by CDM. Algorithms to calculate utility charges will be provided to the City so the City can incorporate the procedure into the billing system. Updates and corrections to the customer data will be done on CDM's data management system until the data are turned over to the City. Task 4 - Data Base Quality Management CDM will implement quality control procedures to check that the stormwater utility billing information in the stormwater utility master data file is updated. Task 5 - Integrate Utility Billing System CDM will provide guideline recommendations to the City staff in the following items: o Update and append the City's database with the new stormwater utility information. o Establish file and information maintenance procedures for the stormwater utility information in the City's computer system. o Establish data transfer procedures for billing the stormwater utility fees. o Establish procedures for updating the City's database with new information from the Dade County Property Appraiser. Task 6 - File Maintenance of Stormwater Utility Database CDM will provide an outline recommending procedures for updating the stormwater utility data with information from the building permits, code enforcement, utility system, or other data sources. Procedures developed will be incorporated by the City into the routine file maintenance procedures. Staffing levels and equipment required - 3 - to answer customer complaints and maintain the stormwater utility management data system will be recommended. Task 7 - Billing Policies and Procedures Manual CDM will develop a Policies and Procedures Manual addressing computation of fees and billing procedures. CDM will provide five copies of the draft raft manual to the City for review, and within thirty days of receipt of the review comments,P will provide the City with fifteen copies of the final version. Additionally, CDM will provide the Citywith the algorithm which . g is needed to determine stormwater utility charges for each utilitycustomer. ' . This will include guidance for developing policies and procedures for handlingparcels that currently are not receiving a utility bill, multiple meters on a singleparcel, and a ' . g single utility account serving more than one parcel. APPROVING A SCOPE OF WORK WITH CAMP DRESSER AND McKEE INC., UNDER A CONTRACT WITH DADE COUNTY TO DEVELOP EQUIVALENT RESIDENTIAL UNIT FACTORS FOR THE CITY OF MIAMI BEACH STORM WATER UTILITY PROGRAM FOR A LUMP SUM FEE OF SEVENTY-FIVE THOUSAND DOLLARS ($75,000.00). ADMINISTRATION RECOMMENDATION: The Administration recommends approval, through the Metropolitan Dade County Storm Water Utility, and the existing contract that Metropolitan Dade County has with Camp Dresser and McKee Inc., to develop an equivalent residential unit factor for the City of Miami Beach to be used in determining the equivalent residential units for commercial properties. It is further recommended that the Commission authorize funding from the City Storm Water Utility to reimburse the Metropolitan Dade County Storm Water Utility the monies expended for the completion of this work, all in accordance with the Interlocal Agreement with the County. BACKGROUND: On September 2, 1992, the City approved entering into an Interlocal Agreement between the City of Miami Beach and the Metropolitan Dade County Storm Water Utility thereby implementing a Storm Water Utility for the City of Miami Beach. As part of the financial implementation of the Storm Water Utility, it is necessary to develop an equivalent residential unit factor for each'City. The factor is the result of the calculation of the total impervious areas of all single family, mobile homes, multi-family and condominium units, within the City divided by the number of parcels, giving an average impervious area per residential unit. This factor is then used to develop the ERU for commercial properties which translates to their proportionate cost. Initially, there was consideration of using the ERU developed for unincorporated Dade County; however, it was determined that based on the comparable density variance, this method could be vulnerable in any court challenge. CONCLUSION: The attached proposal from Camp, Dresser and McKee Inc. provides for doing all the work necessary to develop the ERU for the City of Miami Beach. The scope of work and cost could be reduced subject to availability of in-house engineering staff time to do data collection. Subject to approval, the work will be awarded to Camp Dresser and McKee Inc. by the County under an existing contract.
