A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
MIAMI BEACH AUTHORIZING AN INCREASE OF THE SCOPE OF
THE WORK UNDER THE PROFESSIONAL SERVICE AGREEMENT
WITH KIMLEY-HORN AND ASSOCIATES, INC. , FOR THE
NORTH BEACH STREETSCAPE IMPROVEMENT PROJECT IN THE
AMOUNT OF $79,212 .
WHEREAS, the City of Miami Beach (the "City") issued a request
for Letters of Interest No. 126-89/90 for professional engineering
services for the North Shore Community Area Improvements, now known
as the "North Beach Streetscape Improvement Project" ; and
WHEREAS, Kimley-Horn Associates, Inc. (the "Consultant")
submitted a proposal in response to the City' s Request for Letters
of Interest; and
WHEREAS, the City Commission under Resolution No. 90-20184
entered into a professional engineering services agreement with
Kimley-Horn Associates, Inc. for professional engineering services
for the North Beach Streetscape Improvement Project; and
WHEREAS, on November 4 , 1992 , the City Commission adopted
professional engineering service agreement for Phase 2 of the
project; and
WHEREAS,the City Commission wishes to approve additional work
consisting of survey work and design of Ocean Terrace Park.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, that the scope of the
professional service agreement with Kimley-Horn and Associates,
Inc. , for the North Beach Streetscape Improvement Project is hereby
increased by the amount of $79 , 212 for survey work and design of
Ocean Terrace Park.

SUBJECT: INCREASE OF SCOPE OF WORK WITH KIMLEY-HORN AND
ASSOCIATES, INC., TO ADD SUB-CONSULTING EXPENSES FOR
SURVEY WORK AND ADDITIONAL ENGINEERING SERVICES FOR
THE SECTION OF OCEAN TERRACE PARK ADDED TO THE NORTH
SHORE COMMUNITY AREA IMPROVEMENTS, NOW KNOWN AS THE
NORTH BEACH STREETSCAPE IMPROVEMENT PROJECT.
ADMINISTRATION RECOMMENDATION:
The Administration recommends that the City Commission authorize a contract amendment
in the amount of$79,212 with Kimley-Horn and Associates, Inc., as anticipated to provide
for the sub-consulting survey services in the amount of$69,612 negotiated outside the scope
of the contract, and $9,600 for engineering services to improve Ocean Terrace Park,
requested at the North Shore Public Area Improvements public hearing held on
December 8, 1992.
BACKGROUND
On November 4, 1992, the City Commission authorized Phase II (Final Design) Scope of
Services under the Professional Engineering Services Agreement between the City of Miami
Beach and Kimley-Horn and Associates, Inc., for the North Shore Community Area
Improvements, now known as the North Beach Streetscape Improvement Project, in the
amount of a lump sum cost of $700,000. This did not include $135,381 for survey work to
a proposed sub-consultant, Biscayne Survey. The City negotiated this out of the contract
and took separate proposals from five survey firms resulting in award to Weidener Survey
and Mapping in the amount of $69,612 thereby saving the City $65,769. Staff met with
Kimley-Horn and Weidener to be assured that the work would be done on schedule and
in the format required.
ANALYSIS
This increase will provide the survey work as anticipated and also provide additional
preparation of landscape,hardscape, irrigation, and lighting plans,and design surveying and
mapping of the North Shore Ocean Terrace Park, which resulted from input heard at the
public hearing of December 8, 1992.
CONCLUSION
Funding for these additional services will be paid from currently uncommitted funds and
appropriated into the existing Work Order #2043, and will be reimbursed from the North
Shore Special Assessment Bond Fund, when the bonds are issued.

Dear Dick:
Based on your verbal authorization,Weidener Survey and Mapping has begun the design survey element
of this project. Weidener will work as a subconsultant to Kimley Horn and accordingly our lump sum fee will
be increased to include the costs associated with design surreys and the extension of Ocean Terrace Park. At
our meeting of December 8, Weidener committed to having the survey work, exclusive of the work associated
with the Beach Portals, completed by March 1, 1993. The Beach Portal survey work will be scheduled for
completion at a later date.
Weidener's lump sum fee has been increased to$69,612.This increase was due to the expansion of Ocean
Terrace Park. This expansion of scope will require additional field crew time, office time (special DNR permit
requirements) and drafting time necessary to prepare the required plan sheets. In addition to the increase in
survey effort, we request an increase of $9,600.00 in our fee. This increase is for our effort in preparing the
additional landscape, hardscape, irrigation and lighting plans for Ocean Terrace Park extension; the time
necessary to assist the City in conducting the traffic counts in the vicinity of Collins Avenue and 63rd Street;and
our engineering effort required to analyze the data and prepare a letter to FDOT supporting extension of the
two-lane section south of 63rd Street.
We ask that you approve the request for this additional work and the increase of the lump sum fee to
$779,212 by signing in the space provided below.
