RESOLUTION 93-20710 . RESOLUTION NO. 93-20710 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, CONSENTING TO THE CITY MANAGER'S SELECTION OF LINDA POLANSKY, NANCY LIEBMAN, STUART GRANT, TONY NOBOA, DEBRA SCHOLL AND JOSE FERNANDEZ TO SERVE AS MEMBERS OF THE CITY OF MIAMI BEACH HISTORIC PRESERVATION BOARD. WHEREAS, pursuant to Section 19-4 of Zoning Ordinance No. 89- 2665, members of the City' s Historic Preservation Board are selected by the City Manager with the consent of the City Commission; and WHEREAS, the terms of six of the nine members of the Board have expired; and WHEREAS, in accordance with the selection procedures and criteria set forth in Section 19-4 of the Zoning Ordinance, the City Manager has selected the following persons to fill the six appointments and serve on the Board: Linda Polansky - Member at-large Nancy Liebman - Dade Heritage Trust representative Stuart Grant - Miami Design Preservation League representative Tony Noboa - Executive of a lending institution Debra Scholl - Member at-large Jose Fernandez - Licensed real estate broker and WHEREAS, the City Commission further acknowledges the fact that Tony Noboa is neither a resident of Miami Beach, nor holds an executive position in a Miami Beach lending institution (he is the officer of Sun Bank in Bal Harbour and the past chairman of the Miami Beach Chamber of Commerce) and hereby waives these requirements as permitted by Section 19-4 (B) of the Zoning Ordinance recognizing Mr. Noboa as being exceptionally qualified by training and experience in historic preservation matters; and WHEREAS, the City Commission believes that the above-named persons are well qualified to serve on the City of Miami Beach Historic Preservation Board. NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the City Commission consents to the City Manager' s selection of Linda Polansky, Nancy Liebman, Stuart Grant, Tony Noboa, Debra Scholl and Jose Fernandez to serve as members of the City of Miami Beach Historic Preservation Board and that said person are hereby appointed as members of said Board. Cato City Manager t �...j- SUBJECT: APPOINTMENTS TO THE HISTORIC PRESERVATION BOARD RECOMMENDATION The Administration recommends the City Commission consent to the City Manager' s appointment and/or reappointment of the following members to the Historic Preservation Board: Linda Polansky, At-large category; Nancy Liebman, Dade Heritage Trust representative; Stuart Grant, Miami Design Preservation League representative; Tony Noboa, Lending Institution executive. Debra Scholl, At-large category; Jose Fernandez, Realtor category. The Administration further recommends that because Tony Noboa is neither a resident of Miami Beach, nor holds an executive position in a Miami Beach lending institution (he is an officer of Sun Bank in Bal Harbour and the past chairman of the Miami Beach Chamber of Commerce) , the City Commission waive these requirements as permitted by the Zoning Ordinance. BACKGROUND The Historic Preservation Board is composed of nine members which are selected to fill specific categories. Each member is appointed by the City Manager with the consent of the City Commission. The members serve for two years on a staggered basis. The Zoning Ordinance lists seven agencies which submit candidates to the City Manager. The eligibility list of candidates is considered by the City - Manager in making the appointments; however, with the exception of the Dade Heritage Trust and Miami Design Preservation League representatives, the Manager may appoint persons not appearing on these lists as long as they meet the other appointment criteria. The nine (9) members of the Board are selected from each of the following categories: an architect with practical experience in the rehabilitation of historic structures; an architectural historian with a minimum of a Bachelor's Degree in architectural history or related field and practical experience int eh rehabilitation of historic structures; a professional engineer, registered with the State of Florida; a licensed real estate broker or salesperson; a representative from Dade Heritage Trust; a representative from the Miami Design Preservation League; a person holding an executive position in a Miami Beach lending institution; and two (2) additional members-at-large who own or manage commercial properties in the Miami Beach Architectural District or , a locally designated historic preservation district. 68 AGENDA R E._ ITEM DATE All members of the Board shall be residents of, or have business interest in, the City of Miami Beach; provided however, that the City Commission may waive these requirements in the event a person not meeting these requirements is available to serve on the Board and is exceptionally qualified by training and experience in historic preservation matters. All appointments shall be made on the basis of civic pride, integrity, experience and interest in the field of historic preservation. THE REQUEST The City Manager requests the City Commission consent to the following appointments: Category Recommended by City Manager's Selection At Large (2) Miami Design Preservation Linda Polansky League and Dade Heritage Debra Scholl Trust Realtor Miami Design Preservation Jose Fernandez League and Dade Heritage Trust Representative Dade Heritage Trust Nancy Liebman Representative Miami Design Preservation Stuart Grant League Lending City Manager Tony Noboa Institution Executive The letters of recommendation and resumes of all candidates proposed for appointment are attached. The members recommended for reappointment have served diligently and professionally carried out their responsibilities. These are: Linda Polansky, Nancy Liebman, Stuart Grant and Tony Noboa. Jose Fernandez, now an at-large member, is proposed to fill the realtor category now occupied by Harley Willner. Debra Scholl is proposed as a new at-large member to fill the vacancy created by shifting Mr. Fernandez to the realtor category. CONCLUSION The Administration recommends that the City Commission consent to the appointment of members to the Historic Preservation Board as outlined above and that a waiver be granted for Mr. Noboa regarding his residency and business interest in Miami Beach. As already stated, the Zoning Ordinance requires that Historic Preservation Board members be either residents of, or have business interest in, the City of Miami Beach for the Lending Institution Executive position. It is further required that the person hold an executive position in a Miami Beach lending institution. Pursuant to Section 19-4B of said Ordinance, the Commission may waive these residency and business requirements if the person is qualified for the position. The Administration believes that Tony Noboa is well qualified for the position in that he has successfully served in this capacity for the past two years. Furthermore, while Mr. Noboa now manages the Bal Harbour branch of SunBank, this falls within the jurisdiction of the Miami Beach main office.
