RESOLUTION 93-20713 RESOLUTION NO. 93-20713 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA AUTHORIZING THE SUBMISSION OF AN APPLICATION TO THE STATE DEPARTMENT OF AGRICULTURE AND CONSUMER SERVICES FOR FINANCIAL ASSISTANCE THROUGH THE SMALL BUSINESS ADMINISTRATION SMALL BUSINESS TREE PLANTING GRANT PROGRAM WHEREAS, the Small Business Act has authorized the Small Business Administration to provide cost - share funds to the states for the purpose of contracting with small businesses; and WHEREAS, the State Department of Agriculture and Consumer Services is the authorized State Agency to cooperate with counties and municipalities through Florida Statute 589 . 28 , which will dispense grant funds ; and WHEREAS, the City of Miami Beach desires to participate in this program; and WHEREAS, participation in this grant program would improve the beauty and livability of our community. NOW THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA: 1 . That the Mayor be authorized and directed to make appropriate application to the State of Florida, Department of Agriculture and Consumer Services for a grant in the amount available to the City of Miami Beach, under Federal Register, Part IV, Small Business Administration, 13 CFR Parts 121 and 125, which provides the criteria for such projects, for the December 18 , 1992 to July 1, 1994 , program period. 2 . That all funds necessary to meet the contract obligations of the City and its delegate agencies with the Department will be appropriated, and said funds will be unexpended and unencumbered and available for payment as prescribed in the grant application. Caryl . -e----- City Mana k, SUBJECT: A RESOLUTION AUTHORIZING AND DIRECTING THE SUBMISSION OF AN APPLICATION TO THE STATE DEPARTMENT OF AGRICULTURE AND CONSUMER SERVICES FOR FINANCIAL ASSISTANCE TO THE CITY OF MIAMI BEACH FOR AN SBA SMALL BUSINESS TREE PLANTING GRANT Administration Recommendation: The Administration recommends that the City Commission adopt the attached resolution authorizing the submission of an application to the State of Florida Department of Agriculture and Consumer Services (FDACS) , Division of Forestry in the amount of $31, 500. 00 for a street tree planting program. The grant, if received, will be administered by the City's Planning, Design and Historic Preservation Division, in conjunction with the Parks, Recreation and Culture Department. Background and Analysis The Small Business Administration has allocated funds to the State Department of Agriculture and Consumer Services, Division of Forestry for disbursement to local governments for tree planting. Grants are awarded contingent upon the recipient matching the grant funding on a 50/50 basis. These matching funds are currently available in Metered Parking's Street and Landscaping Improvement Fund. The concept of a citywide street tree planting plan been considered for many years but has never come to fruition because of budgetary constraints and other priorities involving staff time. Four sample streets with no existing street tree patterns will be selected. They are identified in the grant application to be distributed to the City Commission under separate cover. These selected streets will be throughout the City in the North Beach, Middle Beach, and South Beach areas. A total of 280 new trees with overall heights of 12-14 feet will be installed in the proposed tree planting areas. Varieties will include black olive, lysiloma, pigeon plum , and pink tabebuia.
