RESOLUTION 93-20718 RESOLUTION NO. 93-20718 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, CALLING A PUBLIC HEARING TO CONSIDER ADOPTING A RESOLUTION REGARDING A CERTAIN GEOGRAPHIC AREA WITHIN THE CITY OF MIAMI BEACH, CALLED THE CITY CENTER/HISTORIC CONVENTION VILLAGE REDEVELOPMENT AND REVITALIZATION AREA, DESCRIBED GENERALLY AS BEING BOUNDED ON THE EAST BY THE ATLANTIC OCEAN, ON THE NORTH BY 24TH STREET, ON THE WEST BY WEST AVENUE, AND ON THE SOUTH BY 14TH LANE AS SET FORTH IN EXHIBIT "An; ACCEPTING DELIVERY OF A PROPOSED REDEVELOPMENT PLAN FROM THE MIAMI BEACH REDEVELOPMENT AGENCY; ADOPTING SAID REDEVELOPMENT PLAN; DIRECTING STAFF TO SEEK APPROVAL OF A REDEVELOPMENT PLAN BY THE BOARD OF COUNTY COMMISSIONERS OF DADE COUNTY; DIRECTING STAFF TO SEEK A DELEGATION OF CERTAIN POWERS FROM THE BOARD OF COUNTY COMMISSIONERS OF DADE COUNTY WITH FULL POWER TO EXERCISE ALL THE POWERS PERMITTED BY CHAPTER 163, PART III, FLORIDA STATUTES, WHICH ARE DELEGATED BY THE BOARD OF COUNTY COMMISSIONERS OF DADE COUNTY TO THE CITY COMMISSION OF THE CITY OF MIAMI BEACH; DIRECTING STAFF TO NEGOTIATE AND EXECUTE AN INTERLOCAL AGREEMENT BETWEEN THE CITY OF MIAMI BEACH AND DADE COUNTY, FLORIDA; DIRECTING STAFF TO SEEK A TRUST FUND ORDINANCE FROM THE BOARD OF COUNTY COMMISSIONERS OF DADE COUNTY; ALL FOR TIE REDEVELOPMENT OF SAID CITY CENTER/HISTORIC CONVENTION VILLAGE REDEVELOPMENT AND REVITALIZATION AREA; PROVIDING FOR SEVERABILITY AND PROVIDING AN EFFECTIVE DATE. WHEREAS, the Mayor and City Commission of the City of Miami Beach, Florida wish to consider adopting a Resolution regarding a certain geographic area within the City of Miami Beach, called the City Center/Historic Convention Village Redevelopment and Revitalization Area, described generally as being bounded on the East by the Atlantic Ocean, on the North by 24th Street, on the West by West Avenue, and on the South by 14th Lane as set forth in Exhibit "A" ; accepting delivery of a proposed redevelopmentplan from the Miami Beach Redevelopment Agency; adopting said redevelopment plan; directing staff to seek approval of a redevelopment plan by the Board of County Commissioners of Dade County; directing staff to seek a delegation of certain powers from the Board of County Commissioners of Dade County with full power to exercise all the powers permitted by Chapter 163 , Part III, Florida Statutes, which are delegated by the Board of County Commissioners . of Dade County to the City Commission of the City of Miami Beach; directing staff to negotiate and execute an interlocal agreement between the City of Miami Beach and Dade County, Florida; directing staff to seek a trust fund ordinance from the Board of County Commissioners of Dade County; all for the redevelopment of said City Center/Historic Convention Village Redevelopment and Revitalization Area; providing for severability and providing an effective date; and WHEREAS, the Mayor and City Commission wish to receive public input regarding said Resolution. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that a public hearing to consider adopting a Resolution regarding a certain geographic area within the City of Miami Beach, called the City Center/Historic Convention Village Redevelopment and Revitalization Area, described generally as being bounded on the East by the Atlantic Ocean, on the North by 24th Street, on the West by West Avenue, and on the South by 14th Lane as set forth in Exhibit "A" ; accepting delivery of a proposed redevelopment plan from the Miami Beach Redevelopment Agency; adopting said redevelopment plan; directing staff to seek approval of a redevelopment plan by the Board of County Commissioners of Dade County; directing staff to seek a delegation of certain powers from the Board of County Commissioners of Dade County with full power to exercise all the powers permitted by Chapter 163 , Part III, Florida Statutes, which are delegated by the Board of County Commissioners of Dade County to the City Commission of the City of Miami Beach; directing staff to negotiate and execute an interlocal agreement between the City of Miami Beach and Dade County, Florida; directing staff to seek a trust fund ordinance from the Board of County Commissioners of Dade County; all for the redevelopment of said City Center/Historic Convention Village Redevelopment and Revitalization Area; providing for severability and providing an effective date, is hereby called to be held before the Mayor and City Commission of the City of Miami Beach, Florida in their Chambers on the third floor of City 2 Hall , 1700 Convention Center Drive, Miami Beach, Florida, on Friday, February 12 , 1993 , beginning at 3 : 45 p.m. ; and the City Clerk is hereby authorized and directed to publish the appropriate Public Notice of said Public Hearing in a newspaper of general circulation in the City of Miami Beach, at which time and place all interested parties will be heard. Carlton City Manages c., _-- SUBJECT: RESOLUTION SETTING PUBLIC HEARING FOR FEBRUARY 12, 1993, FOR THE CITY COMMISSION OF THE CITY OF MIAMI BEACH TO CONSIDER A RESOLUTION REGARDING A CERTAIN GEOGRAPHIC AREA KNOWN AS THE CITY CENTER/HISTORIC CONVENTION VILLAGE REDEVELOPMENTAND REVITALIZATION AREA, ACCEPTING AND ADOPTING A REDEVELOPMENT PLAN AND DIRECTING STAFF TO SEEK CERTAIN APPROVALS FROM THE BOARD OF COUNTY COMMISSIONERS. ADMINISTRATION RECOMMENDATION: It is recommended that the City Commission adopt the attached Resolution setting February 12, 1993, as the public hearing for the necessary actions to create a redevelopment project area known as the City Center/Historic Convention Village Redevelopment and Revitalization Area. BACKGROUND: The City Commission and Redevelopment Agency are expected to take specific actions on February 3, 1993, including directing the creation of a redevelopment plan for the project area. Subsequent to these actions, another public hearing will be necessary to accept and adopt reports and to refer the plan back to the County and to set up the trust fund. ANALYSIS: The City Commission, on February 12, 1993, will be asked to: Accept delivery of a proposed redevelopment plan from the Miami Beach Redevelopment Agency; Adopt said redevelopment plan; Direct staff to seek approval of a redevelopment plan by the Board of County Commissioners; Direct staff to seek a delegation of powers from the Board of County Commissioners; Direct staff to negotiate and execute an interlocal agreement between the City and Dade County; Direct staff to seek a trust fund ordinance from the Board of County Commissioners. CONCLUSION: The City Commission should approve the attached Resolution in order to expedite the process in accordance with the County calendar.
