RESOLUTION 93-20736 • • RESOLUTION NO. 93-20736 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, CONSENTING TO THE CITY MANAGER'S SELECTION OF HERB GOPMAN, MARTIN HYMAN, LIANA MARTINEZ, SCOTT ROBINS AND JOSEPH SCHEINGOLD TO SERVE AS MEMBERS OF THE CITY OF MIAMI BEACH FLOOD PLAIN MANAGEMENT BOARD. WHEREAS, on December 2 , 1992 the City Commission of the City of Miami Beach, Florida, enacted Ordinance No. 92-2822 which established regulations for controlling construction in flood plains and which provided for the establishment of a Flood Plain Management Board to hear and decide appeals from decisions relating to said regulations and requests for variances from said regulations. WHEREAS, pursuant to Resolution No. 93-20698 adopted on January 6, 1993 , members of said Board are selected by the City Manager with consent of a majority vote of the Mayor and City Commission; and WHEREAS, in accordance with the criteria set forth in Resolution No. 93-20698, the City Manager has selected the following persons to serve on said Board: Herb Gopman - Engineer Martin Hyman - Architect Liana Martinez - Attorney Scott Robins - Owner of property on Miami Beach Joseph Scheingold - General business ;and WHEREAS, the City Commission believes that the aforenamed persons selected by the City Manager are well-qualified to serve as members of the City of Miami Beach Flood Plain Management Board. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA that the Mayor and City Commission consent to the City Manager' s selection of Herb Gopman, Martin Hyman, Liana Martinez , Scott Robins and Joseph Scheingold to serve as members of the City of Miami Beach Flood 1 • Plain Management Board, and that said persons are hereby appointed as members of said Board. It should be noted that the members will serve for a period of six (6) months until the duties of this board are assigned to the Zoning Board of Adjustment, should the City Commission determine to follow that strategy which is currently under study. s1►CxaAo0m On December 2, 1992, the City Commission of the City of Miami Beach, Florida, adopted Ordinance No. 92-2822 establishing regulations for development within flood hazard areas and providing for requests for variances from said regulations and appeals from administrative interpretations of the regulations to be decided by a Flood Plain Management Board. The following is the list of candidates: • Herb Gopman, P.B. • Martin Hyman, R.A. • • Liana Martinez, Esq. • Scott Robins, Developer • Joe N. Sheingold, P.E. Mr. Herb Gopman has been a Professional Engineer practicing in the State of Florida for over thirty (30) years. He is a past member of the Dade County Board of Rules and Appeals. He is the President of Gopman Pepper Associates, Inc. , a consulting engineering firm that has been involved in a variety of development projects including the Kane Concourse, Randolph Building, Marina Bay Shopping Center, Grove Towers, Lehrman School and the Cuban-Hebrew Congregation of Miami. Mr. Martin T. Hyman is a Registered Architect in the State of Florida and has been practicing professional architecture since 1961. He is a member of the American Institutes of Architects (AIa) and has been involved in numerous projects in South Florida, including the Miami Beach Ocean Resort, Variety Hotel, Sol 4 International Hotel, Nemo Apartments and Skylark Apartments. AGENDA R_� "I' ITEM DATE • Ms. Liana Martinez is an attorney who has been practicing law in the City of Miami Beach since 1989 and has represented numerous properties in Miami Beach including 321 Ocean Drive, 1435 Collins Avenue and 500 14th Street. Mr. Scott Robins is one of the ma j or developers in Miami Beach. He is the President of DACRA Construction Company and DACRA Development Corporation. He is a Certified General Contractor and has been involved in major projects in Miami Beach. The projects that he has been involved with are the Webster Hotel (1220 Collins Avenue) , Betsy Ross Hotel (1440 Ocean Drive) , Martin Hotel (1700 Collins Avenue) , Netherlands Hotel (1330 Ocean Drive) , Drake Hotel (1460 Ocean Drive) ; New World Symphony renovation (336 71st Street) and the Victor Hotel (1190 Ocean Drive) . Mr. Sheingold is a professional Engineer who has an excellent reputation throughout the State of Florida and has been in practice for over twenty three (2 3) years. He has been involved in numerous construction projects in Miami Beach including the Edgewater Hotel (1408 Ocean Drive) , Amsterdam Palace (1116 Ocean Drive) , Reyes Hotel (1200 Ocean Drive) , Charles Hotel (1475 Collins Avenue) and recertification of numerous multi-family buildings in Miami Beach. The attached resumes will furnish the City Commission with background and qualifications of the candidates.
