Morales, City Manager DATE: December 10, 2019 SUBJECT: NORTHBOUND ROAD CLOSUR - WASHINGTON AVENUE BETWEEN grH & 40" STREETS: 34-HOUR CONTINUOUS CLOSURE FOR CRANE SETUP TO REMOVE TOWER CRANE LOCATED AT 915 WASHINGTON AVENUE The purpose of this L TC is to update the Mayor and City Commission of a road closure request submitted by Sims Crane on behalf of G.T. McDonald Enterprises, working at 915 Washington Avenue. The purpose of the requested road closure is to be able to remove the existing tower crane from the site, using a 200-ton hydraulic crane setup in the northbound lanes of Washington Avenue between 9" and 10" Streets. Given the fact that setup and breakdown of the 200-ton hydraulic crane takes anywhere between eight (8) to ten (10) hours, and the total time to complete the tower crane removal will be approximately thirty four (34) hours, requiring a continuous road closure, staff recommends commencing the closure between early Saturday morning (Decem ber 14, 2019) at 12:00am, continuously through Sunday morning (Decem ber 15, 2019) at 10:00am. The proposed Maintenance of Traffic (MOT) plan involves full closure of the northbound travel lanes of Washington Avenue between 9" and 10 Streets. Motorists traveling northbound on Washington Avenue will merge slightly west to the easternmost southbound lane on Washington Avenue, continuing north on Washington Avenue to 10" Street, again merging slightly east to continue north on Washington Avenue. Southbound traffic will be restricted to one lane between 10and 9 Streets. The two-way traffic MOT (northbound and southbound) will be maintained within the southbound (westerly) lanes of Washington Avenue between 9" and 10 Streets, with Miami Beach Off Duty Police Officers strategically placed as illustrated on the attached MOT plans. The Contractor has been working closely with the City to procure all necessary permitting and select the best timeframe to accomplish this crane removal. Existing site conditions, proximity to the school zone, location and topography of the site creates an extremely challenging situation, where a 200-ton crane must be utilized to get the job done. Given the expected impacts to Washington Avenue, staff and contractor have coordinated to schedule the work to occur Saturday, Decem ber 14, 2019 through Sunday, Decem ber 15", 2019. Given that the crane and removal equipment will not be available again before February 2020, the schools are closed over the weekend, and to minimize the disruption during the holiday season, this timeframe is best served to accomplish this tower crane removal.
