POLICE DEPARTMENT AUTO THEFT CRIME PREVENTION FAIR

The Administration recommends that the City Commission authorize
the filing of an application for a grant under the Florida Motor
Vehicle Theft Prevention Authority for funding of the Miami Beach
Police Department Auto Theft Crime Prevention Fair.
BACKGROUND
The Miami Beach Police Department Auto Theft Crime Prevention Fair
is an unprecedented educationally-oriented event. The Auto Theft
Crime Prevention Fair will be presented at the world reknown Miami
Beach Convention Center (both indoors and outdoors) .
The Auto Theft Crime Prevention Fair will expose the residents of
Miami Beach as well as Dade County, to all facets of auto theft
prevention thatis available. This will include alarm systems, .I..
etching, the "Club, " LoJack, Teletrac, column theft deterrent
Collars, etc.
An exciting feature of the Auto Theft Crime Prevention Fair is that
there will be on-site demonstrations and installations of all of
the products displayed. The event will be staffed with volunteers,
on-duty police officers, Reserve police officers and police
explorers.
C.A.R. will be an active participant and will coordinate the
installation of the "Collars." The cost will be offset with grant
funds. Victims of auto theft will be given the "Club" at no charge
so that they may prevent a future theft, ("Clubs" will be limited
to a lder ly and low income persons. ) Video training tapeses will be e
created that can be used by the Miami Beach Police Department,
other law enforcement agencies and citizen groups that focus on
auto theft crime prevention.
ANALYSIS
In the City of Miami Beach, auto theft is a big crime problem.
Miami Beach ranks fourth in total auto thefts in Dade County and
seventh per capita. In 1992, 1,689 vehicles were reported stolen
in the City of Miami Beach, an increase of 2% over 1991. Auto
thefts comprise 12% of all Part I UCR offenses reported. When
coupled with thefts from autos, 27% of all Part I crimes reported
comprises auto theft or theft from an automobile. In 1992, 139
arrests were made for auto theft. When coupled with arrests for
thefts from autos (273 arrests) , this total is 412 or 15.5% of all
arrests made.
Auto thefts are the third highest reported crime in 1992. When
coupled with thefts from autos, it is the second highestreported
intend Clearly, Miami Beach has a crime problem and we to
address it by the expansion of the Auto Theft Fair and the auto
theft crime prevention video tapes.

The Miami Beach Police Department ' s current level of effort involves the
assignment of one ( 1) police sergeant and three (3) police officers .
[The sergeant devotes 50% of his time to Auto Theft , two detectives devote
100% and one detective devotes 90% of his time to Auto Theft . ] The Auto
Theft Unit investigates , arrests violators , produces intelligence and works
with other jurisdictions .
In addition, the Auto Theft Unit holds an annual Auto Theft Fair which
educates and informs the public . The Auto Theft Unit also teaches a four-
hour block of training to our In-Service Training class .

FLORIDA MOTOR VEHICLE THEFT PREVENTION AUTHORITY
GRANT CONDITIONS
Applicants for Motor Vehicle Theft Prevention grants agree to the
following conditions by signature of the project director,
financial officer and approving authority: (The authorizing
official must also indicate agreement with each condition, by
initialling each condition .)
The grantee agrees to implement this project within ninety
(90) days following the beginning date of the grant period. Non-
compliance with this condition will result in automatic
cancellation of the grant.
Upon notification of the award of a grant, the grantee
agrees to enter into a contract or agreement with the Authority.
Any advancement requested by the grantee shall not exceed
the expected cash needs of the grantee within the first three
months of the grant period. Thereafter, reimbursements will be
made monthly unless specifically authorized by the board.
Grantee agrees to attend an orientation session conducted by
the Florida Motor Vehicle Theft Prevention Authority, prior to
the release of funds.
Grantees agree to a maximum grant period of one year.
Grantees must reapply annually on forms prescribed by the
Authority, for renewal ofa grant. Grantees must notify the
Authority's Executive Director in writing, no less than one
hundred twenty (120) days prior to the beginning of the renewal
grant period, of their request to renew.
The grantee agrees not to make any modification of the
approved project without a written request to the Board and the
receipt of written approval from the Board. All requests for
modification must be received, by the Board, thirty, (30) days
prior to the effective date of change.
Grantees agree that the initial grant award shall not be
increased without submitting a written request and obtaining
written approval of the Board. (The grantee shall be allowed to
transfer up to ten percent (10%) of their approved grant award
between budget categories without Board approval. )
The grantee agrees to provide the authority with written
notification of changes in project director, financial officer,
or authorizing official.

The grantee agrees to supply such documentation, records or
reports as necessary to insure financial accountability and
compliance with terms and conditions of the grant.
The grantee agrees to submit reports accurately and timely.
The monthly report shall include expense detail, property
inventory, and a summary of progress in implementing the terms
and conditions of the grant contract or agreement.
The grantee agrees to file other reports requested by the
Authority.
The grantee agrees that expenses incurred by the grantee
before the first date of the grant period or after the last date
of the grant period will not be reimbursed.
The grantee agrees to allow the Authority to conduct
periodic audits and access to records or other information to
conduct such audits, as needed, to ensure compliance with the
terms and conditions of the grant.
The grantee agrees to comply with the purchasing and bid
procedures applicable to their respective agency or governmental
entity.
Grantees from corporations, neighborhood, community, and
business organizations agree to obtain a minimum of three
competitive bids for all purchases from grant funds unless it can
be documented that the vendor is a sole source supplier, or the
board has otherwise approved an alternative purchasing procedure.
Grantees agree to maintain a separate depository from
personal or business depositories.
Upon termination of a grant for any reason, the grantee
agrees to return all unexpended funds to the Authority within 60
days.
Grantees agree to remit any interest accrued on grant funds,
to the Authority, on a monthly basis .
For all grants including two or more participating agencies
or organizations, the project director agrees to establish a '
policy for the equitable distribution, to each grant participant,
any miscellaneous revenue, donations, or reimbursements for the
cost of investigations which may accrue to the- grantee during the
grant period.
If a grant provides funding for the participation of two or
more agencies or organizations, the grantee agrees to be
responsible for equitable distribution or disposition of grant
property upon termination of the grant. (Property disposition

shall include all personal property purchased with grant
funds, and any contraband property which has been forfeited to
the grantee under the provisions of Section 932 .7 01, Florida
Statutes, or other Florida Statutes authorizing the seizure and
forfeiture of personal property. Disposition of forfeited
property shall be conducted in accordance with the provisions of
s. 932 .701, F. S. ) The grantee agrees to sign an agreement with
participating agencies or organizations setting forth the terms
for such property disposal and to submit such an agreement to the
Authority before funds are disbursed.
Grantees agree to supply the Authority with a copy of audits
pertaining to each grant period.
The grantee agrees to return all unused grant funds to the
Authority upon termination of the grant for any reason.
The grantee agrees to maintain inventory control of all
property. A report of all property acquisitions shall be
included with each monthly progress report submitted to the
Authority.

The grantee agrees not to sell transfer or otherwise dispose
of property acquired with grant funds, during the grant period
without written permission of the board.
If a grant is terminated because of unauthorized
expenditures, the grantee will remit to the Authority all
unexpended funds for the remainder of the grant period, and
reimburse the Authority in an amount of the unauthorized expense.
