A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA, SUPPORTING PASSAGE OF AN
AMENDMENT TO THE LEGISLATION PRESENTLY BEFORE THE FLORIDA
HOUSE OF REPRESENTATIVES AND FLORIDA SENATE, GOVERNING
THE CREATION OF "ENTERTAINMENT FLORIDA", SAID AMENDMENTS
PROVIDING FOR SPECIFIC LANGUAGE NAMING THE "PRINT
INDUSTRY" AS ONE OF THE SPECIFICALLY NAMED ENTERTAINMENT
CATEGORIES DELINEATED WITHIN THE LEGISLATIVE LANGUAGE
THEREIN, AND, FURTHERMORE, PROVIDING FOR THE MAYOR AND
CITY COMMISSION OF MIAMI BEACH'S SUPPORT AND ENDORSEMENT
OF THE APPOINTMENT OF INDIVIDUALS REPRESENTATIVE OF THE
PRINT INDUSTRY IN THE CITY OF MIAMI BEACH TO BE INCLUDED
AMONG THE NOMINEES AND APPOINTMENTS TO BE CONSIDERED BY
THE GOVERNOR FOR THE BOARD OF DIRECTORS OF
"ENTERTAINMENT FLORIDA"
WHEREAS, in 1992 the Legislature authorized the creation of
"Entertainment Florida" , a public/private advisory board which will
assume the responsibility of overseeing film, print and broadcast
production in Florida; and
WHEREAS, Florida House of Representative Bill No. HB-2145
pertains to the creation of "Entertainment Florida" and its role in
assisting the Department of Commerce in the promotion and
development of the motion picture, television, video, recording and
related industries; and
WHEREAS, said House Bill No. HB-2145 includes specific
language relating to supporting the "promotion and development of
the motion picture, television, video, recording, and related
entertainment industries" ; and
WHEREAS, the print industry is not named among the
aforementioned specifically delineated categories, but rather
included within the broader general definition of "related
entertainment industries" ; and
WHEREAS, in 1992 , the print industry accounted for 87 . 4% of
the cumulative number of permits issued by the City of Miami Beach,
as well as generating approximately $36, 375, 600 of total monies
spent within the City of Miami Beach; such monies including
expenditures and revenues generated for hotel accommodations, food,
vehicular rentals, equipment rentals, the creation of related jobs
for crew and talent, and film development and processing; and
WHEREAS, in addition to the above $36, 375, 600 figure, the
print industry has generated considerable additional revenues
within the City of Miami Beach with regard to the "trickle down"
economic stimulation its presence has provided within the
community; especially in encouraging the continued growth in the
hotel, restaurant, retail, and related real estate industries,
among others; and
WHEREAS, Dade County has become the world ' s leading
fashion/photography/print market place and the impact of the print
industry is not only a source of considerable revenue for the City
of Miami Beach but has provided the rest of the world with positive
images of the City as a leading tourist resort destination; and
WHEREAS, House Bill No. HB-2145 provides for the appointment
by the Governor to the Board of Directors of "Entertainment
Florida" of no more than five (5) members from individuals who have
submitted applications for appointment directly through the
Executive Office of the Governor; and

WHEREAS, said Legislation further states that nominees and
appointments to the Board of Directors of "Entertainment Florida"
must represent a balance in representation from all entertainment
businesses and organizations, including organizations other than
those represented on the nominating counsel ; and
WHEREAS, the importance of minority representation shall be
considered when making nominations; and
WHEREAS, the print industry is not one of the categories
represented by any of the nominating counsels and, in addition to
the figures already stated herein, represents 70% of all
entertainment production dollars spent within the City of Miami
Beach.
NOW THEREFORE, BE IT RESOLVED by the Mayor and City Commission
of the City of Miami Beach, that it shall :
1. Support the passage of an amendment to any current and
future Florida Legislation governing the creation of
"Entertainment Florida" ; said amendment specifically
naming the "print industry" as a separate and individual
category, of equal importance as the already specifically
named categories of "motion picture, television, video
and recording industries" ; rather than its present
inclusion within the general "related industries"
category; and
2 . Endorse the appointment of individuals representative of
the print industry in the City of Miami Beach for
nomination and appointment by the Governor to the Board
of Directors of "Entertainment Florida. "
