RESOLUTION 93-20781 RESOLUTION NUMBER 93-20781 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING THE TRANSPORTATION IMPROVEMENT PROGRAM(TIP) FOR FISCAL YEARS 1994-1998 AS PREPARED BY THE DADE COUNTY METROPOLITAN PLANNING ORGANIZATION (MPO) IN FINAL DRAFT FORM FOR PUBLIC HEARING ON MAY 6, 1993 WITH ONE(1) EXCEPTION, THAT BEING THAT THE VENETIAN ISLANDS BRIDGES BE HISTORICALLY RESTORED NOT REPLACED. WHEREAS, the City of Miami Beach participates in all Metropolitan Planning Organization (MPO) activities; and WHEREAS, the planning process is necessary and beneficial to develop transportation projects that are integrated within the county; and WHEREAS, the funding for transportation projects, of Federal, State and Local nature is coordinated by the MPO; and WHEREAS, the City of Miami Beach must improve the transportation infrastructure in the areas of construction, maintenance and operations. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA: Section 1. The Mayor and the City Commission of the City of Miami Beach hereby approves the Transportation Improvement Program (TIP) for fiscal years 1994-1998 as prepared by the Dade County Metropolitan Planning Organization in final draft form for public hearing on May 6, 1993 with one (1) exception, that being that the Venetian Islands bridges be historically restored not replaced. ADMINISTRATION RECOMMENDATION: The Administration recommends that the City Commission adopt a Resolution endorsing the 1994 Transportation Improvement Plan (TIP) of the Metropolitan Planning Organization (MPO) as it affects Miami Beach with two changes: 1. that the Venetian Bridge project be classified as a restoration, not a replacement: 2 . that the National Highway designation be altered as discussed in the accompanying Commission Memorandum, Item No. R-7-D ; and refer the 1994 Transportation Improvement Plan of the Metropolitan Planning Organization as it relates to Miami Beach to the Capital Improvements Committee to begin discussions for future TIPs. The Administration also recommends that County Commissioner Bruce Kaplan be invited to attend the Capital Improvements Committee meeting. BACKGROUND: The Metropolitan Planning Organization annually prepares its Transportation Improvement Plan. Within that document are the specific projects for Miami Beach. A list of these projects for Miami Beach is attached for your information. The list represents a significant change from previous Transportation Improvement Plans in that Miami Beach's projects are accelerated in time and there are more of them. This is a direct result of numerous discussions between the Administration and Commissioner Susan Gottlieb and the State of Florida Department of Transportation The list of Miami Beach projects in the Transportation Improvement Plan is supported by the Administration. Many of these projects are familiar to Commissioners from previous discussions, and many will involve extensive discussions and direction on specifics from the City Commission. The Administration recommends that the list be endorsed with two changes: 1 8 -1- AGENDA ITEM DATE • 1. that the Venetian Bridge project be classified as a restoration, not a replacement; 2. that the National Highway designation be altered as discussed in the accompanying Commission Memorandum, Item No. R-7.F. ; ANALYSIS: Now that Transportation have a Trans ortat ion Coordinator on board, the City is position a better to input the process. The current Transportation Improvement Plan is scheduled to be considered by the Metropolitan Planning Organization's Board at its May 6th meeting. The Administration's efforts will be focused on adding projects to nextyear's ear's Transportation Improvement Plan for which the process begins reallybe ins now. The Capital Improvement Committee's discussions and review of the current Transportation Improvement prioritize will help us new projects for future Transportation Improvement Plans. County Commissioner Bruce Kaplan will be invited to attend the Improvements Committee so that he can understand more Capitalp The earl the concerns of the City of Miami, Beach. clearly his office regarding the pending Administration has contacted appointment of Commissioner Gottlieb to the Metropolitan Planning Organization as well. All possible efforts should be exhausted towards preserving and restoring the historic Venetian Causeway. The Commission of the City of Miami Beach strongly supports the efforts of the residents of the Venetian Islands to see the Venetian Causeway restored to its original splendor and design. 2. The City Manager, or his designate, should request the assistance of the legislative delegation representing the City of Miami Beach in order to lock in presently available and committed funding, from both state and federal sources, for the restoration and repair of the causeway. 3 . This Commission supports consideration of scenic highway designation for the Venetian Causeway in order to ensure that the character and integrity of this scenic landmark are preserved for future generation to enjoy.
