RESOLUTION 93-20784 RESOLUTION NO. 93-20784 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING THE APPROPRIATION OF $100, 000. 00 FROM BOND FUND 351 TO PAY FOR BUILDING/FACILITIES MODIFICATIONS AS REQUIRED BY THE AMERICANS WITH DISABILITIES ACT. WHEREAS, in accordance with the Building Department's memorandum to the Handicapped Advisory Board, there are approximately 50 public buildings/facilities requiring work to achieve compliance with the Americans with Disabilities Act (ADA) ; and, WHEREAS, the total estimated cost for the first phase of modifications to buildings and sidewalks, retrofitting public restrooms, and other similar work as specified in the list attached to this Resolution amounts to approximately $100, 000. 00; and, WHEREAS, the City must comply with the ADA in a responsible and expeditious fashion. The appropriation would allow the Administration to begin the request for bid process immediately. In order to expedite this project, some of the work will be performed by City crews. Canto City Manager SUBJECT: A RESOLUTION PROVIDING FOR THE APPROPRIATION OF $100,000 FOR COMPLETION OF THE FIRST PHASE OF WORK REQUIRED AT VARIOUS PUBLIC FACILITIES TO CONFORM TO THE AMERICANS WITH DISABILITIES ACT (ADA) STANDARDS. ADMINISTRATION RECOMMENDATION: The Administration recommends that the Commission approve the resolution appropriating these funds from Bond Fund 351 in order to pay for the first phase of facility modifications required by the ADA. BACKGROUND: In July 1990, the Americans with Disabilities Act was passed by the U.S. Congress. Essentially, the ADA requires that existing buildings provide access to a places of public accommodation from public sidewalks, parking or public transportation, and also to provide access to restroom facilities and to those areas where goods and services are made available to the public. The work required includes, but is not limited to: - providing handicap ramps to restrooms - retrofitting restrooms for handicap facilities - providing curb cuts on sidewalks - providing striping and signage for handicap parking spaces In recognition of this obligation, the City of Miami Beach's Fiscal Year 1992-93 Budget included an allocation of $100,000 with the commitment that priorities would be set by the Handicapped Advisory Board. The recommended projects incorporated in the attached exhibit reflect the work of the Handicapped Advisory Board. The exhibit lists the projects in order of priority. The work has been prioritized to provide a geographically balanced progression across the south, central and north regions of the city. ANALYSIS: Approximately 40 different modifications are required in order to bring City-owned buildings to compliance with the ADA (see attached exhibit) . The cost estimates for each of these jobs vary significantly. It is anticipated that the first phase of the work required to achieve compliance with the ADA will approach $100,000. Work for the remaining locations will be funded by CDGB monies allocated for the next fiscal year.
