RESOLUTION 93-20797 RESOLUTION NO. 93-20797 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, SUPPORTING THE IMPLEMENTATION OF A 1% FOOD AND BEVERAGE TAX IN DADE COUNTY TO FUND A PROGRAM TO MEET THE NEEDS OF THE HOMELESS. WHEREAS, there presently exists a serious problem in Dade County in that homeless people do not have food, shelter and the basic necessities of life; and WHEREAS, it is estimated that there are 7 , 600 homeless persons in Dade County and 250 such homeless persons in the City of Miami Beach; and WHEREAS, responsible government requires that a comprehensive plan be implemented emphasizing outreach, rehabilitation and self sufficiency for the homeless ; and WHEREAS, an experimental program has been established in Orlando, Florida which features a self-contained and self- sufficient Homeless Person Shelter which provides for food, clothing, counseling, employment assistance, and housing assistance, without disruption of adjoining neighborhoods ; and WHEREAS, the implementation of a 1% food and beverage tax in Dade County, Florida would provide sufficient funds to enable a meaningful effort to be made to establish a comprehensive program for the improvement of the conditions of homeless persons in Dade County, and for a substantial reduction in the number of homeless people. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA: Section 1. The Mayor and City Commission supports a comprehensive plan for meeting the needs of the homeless emphasizing outreach, evaluation, rehabilitation and self sufficiency. Section 2 . The Mayor and City Commission supports implementation of a 1% food and beverage tax to provide funding for a meaningful homeless assistance program in Dade County, Florida. Section 3. The Mayor and City Commission calls upon all municipalities within Dade County to work together, under the auspices of Dade County League of Cities, to bring about a program for the successful provision of comprehensive assistance to the homeless, and calls upon all community interest groups to likewise work together on this program.
