RESOLUTION 93-20836 RESOLUTION NO.93-20836 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH,FLORIDA ESTABLISHING A WORK ORDER AND APPROPRIATING FUNDS IN THE AMOUNT OF $127,000 FROM BOND FUND 351 FOR THE CONSTRUCTION OF THE LOG CABIN FACILITIES CLASSROOM ADDITION LOCATED AT 8128 COLLINS AVENUE. WHEREAS, the City has determined the need to construct a 2,400 sq. ft. building that will replace the existing Miami Beach Activity Center classroom facilities located at 8128 Collins Avenue, and WHEREAS, it is essential that new classroom facilities be provided in order to ensure sufficient classroom/training space that complies with HRS rules and regulations,and ensures the safety and security of the program's developmentally disabled clients, and WHEREAS, the City has already appropriated federal Community Development Block Grant (CDBG) funds in the amount of $93,000 from program Years 17 and 18; and WHEREAS, the designs and specifications for this facility are complete, the receipt of bids are pending, and the estimates for construction have been developed; and WHEREAS, bond funds in the amount $127,000 are necessary to supplement the CDBG appropriation in order to award the bid for construction of this new facility. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission approve the establishment of a work order and appropriate funding in the amount of $127,000 from Bond Fund 351, in order to provide for the construction of the Log Cabin facilities classroom addition located at 8128 Collins Avenue. Ca' e City Manager SUBJECT: A RESOLUTION ESTABLISHING A WORK ORDER AND APPROPRIATING FUNDS IN THE AMOUNT OF $127,000 FROM BOND FUND 351 TO PROVIDE FOR THE CONSTRUCTION OF THE LOG CABIN FACILITIES CLASSROOM ADDITION LOCATED AT 8128 COLLINS AVENUE ADMINISTRATION RECOMMENDATION: The Administration recommends that the Mayor and City Commission adopt the attached Resolution establishing a work order and appropriating funds from Bond Fund 351 in the amount of $127,000 to be used for the construction of the Log Cabin Facilities Classrooms (Miami Beach Activity Center) located at 8128 Collins Avenue. BACKGROUND: The City has determined the need to construct a new CBS facility at the Miami Beach Activity Center/Log Cabin facility,in order to provide classroom training to developmentally disabled adults. This building will replace the existing modular structure which has required extensive maintenance and repairs. Further, it is essential that new classroom facilities be provided in order to ensure sufficient classroom/training space that complies with HRS rules and regulations, and ensures the safety and security of the program's developmentally disabled clients. To accomplish this, the City has hired architects to design and prepare construction drawings suitable for bidding. In December, 1991, the City Commission authorized the execution of a service order in the amount of $7,215 for the architectural design services to be rendered by Norman M. Giller & Associates, Inc. Funds were appropriated from Bond Fund 351 and placed in a work order for these services. Further, the ==Fitt' Commission has appropriated Federal Community Development Block Grant (CDBG) funds totaling $93,000 from CDBG Program Years 17 and 18 for the construction of this facility, contingent upon Bond Fund 351 supplementing such. AGENDA / A 1 ITEM DATE -" 4- 3 COMMISSION MEMO JUNE 30, 1993 PAGE 2 ANALYSIS: The project was put out to bid and the sole bid (Bid # 64-92/93 in the amount of $323,986) was rejected by the City Commission on June 16, 1993. This bid was rejected because it far exceeded the architect's estimate for construction. Further, the City Commission authorized the Purchasing Department to immediately re-bid the project. We anticipate the re- advertisement and receipt of bids within the next 45 to 60 days. Based on the architect's estimate including an amount for contingencies, a total of $220,000 needs to be made available for this project. Bond Funds @ $127,000 are necessary to supplement the existing CDBG appropriation of $93,000 in order to award the bid. CONCLUSION: Funding in the amount of$127,000 is available in Bond Fund 351 account, and based on the architects estimate (plus a small amount for contingencies), these bond funds are needed to supplement the CDBG appropriation. Therefore, it is recommended that the attached Resolution be adopted which will authorize the work order and appropriate the funds.
