Resolution 2020-31113 RESOLUTION NO. 2020-31113 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING, IN CONCEPT, THE RECOMMENDATION FROM THE EMPLOYEE SUGGESTION PROGRAM TO DISCONTINUE PURCHASING PAPER AND PLASTIC SINGLE-USE CUPS IN ALL OF THE DEPARTMENTS AT THE CITY OF MIAMI BEACH, AND DIRECTING THE CITY MANAGER TO INVESTIGATE THE COST AND FEASIBILITY OF IMPLEMENTING SUCH SUGGESTION AND TO REPORT HIS FINDINGS TO THE CITY COMMISSION. WHEREAS, the Employee Suggestion Program (the"Program") is one of the City's five Reward and Recognition programs implemented on June 16, 2015; and WHEREAS, the Program allows employees to share innovative ideas, which may enhance productivity, efficiency, effectiveness, safety, and/or the quality of local government services; and WHEREAS, at the end of each fiscal year, prizes are awarded based on a recommendation from the Program's Procedure team, including intangible recommendations; and WHEREAS, one award of$1,000 is awarded to an employee for the suggestion of the year resulting in cost savings/revenues for the City, and up to three other awards are given to the runners-up at $500 each; and WHEREAS, for Fiscal Year 2019, a suggestion to discontinue purchasing paper and plastic single use cups was selected for an award of $1,000 and possible implementation; and WHEREAS, the majority of departments at the City purchase single-use paper and plastic cups; and WHEREAS, once the cups are used, they are discarded, resulting in a waste of financial resources and adding to the amount of trash that is produced by the City; and WHEREAS, this suggestion, if implemented, would decrease costs to the City, promote the current #PlasticFreeMB campaign, and reduce waste and the amount of trash that the City produces daily; and WHEREAS, if recommended for implementation, single-use cups would no longer be purchased, and each City employee would be provided with a reusable water bottle and a coffee mug. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA that the Mayor and City Commission hereby approve, in concept, the recommendation from the Employee Suggestion Program to discontinue the purchasing of single-use paper and plastic cups for employees throughout the City of Miami Beach, and direct the City Manager to investigate the costs and feasibility of implementing such suggestion and to report his findings to the City Commission. RECOMMENDATION The Administration recommends that the employee suggestions mentioned herein be reviewed for potential implementation. These forward-thinking ideas will enhance city facilities and operations by demonstrating cost savings, efficiencies, and environmental positive impact. BACKGROUND/HISTORY The Employee Suggestion program is one of the City's five Reward and Recognition programs implemented June 16, 2015. This program allows employees to share innovative ideas, which may enhance productivity, efficiency, effectiveness, safety, and/or the quality of local government services. Employees whose suggestions and innovations result in monetary savings, increased revenues to the City, improved quality of services, or otherwise benefit the City and its residents are recognized annually and may receive a monetary award based on program guidelines. At the end of the year, additional prizes are awarded based on a recommendation from the Procedure team, including intangible recommendations; one award of $1,000 goes to an employee for the suggestion of the year resulting in cost savings/revenues for the City and up to three others go to the runners-up at$500 each. In Addition, viable and implemented suggestions estimated to result in savings or revenues of more than $5,000, will be evaluated for a trial period of six (6) months. The applicable department(s) will assess the success of the trial and recommend whether the idea should be adopted permanently. If adopted permanently, the employee will receive a special award, based on the savings or increase in revenue generated by a"tangible" idea with awards up to 1%of the estimated net monetary savings or increase in revenue during the first full year of implementation ranging from a minimum of$50 to a maArnum of $5,000 per suggestion. The cost of capital expenditures shall be amortized over the useful life of the equipment or facility. Direct labor costs and indirect or administrative costs of implementation shall be considered first year costs. For FY 2019, three suggestions were selected for additional prizes and possible implementation: • Discontinue ordering plastic cups • Recycling of uniforms • Providing nutritional information Suggestion 1: Discontinue ordering plastic cups Employee suggestion submitted as "We are still ordering plastic cups for units to take a sip of water and then throw the cups away. We did get small reusable water bottles, but they aren't using them.... perhaps stop buying the cups and they will have no choice, or they can bring one from home. Also, stop buying the coffee cups. Not everyone drinks coffee, those that do can purchase one at a store for like 4 dollars to use when they want coffee...not buying the plastic cups/coffee cups will save money and will be a small part in saving our earth!" Benefits: 1. Decreased costs to the City. 2. Promote the current#PlasticFreeMB campaign. 3. Creates less waste, reducing the amount of trash that the City produces daily. Challenges: 1. Encouraging team members to participate. 2. Stopping the purchasing of these items. Page 251 of 1618 Suggestion 2: Recycling of City uniforms Employee suggestion submitted as "Currently City issued uniform shirts are collected when an employee leaves city employment. The procedure as I understand it is to cut and remove city logo and discard shirts. I would propose having an area where all of these shirts can be hung and displayed for anyone to look through and choose additional shirts for them to wear. While we wait for our yearly shirt allotment, sometimes our shirts get holes or damaged during work and having additional shirts to wear while waiting for new shirts to come in would be helpful." Benefits: 1. Recycle inactive employee uniforms to allow for voluntary use by current team members. 2. Alternative while waiting for yearly uniform allowance. Challenges: 1. Finding adequate storage space in each respective department to house recycled uniforms. 2. Standardizing return upon employee separation. 3. Ensure employees wearing shirts for their departments only. Suggestion 3: Provide Nutritional Information Employee suggestion submitted as "Due to the close business relationship between Taste Bakery and the City, could we request that they post their menu's nutritional and/or caloric information? This would be a great complement to our wellness program seeing as many employees are tracking their food on a daily basis." Benefits: 1. Promote healthy eating habits 2. Complement the current GO 365 wellness program at the City. Challenges: 1. Requires professional outside company to compile government regulations and provide accurate information. 2.
