RESOLUTION 93-20864 r , Resolution No. 93-20864 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE APPLICATION FOR AN ESTIMATED $100,000 GRANT FROM THE UNITED STATES DEPARTMENT OF EDUCATION, OFFICE OF SPECIAL EDUCATION AND REHABILITATIVE SERVICES FOR THE PURPOSE OF FUNDING A COMPREHENSIVE COMMUNITY BASED RECREATION PROGRAM FOR DISABLED CITIZENS FOR A THREE (3) YEAR PERIOD, AND FURTHER AUTHORIZING AN AMOUNT NOT TO EXCEED $35,000 IN- KIND SERVICES TO BE INCLUDED AS THE CITY'S MATCHING PORTION FOR THE FIRST YEAR OF THIS PROJECT. WHEREAS, a United States Department of Education grant is available through the Office of Special Education and Rehabilitation Services for the development of recreational activities for disabled individuals; and WHEREAS, the increased provision of recreational programs and services to Miami Beach' s disabled citizens will improve their quality of life; and WHEREAS, the City' s participation in this project will further demonstrate our intent to comply with the Americans With Disabilities Act; and WHEREAS, the Recreation, Culture and Parks Department is proposing to include an amount not to exceed $35, 000 of in-kind services as match for this grant application. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, 1. That the appropriate application to the United States Department of Education for a grant in the amount of approximately $100, 000, for the purpose of providing recreational programs and activities that can be expected to enhance the quality of life for Miami Beach' s disabled citizens, be made by the City Administration. 2 . That an amount not to exceed $35, 000 of in-kind services from the Recreation, Culture and Parks Department be authorized for inclusion in the proposal as the City' s matching portion for the first year of this project. 3 . Ca City Manager SUBJECT: A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE MAYOR TO APPLY FOR AN ESTIMATED $100,000 GRANT FROM THE UNITED STATES DEPARTMENT OF EDUCATION, OFFICE OF SPECIAL EDUCATION AND REHABILATATIVE SERVICES FOR THE PURPOSE OF FUNDING A COMPREHENSIVE COMMUNITY BASED RECREATION PROGRAM FOR DISABLED CITIZENS FOR A THREE (3) YEAR PERIOD, FURTHER AUTHORIZING AN AMOUNT NOT TO EXCEED $35,000 IN-KIND SERVICES TO BE INCLUDED AS THE CITY'S MATCHING PORTION FOR THE FIRST YEAR OF THIS PROJECT. ADMINISTRATIVE RECOMMENDATIONS: The City Administration recommends that the Mayor and City Commission pass the attached Resolution authorizing the submission of a grant application to the United States Department of Education, Office of Special Education and Rehabilitative Services and authorizing an amount not to exceed $35, 000 of in-kind services to be included as match for this proposal . BACKGROUND AND ANALYSIS: The Federal Government has allocated funding to the United States Department of Education, Office of Special Education and Rehabilitative Services for the purpose of initiating programs to provide disabled individuals with recreational activities and related experiences that can be expected to aid in their employment, mobility, socialization, independence and community integration. The Recreation, Culture and Parks Department currently offers recreational programs on a limited basis for developmentally disabled adults, but is seeking to expand this level of service to include additional age groups and a diversity of disabilities. If successful in obtaining this grant, the City's ability to further comply with the Americans With Disabilities Act through the establishment of creative programs designed to include our disabled citizens in community based recreational activities will be greatly enhanced. The estimated range of a single award, as established by the Department of Education, is $85, 000 - $110, 000 with the average award estimated to be approximately $92, 000 per year. If funded, it is anticipated the project period will be 36 months, with an annual renewal of the award. The Recreation, Culture and Parks Department is proposing to include an amount not to exceed $35, 000 of in-kind costs, such as use of facilities and administration of the program to be utilized as a match during the first year. CONCLUSION: The Administration recommends that the Mayor and City Commission adopt the attached Resolution.
