SUBJECT: Richard Bender
It is with regret that I inform you that Richard (Dick) Bender has submitted his resignation as
Executive Assistant to the City Manager for the City of Miami Beach. Dick has plans to retire and
will be dividing his time between early retirement activities and part-time investment management.
Dick has agreed to stay on a temporary basis effective February 15th. Enclosed please find a copy
of my memorandum to Dick Bender which recaps our agreement.

SUBJECT: Part-Time Appointment
Commencing on February 15, 1999, you will be appointed as a part-time Executive
Assistant to the City Manager at the rate of $60 per hour. Your assignments shall include:
1) Negotiation of the City's labor agreement with the Government
Supervisors Association of Florida.
2) Administering Step 3 of the grievance procedure for existing contracts.
3) Oversight of the RFP for the City's health/dental/life insurance plans.
4) Assisting me with the recruitment for your replacement.
Your work schedule will be set so as to efficiently conclude the assigned projects.
You will be assisted by Linda Groff, who will continue to report to you, and you will receive
all necessary support from other City staff.
