Resolution 2020-31158 RESOLUTION NO. 2020-31158 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING THE CITY MANAGER TO FINALIZE AN AGREEMENT WITH GLOBAL SPECTRUM LP, DBA SPECTRA PARTNERSHIPS, AS THE FINAL RECOMMENDED PROPOSER FOR CONSULTING SERVICES PURSUANT TO REQUEST FOR QUALIFICATIONS (RFQ) 2019-122-WG CORPORATE SPONSORSHIP AND NAMING RIGHTS CONSULTING SERVICES; FURTHER, IF THE ADMINISTRATION IS NOT ABLE TO FINALIZE AN AGREEMENT WITH GLOBAL SPECTRUM LP, DBA SPECTRA PARTNERSHIPS, AUTHORIZING THE ADMINISTRATION TO FINALIZE AN AGREEMENT WITH THE SUPERLATIVE GROUP; AND FURTHER PROVIDING THAT THE FINAL AGREEMENT SHALL BE SUBJECT TO THE PRIOR APPROVAL OF THE MAYOR AND CITY COMMISSION. WHEREAS, on July 31, 2019, the Mayor and City Commission adopted Resolution No. 2019-30916, and authorized the Administration to enter into simultaneous negotiations with Global Spectrum, LP d/b/a Spectra Partnerships and The Superlative Group for a consulting services agreement for naming rights and corporate sponsorships, with the final recommended proposer subject to prior approval by the Mayor and City Commission; and WHEREAS, following the July 31, 2019 City Commission meeting, the Administration continued to further evaluate the qualifications of both companies, including obtaining data relating to corporate sponsorship and naming rights deals secured by both firms over the last 5 years; in addition, staff has confirmed references for both proposers and has compared their respective pricing proposals; and WHEREAS, during the review process, the references and prior sales data for each of the proposers confirmed that both firms are well-qualified to provide consulting services for the City; and WHEREAS, during the review process and conversations with both two firms, Spectra continuously stood out as the top candidate for multiple reasons; and WHEREAS, Spectra has a strong presence and understanding of the Miami Beach community, as they are the managing company for the Miami Beach Convention Center; and WHEREAS, in its proposal, Spectra has included the addition of a dedicated staff person on their team, that will be located in Miami Beach, to handle the day-to-day sales, fulfillment and management of all sponsorship and naming rights sales; and WHEREAS, from the Administration's perspective, Spectra's staffing is imperative to the process as the City's full-timestaff position for this effort was previously eliminated and the Administration anticipates it will rely heavily on its consultant to take full ownership of the day-to- day sales, fulfillment and management of all sponsorship and naming rights sales; and WHEREAS, The Superlative Group also indicated that it would be willing to dedicate a staff person to the account, but that it would adjust its pricing to shift some upfront costs to the city to cover this effort; and WHEREAS, in addition to the full-time staff position, the Administration believes that Spectra's proposal is superior, as Spectra has a sales force of 70 representatives located throughout the country, while the Superlative Group has a team of 6 representatives that also work throughout the country; and WHEREAS, based on a review of the proposers' updated proposals and. price proposals, the City Manager recommends that the Mayor and City Commission select Global Spectrum LP, DBA Spectra Partnerships, as the final recommended proposer for Group I Naming Rights and Group II Corporate Sponsorships; and authorize the Mayor and City Clerk to execute an agreement with Global Spectrum, LP upon conclusion of successful negotiations by the Administration. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby approve and authorize the City Manager to finalize an Agreement with Global Spectrum LP, d/b/a Spectra Partnerships, as the final recommended proposer for consulting services pursuant to Request for Qualifications No. 2019-122-WG, Corporate Sponsorships and Naming Rights Consulting Services (the "Project"); further, if the Administration is not able to finalize an Agreement with Global Spectrum LP, DBA Spectra Partnerships, authorize the Administration to finalize an Agreement with The Superlative Group; and further provide that the final Agreement shall be subject to the prior approval of the Mayor and City Commission. BACKGROUND/HISTORY On February 13, 2019 the Mayor and City Commission approved Issuance of RFQ 2019-122- WG for Corporate Sponsorships and Naming Rights Consulting Services. The City received a total of four (4) proposals from the following firms as a result of the RFQ: The Superlative Group; Siinc LLC d/b/a Siinc Agency; Global Spectrum L.P. d/b/a Spectra Partnerships; and Fig Solutions. An Evaluation Committee appointed by the City Manager convened on June 24, 2019, to consider proposals received. The Committee's evaluation process resulted in the following order of ranking: Group I Corporate Sponsorship 1st Ranked: Spectra Partnerships; 2"d Ranked: The Superlative Group; 3rd Ranked: Siinc Agency; and 4th Ranked: Fig Solutions Group II Naming Rights Page 267 of 1185 1st Ranked: Spectra Partnerships; 2nd Ranked: The Superlative Group; 3rd Ranked: Siinc Agency; and 4th Ranked: Fig Solutions ,On July 31, 2019, upon considering both the qualitative and quantitative factors, the City Manager recommended that the Mayor and City Commission authorize the Administration to enter into negotiations with Spectra Partnerships, the top ranked proposer. The City Manager also recommended that, if the Administration was unsuccessful in negotiating an agreement with Spectra Partnerships, the City Commission authorize the Administration to. enter into negotiations with The Superlative Group, the second ranked proposer. The Mayor and City Commission, pursuant to Resolution 2019-30916, considered the City Manager's recommendation, but directed the Administration to simultaneously negotiate with both firms. Further, the City Commission directed the Administration to consider both areas of award, naming rights and sponsorships, as distinct, with the possibility of awarding a separate firm for each area based on qualifications and negotiations. ANALYSIS The Administration has completed the negotiations with Spectra Partnerships and Superlative.A summary of each firm's best and final offer is attached. FINANCIAL INFORMATION NA CONCLUSION As directed by the City Commission, staff has fully analyzed the qualifications of both companies, comparing both sponsorship and naming rights deals over the last 5 years, reached out to references for both and compared pricing proposals. During the review process, references and previous sales numbers both showed a fairly equal comparison and both firms have proven to be competent for the job. The Administration approached the negotiations consistent with the City Commission's request both areas of work, naming rights and sponsorships, be considered distinctly and not necessarily tied together for a single award. However, during the review process and conversations with the two firms, Spectra continuously stood out as the top candidate for both areas of work for multiple reasons. First, both firms are relatively equally experienced in the area of naming rights as indicated in Attachment A. Spectra has a strong presence and understanding of the Miami Beach community, as they are the managing company for the Miami Beach Convention Center. Additionally, Spectra has included the addition of a dedicated staff person on their team, that will be located in Miami Beach, to handle the day-to-day sales, fulfillment and management of all sponsorship and naming rights sales. Spectra has informed us that they would include city staff as part of the process to determine who this person would be, as well as where they would be located. This is imperative to the process as the full-time staff position was previously eliminated and we would rely heavily on the company and their team to take full ownership of the day-to-day sales, fulfillment and management of all sponsorship and naming rights sales. Finally, it is important to note that Spectra's access to the network available to it through its parent company Comcast NBC-Universal, is invaluable and most definitely in the City's best interest. Page 268 of 1185 The Superlative Group also indicated that they would be willing to dedicate a staff person to the account but would adjust their pricing to shift some upfront costs to the city to cover this. Additionally, Spectra stated that they have a sales force of 70 representatives located throughout the country. After carefully considering the results of the negotiation process, I recommend that the Mayor and City Commission approve the Resolution authorizing the Administration finalize an agreement with Global Spectrum LP, DBA Spectra Partnerships, as the top ranked proposer for Group I Naming Rights and Group I I Corporate Sponsorships; and, if the Administration is not able to finalize and agreement with Global Spectrum LP, DBA Spectra Partnerships, authorizing the Administration to finalize an agreement with The Superlative Group; and authorizing the Mayor and City Clerk to execute an agreement upon successful negotiations by the Administration. ANALYSIS The City is interested in seeking to increase revenue generation through the strategic identification, cultivation, and solicitation of additional sponsorship and naming rights • opportunities.As a result, the City is interested in engaging a consultant(s) to explore and assist with the desired goals for sponsorship and naming rights opportunities. Corporate sponsorship and naming rights are the process of linking complimentary corporate brands for mutual benefit with business partners whose corporate missions are consistent with those of the City of Miami Beach (the"City"). For the business, benefit is typically some form of advertising, public relations or facility naming rights. While the business gains financially by marketing advantage and/or customer loyalty enhancement, the advantage to the City is primarily financial. Corporations will pay the City for the ability to use or link with our City image and identity. These marketing programs rise from the natural partnerships between city governments and the local, regional and national businesses they host and interact with in the daily course of business. Corporate sponsorship and naming rights programs have emerged as a financially viable, ethically appropriate and aesthetically acceptable municipal financing tool. As a world- class resort city, the City of Miami Beach is especially well positioned to implement this now well-established model for generating additional revenue. ' RFQ PROCESS On February 13, 2019 the Mayor and City Commission approved the issuance of RFQ 2019- Pax W§011 • 122-WG for Sponsorship and Naming Rights Consulting Services. On February 14, 2019, the RFQ was issued. A voluntary pre-proposal conference to provide information to proposers submitting a response was held on March 12, 2019. Two addenda were issued. The Procurement Department issued bid notices to 1022 companies utilizing www.publicpurchase.com website. 66 prospective bidders accessed the advertised solicitation. RFQ responses were due and received on April 12, 2019. The City received proposals in response to the RFQ from the following four (4) firms: Fig Solutions; Global Spectrum L.P. dba Spectra Partnerships; Siinc LLC dba Siinc Agency; and The Superlative Group. On February 13, 2019, the City Commission approved the City Manager appointed Evaluation Committee. The Evaluation Committee convened on June 24, 2019, to consider proposals received. Their experienced sales team drives revenue for their clients and their properties via the marketing and sale of naming rights, corporate partnerships, advertising, premium seating, and hospitality. As an industry expert, their Partnership division provides marketing and sales services for municipalities, convention centers, stadiums, arenas and other entertainment venues. They Pim?36e���:': currently support 120 client properties while generating over $70M in sales. They believe that they are uniquely qualified to provide the services requested by the City based on the competitive advantages of Spectra. Spectra proudly manages the Miami Beach Convention Center, which equips them with both an emotional investment in the community and familiarity of the market and venue; and that as a result, this will expedite the sales cycle. Throughout their management of the Miami Beach Convention Center, Spectra has been providing oversight during the venues' recent$620 million renovation which is expected to not only improve sales and booking for the convention center, but also impact room nights and tourism in the Miami-Dade area. The Superlative Group The Superlative Group are extremely focused on selling naming rights and sponsorships. Their team of sales executives have more than $2 billion worth of experience closing sponsorships, large and small. Their Total Campaign Management includes planning, prospecting, negotiating, contracting and auditing. Their firm has extensive experience selling Naming Rights, Pouring Rights, Sponsorships, Premium Seating and Licensing for similarly situated entities throughout the United States. In particular,they have experience with southern Florida, which includes previous work with the City of Miami Beach. CONCLUSION I have reviewed the submittals and the results of the Evaluation Committee process. In doing so, I note Spectra Partnerships has received unanimous top-ranking for both Group I (Corporate Sponsorships)and Group II (Naming Rights). Spectra has an extensive client list for which it has provided both naming rights and sponsorships. In addition to managing naming rights for nearly 30 properties in the last ten (10) years, Spectra has impressive credentials for sponsorship and advertising sales, currently supporting 120 client properties generating over $70 million in sales. Another important benefit to Spectra's proposal is that it has offered to hire and dedicate a locally-based, full-time employee who will be committed to managing the CitVs engagement. In doing so, Spectra would assume the responsibilities of securing both cash donations and in- kind sponsorships for City events (ex. Fire on the Fourth, Youth Music Festival, Veterans Day, etc.), City programs (ex. SoundScape Cinema Series, Parks and Rec programs, etc.), and City initiatives (ex. City of Kindness, Recycling, Anti-Litter, etc.). It would also be my goal to have Spectra assist in securing additional revenue generated by selling advertising through City- owned platforms such as MB Magazine, MB Trolley, and parking meter receipts. The scope of work contemplated would include identifying and researching potential partners, prospecting, negotiating & securing funds or in-kind donations, assisting with activation implementation when appropriate as well as managing the partner relationships. This arrangement would allow the Office of Marketing & Communications to eliminate a full-time development coordinator position that is vacant. Therefore, I recommend that the Mayor and City Commission approve the Resolution authorizing the Administration to enter into negotiations with Global Spectrum LP, DBA Spectra Partnerships, as the unanimous top ranked proposer for Group I - Naming Rights and Group II - Corporate Sponsorships; and, if unsuccessful in negotiating an agreement with Global Spectrum LP, DBA Spectra Partnerships, authorizing the administration to enter into Ian W17/ ff112Effb negotiations with The Superlative Group, as the second ranked proposer for Group I - Naming Rights and Group II - Corporate Sponsorships; and authorizing the Mayor and City Clerk to execute an agreement upon successful negotiations by the Administration.
