March 20, 1985
Regular meeting of the Miami Beach Redevelopment Agency was held in the City
Commission Chambers, City Hall, 1700 Convention Center Drive, Miami Beach,
Florida, on Wednesday, March 20, 1985, with the following members of the
Redevelopment Agency present:

THE MEETING WAS CALLED TO ORDER AT 9:25 a.m.
FROMBERG: Good morning, ladies and gentlemen, colleagues. It's good seeing
you. Before we start, I'd like to call upon Rabbi Tibor Stern of the Cohen
Congregation to give the invocation. Rabbi Stern, welcome.

FROMBERG: We will take the Redevelopment Agency agenda. Mrs. Baker, will

FROMBERG: A motion to accept the minutes of the March 6, 1985, meeting,
moved by Mr. Arkin, seconded by Mr. Shockett. Any discussion? All in favor,

PARKINS: Mr. Chairman and members of the Agency, your Executive Director 's
report (Item 3.) is included with the agenda.
Status of the Coast Guard property - We are attempting to meet with the
Congressional delegation during the Conference of Mayors Annual Washington
Assembly to familiarize individual legislators with the desirability and
necessity for the donation of the 3.4 acres. Several of you, Vice Chairman
Grenald, particularly, has asked for a package of materials to use while up
in Washington. We're also structuring a proposal to the State of Florida to
assist us in acquisition should these efforts fails.
Cheezem, as you know, had approximately . . . we were estimating
originally 1,500, I think it was closer to almost 3,000 at the mound-breaking
ceremony which was quite an event.
South Pointe Park - Phase I construction is nearly 58% complete. Phase
II is 18% complete and the stables are due for occupancy April 1, 1985. The
project is on schedule, within the approved budget.
Newman Contract - The audio/visual was presented at the
Developers/Investors Conference. I think we found that to be a quality
product. The attendance was approximately 30, for out-of-town folks,
approximately 60 in-town folks who participated. We'll have a more complete
report at the next Agency meeting.
The SSDI Lawsuit - Judge Turner, in a special hearing, ruled in favor
of the Agency related to SSDI's latest effort to gain the Agency's income.
The Agency Attorney can provide a more complete report. We are continuing
efforts to begin negotiations on the scale of development on the upland
properties in concert with the Agency Attorney.
Corridor Studies - The results of Halcyon, Land Design/Research, and
Goodkin Research materials were presented at the Developers/Investors
Conference, and will be distributed to Agency members when they're completed.
The proposed agreement with the Housing Authority is scheduled for
discussion later on the City Commission agenda today.
You also have your Biweekly Financial Statement summary information for
your information and at Member Daoud's request we have distributed . . . You
should have in front of you, Mr. Daoud, the package of back-up material . . .
okay . . . on each of those items.
That completes our report.

FROMBERG: Any report from the Agency Attorney? (Item 6.) Mr. Weiner.
WEINER: Simply to point out that the SSDI litigation is progressing to the
point where the Marina folks (Carner-Mason) have filed a complaint for
declaratory relief, which in our review is quite supportive of the position
that the City has been maintaining with respect to the SSDI litigation and
(unclear) and we're very hopeful that this matter will be resolved through
negotiation in the very near future.
SHOCKETT: Can I get a copy of the complaint?
WEINER: Yes, sir.
FROMBERG: I'd like to get a copy, too.
WEINER: Yes, sir.
FROMBERG: Any other items to be brought up by any of the members of the
Agency? If not, I'll entertain a motion to adjourn.
DAOUD: Mr. Mayor. (FROMBERG: Yes.) I just had one question to ask the
Administration. I want to thank them for getting the back-up material. Is
this the last payment to Stuart Newman as I understand it, Mr. Parkins, under
his contract?
