BEM REL)EVELUPt Uli ACENG', APR 17 r85 MEETING 60 000479 MIAMI BEACH REDEVELOPMENT AGENCY IFF/F EXECUTIVE DIRECTOR'S REPORT APRIL 17, 1985 1) Status of Coast Guard Property Representatives of GSA met with City staff on Wednesday, April 10, 1985, to review with the staff the City's position regarding the donation of the property, and they also visited the site. Vice Mayor Grenald participated in the discussions. The following points were raised with GSA as reasons for them to reconsider their position of the sale of the property: the City's need to complete the linkage from South Pointe Park to the Marina; the City's need to locate the Marine Patrol at the Pilot Station; the City's cooperation with various Federal Agencies on drug interdiction and Federal uses in the South Pointe Park; the lack of City funding; the City's expense in dealing with the Mariel influx; the difficultyin committing to long term financing because of the Falk Amendment; the existing zoning was not recognized in the appraisal; the value that has been added to the property based on our efforts toward the redevelopment of South Pointe. Mr. Maltby, GSA's representative in Atlanta, assuredP P us that he would review our position and would respond to us at the earliest possible date. 2) Cheezem Development Agreement A construction and administration trailer has been placed on the Cheezem Property. Cheezem is rethinking the design of Ocean Drive and Biscayne Street because of the difficulty that a traffic circle creates in access to hisj roect at that P point. We are assured by the representatives of Cheezem that their closing will take placerior to May 15, 1985. P 3) South Pointe Park Phase I construction, which consists of the parking areas, roadways with lighting, underground utilities, tree transplanting, irri irrigation feeders, g e , park lighting, jetty promenade and interior walkways, is approximately 65% completed. Phase II construction, which consists of the amphitheater with a tensile structure stage covering, adjacent support building with public restrooms, picnic shelters and pavilion, vita course, observation towers, dune boardwalks, athletic field lighting, irrigation systems and final landscaping, is approximately 22% complete. This project is on schedule, and is within the approved budget that was appropriated. 4) South Pointe Promotional Efforts Follow-up letters have been sent to the participants of the Developers/Investors Conference. A second South Pointe Newsletter is currently being prepared. Additional copies of the audio/visual tape on South Pointe have been ordered. As a result of the Conference, staff has been contacted by developers to discuss several potential development projects which are currently being worked on at staff level. 5) SSDI Lawsuit Representatives of First Boston met with City Staff on Tuesday, April 9, 1985, to gather information on constraints of development of the Upland site. REDEVELOPMENT AGENCY Page 2 APRIL 17, 1985 EXECUTIVE DIRECTOR REPORT 6) Corridor Studies Drafts are currently being prepared and we are targeting presentations to the City Commission in early May 1985 of Halcyon and Land Design/Research recommenda t ions. 7) Housing Authority Negotiations The Agreement which was negotiated between the City Commission and the Housing Authority was circulated to Agency Members during the week of April 8th. The Housing Authority has suggested that they will be responsible for providing cards for access through the proposed gated areas, since Carner/Mason had previously indicated that they will not participate in distribution of cards. Further, the Housing Authority is suggesting that if a gate is put in place, that it be located on the Housing Authority property easement area. The difficulty that this will present is that a vehicle could drive down the access drive and suddenly be confronted with a gate and no method of turning around and going back out.
