MIAMI BEACH, FLORIDA, APPROPRIATING FUNDING, AND APPROVING
AND AUTHORIZING (AND, AS TO CERTAIN AGREEMENTS
RETROACTIVELY APPROVING AND AUTHORIZING) THE CITY MANAGER,
OR HIS DESIGNEE, TO APPLY FOR AND ACCEPT FUNDING (INCLUDING
MATCHING FUNDS AND ANY RELATED CITY EXPENSES), AND EXECUTE
ANY AND ALL DOCUMENTS OR AGREEMENTS IN CONNECTION WITH THE
FOLLOWING GRANTS, PROGRAMS, AND AGREEMENTS: 1) MIAMI-DADE
TRANSPORTATION PLANNING ORGANIZATION ("TPO"), FISCAL YEAR
2021 SMART MOVES PROGRAM IN THE APPROXIMATE AMOUNT OF
$140,000; 2) FLORIDA OFFICE OF THE ATTORNEY GENERAL, VICTIMS OF
CRIME ACT GRANT PROGRAM, IN THE APPROXIMATE AMOUNT OF
$520,000; 3) MIAMI-DADE COUNTY MUNICIPAL PARKING FINES
REIMBURSEMENT PROGRAM IN THE APPROXIMATE AMOUNT OF$40,000;
4) FLORIDA DEPARTMENT OF TRANSPORTATION, FOR THE
TRANSPORTATION ALTERNATIVES PROGRAM IN THE APPROXIMATE
AMOUNT OF $1,000,000; 5) THE NATURE CONSERVANCY IN THE AMOUNT
OF $150,000; 6) NATIONAL LEAGUE OF CITIES CENSUS RAPID RESPONSE
GRANT PROGRAM IN THE APPROXIMATE AMOUNT OF $40,000; AND, 7)
MIAMI-DADE COUNTY HOMELESS TRUST, IN THE APPROXIMATE AMOUNT
OF $65,212.
WHEREAS, the City Administration applies for grants and external funding from outside
organizations; and
WHEREAS, the City Administration requests approval to apply for funding for funds from
the Miami-Dade Transportation Planning Organization Fiscal Year 2021 Smart Moves Program,
in the approximate amount of $140,000, for the Transportation Management Initiative Public
Outreach Program and the City of Miami Beach First/Last Mile Connections to the SMART Plan,
the details of which are as follows:
• Miami-Dade Transportation Planning Organization ("TPO") SMART Moves Program is a
municipally administered program used by the TPO to prioritize and program studies that
will support the implementation of complete streets, first/last mile connections, connected
and autonomous vehicles, transit supportive projects, and other priority projects that
enhance connectivity, accessibility, and integration of the entire network.
• Transportation Management Initiative Public Outreach Program -$80,000
A. This program will provide outreach and education to increase ridership on the
transit system. The Administration will leverage its resources by using the
SMART Moves program to initiate a comprehensive outreach strategy to grow
transit, carpool and vanpool ridership, school pool utilization and increase the
number of corporate transit pass participants.
B. The total cost of this project is $100,000. Matching funds in the amount of
$20,000 or 20% are required by this grant and the match is available from
Account# 106-9615-000349-30-403-529-00-00-00-.
• City of Miami Beach First/Last Mile Connections to the SMART Plan -$60,000
A. This project will improve mobility with the focus on growing multimodal
transportation options and promoting resilient transportation. This project will
provide new, active transportation options and increase quality of life for residents
and visitors.
B. The total budget for this project is $75,000.00. The City is requesting $60,000 in
grant funds and providing $15,000 in local matching funds from the Transportation
Department's FY 2019/20 operating budget #106-9615-000312-30-403-529-00-
00-00; and
WHEREAS, the City Administration requests approval to apply for funding for funds, in the
amount of approximately $520,000, from the Florida Office of the Attorney General, Victims of
Crime Act grant program, the details of which are as follows:
• The Office of the Attorney General provides federal Victims of Crime Act("VOCA")grants
to fund services to victims of crime.
• The City Administration has applied for and received these funds annually; and plans to
apply for continued funding for Fiscal Year 2020/2021 for salaries, training, and operating
costs in the Police Department. This year's application represents a continuation of the
currently funded program and supports the services provided through the Police
Department.
• The grant requires a 25% match. Matching funds in the approximate amount of$129,327
will come from next year's General Funded positions in Victim Services; and
WHEREAS, the City Administration requests approval to submit an affidavit to the Miami-
Dade County Municipal Parking Reimbursement Program, in the approximate amount of$40,000,
the details of which are as follows:
• The City Administration is requesting approval to submit an Affidavit to Miami-Dade
County for funding through the Miami-Dade County, Municipal Parking Fines
Reimbursement program.
• Miami-Dade County's Parking Fines Reimbursement Program is based on Section
316.008, the Florida Statutes, and Section 30-447 of the Code of Miami-Dade County,
which authorizes the charging of fines for misuse of specially marked parking spaces for
people with disabilities. The City participates in the Municipal Parking Reimbursement
Program each year.
• The City Administration uses Municipal Parking Fines funds in accordance with the
guidelines to improve accessibility and equal opportunity to qualified persons who have
disabilities and to conduct public awareness programs in the municipality concerning
persons who have disabilities.
• Miami-Dade County does not provide an estimate of the amount of funding that each City
will receive, and the final funding amount is contingent on the number of other cities that
submit affidavits and the total amount of funds collected.
• The administration requests approval to execute the Affidavit for Fiscal Year 2020/21
Parking Fines Funds which in the approximate amount of$40,000. Matching funds are
not required; and
WHEREAS, the City Administration requests approval to apply for grant funds from the
Florida Department of Transportation for the Alternatives Program, Fiscal Year 2020 Cycle for the
17th Street Exclusive Transit and Protected Buffered Bicycle Lanes Project, in the approximate
amount of$1,000,000, the details of which are as follows:
• The Florida Department of Transportation ("FDOT) is providing funding through the
Transportation Alternatives ("TA") Program for Fiscal Year 2020 funding. The TA grant
program provides funding for smaller-scale transportation projects including pedestrian
and bicycle facilities, recreational trails, safe routes to school and other community
improvements and environmental mitigation projects.
• The City Administration is requesting funding from the TA for the 17th Street Exclusive
Transit and Protected Buffered Bicycle Lanes Project.
• The purpose of this project is to improve pedestrian, bicycle, and transit facilities along the
17th Street Corridor from West Avenue to the Beachwalk. Project components include
upgraded pedestrian infrastructure, new bicycle lanes from West Avenue to Meridian
Avenue, a new transit/bicycle lane from Meridian Avenue to Collins Avenue, and new
bicycle lanes from Collins Avenue to the Beachwalk.
• The project will greatly improve safety for bicycle riders and pedestrians by providing
exclusive and protected lanes.
• A minimum of 20%grant match is required. Matching funds in the amount of$324,103 are
available in General Obligation Bond Project Number 38—Street Pavement; and
WHEREAS, City Administration requests approval to apply for funds from The Nature
Conservancy, in the amount of $150,000, for Brittany Bay Park Living Shoreline, Overlook, and
Park Renovation, the details of which are as follows:
• The Nature Conservancy is a global environmental nonprofit organization.
• The Nature Conservancy has awarded the City funding in the amount of $150,000 to
construct a living shoreline, overlook and park renovation at Brittany Bay Park.
• Brittany Bay Park, formerly known as Indian Creek Park, is located along Indian Creek, at
Indian Creek Drive and 65th Street.
• The project will include the creation of a living shoreline between the existing seawall and
the concrete retaining/seawall. The living shoreline will be hydraulically connected to
Indian Creek and will have an ADA-accessible overlook that will allow park visitors to walk
from the park to the edge of the existing seawall. Integrating green infrastructure to the
present structural stabilization will revitalize the waterfront, enhance the surrounding
riparian and intertidal environment and improve water quality.
• This project will be the City's second structural seawall incorporating a living shoreline.
• This grant does not require matching funds; and
WHEREAS, the City Administration requests approval to apply to the.National League of
Cities Census Rapid Response grant program, in the approximate amount of$40,000, the details
of which are as follows:
• The National League of Cities' Census Rapid Response Grant Program provides urgent
financial resources for cities and their local partners to improve and increase Get Out The
count activities in order to reach historically undercounted communities and hard-to-count
communities.
• The United States Census of 2020 is required by the United States Constitution and has
been conducted every 10 years since 1790. The 2020 Census will be the first U.S. census
to offer options to respond online or by phone, in addition to the option to respond on a
paper form as previous censuses.
• The City Administration will conduct an enhanced, bilingual program to focus especially
on neighborhoods where residents have typically been underrepresented. The program
will be focused on maximizing the number of responses to the 2020 census.
• The Administration will request funding to conduct the program.
• The grant does not require matching funds; and
WHEREAS,the City Administration requests approval submit a grant application to Miami-
Dade County Homeless Trust, in the approximate amount of $65,212, for the City's Homeless
Outreach Program, the details of which are as follows:
• The U.S. Department of Housing and Urban Development("HUD") has issued a Notice of
Funding Availability (NOFA) for its Continuum of Care Program, which is the primary
federal funding source for homeless assistance programs.
• The Miami-Dade County Homeless Trust serves as the applicant for U.S. HUD NOFA
funds on behalf of the Miami-Dade County Continuum of Care ("MDCoC") system which
encompasses Miami-Dade County, including all municipalities. All local entitlement
jurisdictions are part of the MDCoC system,and the"Collaborative Application"will contain
projects submitted by project applicants.
• The City has received these funds since 2003 to support the salaries of Homeless
Outreach staff in the City's Housing and Community Services Department. The City
intends to apply for continuation of funding, in the approximate amount of$65,212 through
this collaborative application.
• A match of at least 25% is required, and matching funds in the amount of $16,303 are
available from the Housing and Community Services Department FY 2019/20 Operating
Budget, account number 011-0560-000111-23-405-574-00-00-00-, and 011-0560-
000349-23-405-575-00-00-00-.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby approve and authorize (and, as to certain agreements retroactively approve
and authorize) the City Manager, or his designee, to apply for, accept and appropriate funding
(including matching funds and any related city expenses), and to execute any and all documents
or agreements in connection with the following grants, programs, and agreements: 1)Miami-Dade
Transportation Planning Organization ("TPO"), Fiscal Year 2021 Smart Moves Program in the
approximate amount of$140,000; 2) Florida Office of the Attorney General, Victims of Crime Act
Grant Program, in the approximate amount of$520,000; 3)Miami-Dade County Municipal Parking
Fines Reimbursement Program in the approximate amount of$40,000; 4) Florida Department of

BACKGROUND/HISTORY
The City of Miami Beach applies for various grants and funding allocations from external
agencies and organizations. Information regarding the projects and funding sources is included
in the Analysis Section of this agenda item.
ANALYSIS
1. Miami-Dade Transportation Planning Organization Fiscal Year 2021 Smart Moves Program in the

approximate amount of $140.000 for the Transportation Management Initiative Public Outreach
Program and the City of Miami Beach First/Last Mile Connections to the SMART Plan.
Miami-Dade Transportation Planning Organization (TPO) is seeking SMART ideas to improve
transportation in municipalities. The TPO "SMART Moves Program" is a municipally administered
program used by the TPO to prioritize and program studies that will support the implementation of
complete streets, first/last mile connections, connected and autonomous vehicles, transit supportive
projects, and other priority projects that enhance connectivity, accessibility, and integration of the
entire network. The City is applying for funding for the following projects:
Transportation Management Initiative Public Outreach Program-$80,000
The City Administration is requesting funds in the approximate amount of $80,000 for the
Transportation Management Initiative Public Outreach Program which will provide outreach and

Mile Connections to the SMART plan. For an urban traveler that is not driving their own car from
doorstep to doorstep, the first and last part of their trip is often perceived as the longest, most time
consuming, most uncomfortable and least reliable. For people to ride transit, their journey often does
not start when they board transit or end where they alight; their trip begins when they walk to or from
the transit stop or use some other form of transportation to connect parts of their journey. The goal of
this project is to improve mobility with the focus on growing multimodal transportation options and
promoting resilient transportation. This project will provide new, active transportation options and
increase quality of life for residents and visitors.

The Florida Department of Transportation (FDOT) is providing funding through the Transportation
Alternatives (TA) Program for Fiscal Year 2020 funding. The TA grant program provides funding for

The National League of Cities' Census Rapid Response Grant Program provides urgent financial

The 2020 Census is important for many reasons. Federal agencies use census data to
determine the amount of funding for state and local areas; this year, the census results will help
to determine how more than $675 billion in federal funds and grants will be allocated to states
and communities. State and local officials use census results to redraw boundaries for
congressional districts, state legislative districts and school districts. Every 10 years the results
of the census are used to reapportion the House of Representatives, determining how many
seats each state gets. Florida is one of the states that may gain seats as a result of the 2020
Census.
The City Administration will conduct an enhanced, bilingualprogram to focus especially on

CONCLUSION
Based on the aforestated analysis, the Administration recommends that the Mayor and City

Manager or his designee to apply for and accept funds and execute all documents or
agreements in connection with the grants, award programs and funding requests.
