Resolution 2020-31200 RESOLUTION NO. 2020-31200 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AMENDING RESOLUTION NO. 2018-30371, APPROVING FUNDING OF A ONE (1) YEAR PILOT PROGRAM WITH CAMILLUS HOUSE, INC TO CONDUCT SPECIALIZED OUTREACH TO MENTALLY ILL HOMELESS PERSONS IN FY 2018/2019, IN THE AMOUNT OF $91,572; SAID AMENDMENT INCREASING THE TERM OF THE PILOT PROGRAM FOR AN ADDITIONAL SEVEN MONTHS, COMMENCING MARCH 1, 2019 AND EXPIRING ON SEPTEMBER 30, 2020, WITH APPROVED FUNDING, IN THE AMOUNT NOT TO EXCEED $139,000; AND FURTHER AUTHORIZING THE CITY MANAGER TO EXECUTE AN AMENDMENT TO THE AGREEMENT WITH CAMILLUS HOUSE INCORPORATING THIS AMENDMENT. WHEREAS, the Committee on the Homeless invited Camillus House, Inc. ("Camillus House")to its February 28, 2018 meeting, to present on the Lazarus Project, which is a program which provides targeted outreach and medication to chronically homeless persons suffering from mental illness; and WHEREAS, the goal of the Lazarus Project is to have those served (clients) complete the evolving 60-day treatment plan, which could consist of the administration of psychotropic medication and primary medical care, so that clients subsequently achieve a level of cognition required to access further services, including housing; and WHEREAS, at the conclusion of the presentation, the Committee on the Homeless requested a proposed budget to target ten (10) chronically homeless individuals, who would be identified by the City's Homeless Outreach Team and police; and WHEREAS, at the April 10, 2018 meeting of the Committee on the Homeless, Camillus House appeared telephonically and provided City staff with a proposed budget for a one-year pilot program, in the amount of $91,572, addressing the scope discussed at the February meeting; and WHEREAS, pursuant to the Camillus House proposal, Camillus House would engage a team of five employees for the City's pilot program, consisting of: one (1) project supervisor; one (1) psychiatric Advanced Registered Nurse Practitioner (ARNP); one (1) SOAR Case Manager (to assist with disability benefits' applications for the clients); one (1) Case Manager (to assist with care coordination, housing, benefits and other services); and one (1) Medical Assistant (providing medical and data entry support to the ARNP); and WHEREAS, the Committee on the Homeless subsequently passed a motion for submission to the Mayor and City Commission supporting the funding of a one (1) year pilot program, based upon the Camillus proposal, with the understanding that the funding agreement between the City and Camillus House would delineate specific outcome measures to determine the efficacy of the pilot program; and WHEREAS, at the May 16, 2018 City Commission meeting, Commissioner Gongora referred the Committee on the Homeless' motion to the Neighborhood/Community Affairs Committee (NCAC)for further discussion; and WHEREAS, NCAC heard the item at its June 20, 2018 committee meeting; and Page 476 of 1097 WHEREAS, the NCAC recommended that the item be forwarded to the Mayor and City Commission for referral to the Finance and Citywide Projects Committee, with a favorable recommendation, to fund the project as part of the City's FY 2018/2019 budget process; and WHEREAS, on July 13, 2018, the Mayor and City Commission accepted the recommendation of the Neighborhood/Community Affairs Committee, at its June 20, 2018 committee meeting, to fund a one (1) year pilot program with Camillus House, Inc., to conduct specialized outreach to mentally ill homeless persons, with funding in the amount of$91,572, as an enhancement in the FY 2018/2019 budget; and WHEREAS, on February 6, 2019, the City and Camillus House executed a Professional Services Agreement("Agreement"); and WHEREAS, on July 19, 2019, the parties executed Amendment No. 1 to the Agreement to correct the term of the Agreement to reflect a commencement date of February 6, 2019 and an expiration date of January 31, 2020; and WHEREAS, the program commenced in March of 2019, with approved funding, in the amount of$92,000; and WHEREAS, during the budgetary approval process for FY 2019-2020, the Mayor and City Commission approved additional funding for the program, as part of the Housing Department's budget, in the amount of$47,000.00; and WHEREAS, with this additional approved funding, the pilot program could now be extended for an additional seven (7) months, through September 30, 2020; and WHEREAS, the Administration recommends modifying the term of the pilot program to reflect a commencement date of March 1, 2019 and an expiration date of September 30, 2020, in order to collect sufficient data to see if the program should be maintained on a more permanent basis. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby amend Resolution No. 2018-30371, approving funding of a one (1) year pilot program with Camillus House, Inc. to conduct specialized outreach to mentally ill homeless persons in FY 2018/2019, in the amount of $91,572; said amendment increasing the term of the pilot program for an additional seven months, commencing March 1, 2019 and expiring on.September 30, 2020, with approved funding, in the amount not to exceed $139,000; and further authorize the City Manager to execute an amendment to the Agreement with Camillus House incorporating this. amendment. �,/ PASSED AND ADOPTED this ��day of flact , 2020. BACKGROUND/HISTORY On July 13, 2018, the Mayor and City Commission accepted the recommendation of the Neighborhood/Community Affairs Committee, to fund a one (1)year pilot program with Camillus House, Inc., to conduct specialized outreach to mentally ill homeless persons, with funding in the amount of$91,572,as an enhancement in the FY 2018-2019 budget. The program commenced in March 2019, with approved funding, in the amount of $92,000; however, during the budgetary approval process for FY 2019-2020, the Mayor and City Commission approved additional funding for the program as part of the Housing Department's budget in the amount of $47,000. These additional funds would extend the program for an additional seven(7) months,through September 30, 2020. ANALYSIS In March 2019, the city launched the Camillus House-Lazarus Pilot Program to serve 10 chronically homeless participants with persistent mental illness whose illness contributes to their personal Page 473 of 1097 homelessness. Camillus House engages clients in the field, assesses their medical needs, pursues the administration of appropriate medications, and works with the client to pursue and secure permanent housing. This program focuses on continuous client engagement, medication management, when applicable, and a contractual benchmark of achieving shelter and/or permanent placement for a minimum of 30 consecutive days. The city provided Camillus House with 26 referrals, a pool of sufficient size to acknowledge the inherent difficulties in engaging this population. Of these referrals, six (6) candidates were subsequently rejected because Camillus House staff was unable to consistently locate the individuals. The program has been able to provide placement to four persons. One participant was housed in permanent supportive housing and is currently receiving wraparound services through Camillus House-ACT Program. As of this writing, one participant remains in shelter since December 2019. Another participant was in shelter for one week, relapsed to the streets and subsequently relocated to family out of state. In January, one participant resided in shelter placement intermittently for more than six months; however, she ultimately reverted to homelessness and is currently waiting for an appropriate shelter bed to become available for re-placement at Camillus House. The program has been able to provide seven medical assessments in which four participants have consented to receive psychotropics, three of which remain on medication. The administration of psychotropics requires consistency of administration which is difficult to achieve when clients cannot be located or when staffing issues arise for Camillus House. The Lazarus Program is currently not staffed to provide medication management during weekends and holidays. City staff has addressed with Camillus House its concern regarding the consistent administration of medication. Camillus House has subsequently revised its programming to ensure that clients are provided weekend doses for self-administration.
