Kasdin and Members of the City Co ission FROM: Sergio Rodriguez City Manager SUBJECT: SUPER BOWL 1999 The following information reflects arrangements made by various City departments/divisions in anticipation of Super Bowl 1999: POLICE The Police Department is staffing all special events with off-duty Officers and Staff coordinators. The on-duty staffing has been increased with overtime officers effective Thursday, January 28, 1999, and will maintain the increased staffing through Sunday, January 31,1999. Assistance has been obtained Miami-Dade and Miami police departments at no cost. The following is a synopsis of police deployment: * Lincoln Road: Two Officers: 5pm-3am (plus one on-duty) * Washington Ave: Juvenile Gang Task Force deployed: Midnight-5am (Friday, Saturday. Sunday) * Ocean Drive: Three Officers: Noon - 8pm and 8pm-4am Four Miami Mounted Patrol Officers: Noon-8pm (Friday, Saturday, Sunday) Three Miami-Dade Mounted Patrol Officers: 4pm-l0pm (Friday, Saturday) 1 * Beach: Two All Terrain Vehicles (ATV) Officers: Noon-6pm * South District: Prisoner transport van deployed: 24 hours on day to day (6am-6pm and 6pm -6am) Up to 25 Miami-Dade Patrol Officers (as needed) CODE COMPLIANCE The Department of Code Compliance is patrolling the main streets for illegal vendors, banners and posters placed around the city. This effort has included the day shift, night shift and weekend shift, PROPERTY MAINTENANCE The entire Paint Crew and the entire Plumbing crew, as well as some carpenters have been assigned to police the entire South Beach Area for anything needing repainting or graffiti removal; repair of showers and toilet facilities; and broken benches or life guard stands, As of the writing of this memorandum, the Division has painted over 50 benches, the 21 st Street rest room/concession facility, all the beach showers in Lummus Park and various benches on Alton Road. PARKING The Parking Department has coordinated the parking requirements for the 15 events happening Citywide. Parking services range from bagging of meters for production trucks, clearing space for shoots, VIP parking, crew parking, and crew shuttling, The NFL Players party on Collins Avenue and 21 st Street will be supported by a shuttle system for the park-and-ride from the Collins Avenue lots and a separate shuttle that goes from the Omni to the 17th Street garage and on to the event. The staff for this event will park at the Miami Beach Senior High School parking lot. The Players Party has paid for the electronic signage, the buses for the shuttle service, all of the bagged meters, and VIP parking spaces on Collins Avenue and 21 st Street. The Commissioners Party at the Convention Center will be provided parking at the Preferred Lot, 17th Street garage, and staff parking at the vacant Dade Boulevard lot and the Convention Center North dock. The Antique Show at the Convention Center (Halls A&B) will be provided parking at the 17th Street surface lot and garage. Valet service will be provided utilizing the parking area in front and behind the Gleason Theater. The Parking Enforcement team will assist in traffic control and directing event goers to the park and ride lots, All garages are being cleaned and will look their best for the Super Bowl. Our best attendants are being assigned to the Preferred Lot and 17th Street garage. 2 PARKS DIVISION Julia Tuttle Causeway: The contractor will cut, trim, litter control, and fully maintain according to the contract prior to January 28, 1999, North Beach: A complete clean-up of all plant material and installation of new annuals in the flower bed has been done at the Normandy Welcome Sign, the City's north entrance, Collins Avenue: * * * * Replacement of missing and dead Hawthorn and Liriope has been accomplished. Trimming of the plant material from around the Palm uplights. Application of herbicide for weed control in the medians. Mulch application for the project will be completed by January 29, 1999. Trimming of the remaining Medjools, Landscaping at the 58th Street triangle will be completed by January 28, 1999. Removal of one dead royal Palm 4500 Collins. Due January 28, 1999. Removal of all old signs, broken concrete, etc, Due January 27, 1999. Fertilization of all plant material. * * * * * Mac Arthur Causeway: Lummus Park: * Installation of the missing Royal Palms started January 28, 1999, Funded by the State. All the palms on the causeway have been trimmed, Regular scheduled maintenance as provided in contract will continue, including litter control, grass cutting, trimming, etc, * * * Mulching of all the palms and trees is continuing, Due for completion January 28, 1999. Installation of sod in the bare areas of the Park is continuing with 15 additional pallets installed as of January 22, 1999. Application of22 bags of ammonium sulfite to boost green appearance of the park. Possible application of green sports turf dye to the turf at Lummus, Testing is now in process to determine usage. Applied Annual Rye grass seed (8lbs per 1,000 Sq, Ft.) during the week of January 11, 1999. This is now growing in; good germination noted, and will continue with Bermuda over seeding monthly until March, * * * * 3 City Hall: * Clean-up of entire site, fertilization of all plant material, replacement of damaged turf, replanting of rear entrance feature, mulching of site, and weed control has been completed. Lincoln Road Mall: * * * Replacement of damaged turf on the Euclid circle, Replacement of annuals, Replacement of damaged turf on the 400 block. Installation of two new Royal Palms 1600-1700 block on Washington Avenue to replace dead material. Pruning of all hedge material. Installation of new plant material on the first planter to correct problems noted due to high wind conditions. Installation of temporary planting at the Welcome Center site. Complete mulching of all planting areas. Clean-up of all tree grates between 200-400 block. Clean-up of dead/broken branches on all palms and trees. Clean-up of the Mall west of Alton Road. Due for completion on January 29, 1999. * * * * * * * * Botanical Garden: * * * Installation of all annuals, Repair of damaged sod areas. Six pallets installed. Fertilized entire site. Installation of flowering plant material outside the east fence. Delayed until after boat show moves out on February 17, 1999, Installation of additional plant material to fill in empty locations, * * Washington Avenue: * Pruning of all palms/trees between 5th and 17th Streets. Replacement of dead/missing plant material in the center median flower beds. Mulching of entire site. * * Normandy Welcome Sign: * Cleanup of all plant material, installation of new annuals in flower beds on Alton Road from 17th Street to 63rd Street. Pruned all hedge material. Mulch application of entire area, Fertilized all plant material. Installation of annuals. Installation of missing plant material 6200-6300 block, * * * * * 4 The Parks Division is currently maintaining a eleven-day mowing cycle citywide and will continue as long as possible. The entire City will be cut prior to January 29, 1999. PUBLIC WORKS * Streets Division: Two crews are doing inspections and patching pot holes on main City streets including State roads (Collins Avenue, Alton Road, Indian Creek Drive, 41st Street, 5th Street, Washington Avenue, Ocean Drive). State roads funded by FDOT. Performing a sweep for abandoned and unneeded barricades, * Streets Lighting Division: Inspecting, replacing and responding to streetlight outages throughout the City. A night inspection south of 63rd Street (main City streets) was finished on January 27, 1999, OFFICE OF ARTS. CULTURE AND ENTERTAINMENT The Office of Arts, Culture and Entertainment started preparations for this event over a year ago. Plans were developed and were implemented with the assistance of the Neighborhood Association and City departments/divisions. Coordination of this event was made with the appropriate State and County agencies, Attached is a summary of events this Department has been involved with including the issuing permits, (See attachment) Please join me in congratulating all the employees for the overwhelming accomplishments in preparation for Super Bowl 1999, As a result of these accomplishments and all the work done throughout the year, Miami Beach will "shine" for this event.
