No. 26-1999 LETTER TO COMMISSION January 26, 1999 TO: Mayor Neisen O. Kasdin and Members of the City Co mission FROM: Sergio Rodriguez City Manager SUBJECT: REQUEST FOR PROPOSALS (RFP) FOR THE COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) AND EMERGENCY SHELTER GRANTS (ESG) PROGRAM FOR FY 1999/2000. On February 3, 1999, the City will make available to the public the Request for Proposals (RFP) for the Community Development Block Grant (CDBG) Program Year 25 (1999/2000) and the Emergency Shelter Grants (ESG) Program FY 1999/2000. The deadline for proposals is Friday March 5, 1999. All proposals will be due at the Community/Economic Development Department before 4 p.m. of March 5,1999. The RFP contains the application for proposals for federal funds under the CDBG and ESG programs. Each year, the City is notified of the allocation of federal funds that it will receive for the next fiscal. This year, the City was notified that it will receive approximately $2,773,000 in CDBG funds (an increase of$17,000) and $98,000 in the ESG Program (a decrease of $10,000) for FY 1999/2000. Applicants are encouraged to develop programs that have substantial and comprehensive effects on the needs and conditions of the City of Miami Beach, and as they relate to the overall goals and objectives of the CDBG and ESG programs. Once all proposals are received, they are reviewed for statutory national objective compliance, regulatory eligibility, and feasibility. A planning phase schedule was initiated by the Community/Economic Development Department in conjunction with the Community Development Advisory Committee (CDAC) to begin the process of determining the needs and priorities of community development target areas with regard to neighborhood revitalization, streets and public facilities improvements, and the provision of public services. A pre-development public hearing will be held March 23, 1999 at 6:00 p.m. in the first floor conference room of City Hall. The purpose of this meeting will be to obtain the views of citizens and other affected parties as they relate to housing and community development. Utilizing this process, the Administration has been successful in presenting the City Commission joint funding recommendations for the ninth year in a row.
