A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, APPROPRIATING FUNDING, AND
APPROVING AND AUTHORIZING (AND, AS TO CERTAIN
AGREEMENTS RETROACTIVELY APPROVING AND AUTHORIZING)
THE CITY MANAGER, OR HIS DESIGNEE, TO APPLY FOR AND
ACCEPT FUNDING (INCLUDING MATCHING FUNDS AND ANY
RELATED CITY EXPENSES), AND EXECUTE ANY AND ALL
DOCUMENTS OR AGREEMENTS IN CONNECTION WITH THE
FOLLOWING GRANTS, PROGRAMS, AND AGREEMENTS: 1) U.S.
DEPARTMENT OF HOMELAND SECURITY, FEDERAL EMERGENCY
MANAGEMENT AGENCY, ASSISTANCE TO FIREFIGHTERS GRANT
PROGRAM IN THE APPROXIMATE AMOUNT OF $60,000; AND, 2)
FLORIDA INLAND NAVIGATION DISTRICT, FISCAL YEAR 2020
WATERWAYS ASSISTANCE PROGRAM IN THE APPROXIMATE
AMOUNT OF $1,620,000.
WHEREAS, the City Administration applies for grants and external funding from outside
organizations; and
WHEREAS, the City Administration requests approval to apply for funding for funds from
the U.S. Department of Homeland Security, Federal Emergency Management Agency,
Assistance to Firefighters Grant Program in the approximate amount of $60,000, the details of
which are as follows:
• The primary goal of the Assistance to Firefighters Grant(AFG) is to enhance the safety of
the public and firefighters with respect to fire-related hazards by providing direct financial
assistance to eligible fire departments, non-affiliated Emergency Medical Services
organizations, and State Fire Training Academies. This funding is for critically needed
resources to equip and train emergency personnel to recognized standards, enhance
operations efficiencies, foster interoperability, and support community resilience.
• The City Administration is requesting funding from the AFG program in the approximate
amount of $60,000. If awarded, funds will be used to purchase 40 Automated External
Defibrillators. This grant requires 10 percent matching funds. Matching funds in the
amount of $6,000 are available from the Fire Department Account # 011-1220-000674
(machinery); and
WHEREAS, the City Administration requests approval to apply for funding from Florida
Inland Navigation District, FY 2020 Waterways Assistance Program in the approximate amount
of$1,620,000, the details of which are as follows:
• Florida Inland Navigation District(FIND)provides funding assistance to local governments
within its district to perform waterways improvement projects. Florida inland Navigation
District Special State Taxing District for the continued management and maintenance of
the Atlantic Intracoastal Waterway (ICW). FIND was created by the Florida Legislature in
1927 to be the State local sponsor for the Atlantic Intracoastal Waterway. The Navigation
District consists of twelve counties along the east coast of Florida. The City is applying for
funding for two projects, listed below as follows:
• Brittany Bay Park Living Shoreline - $410,000
A. The Administration intends to apply to FIND for funding to construct a living
shoreline and overlook at Brittany Bay Park. Brittany Bay Park, formerly known as
Indian Creek Park, is located along Indian Creek, at Indian Creek Drive and 65th
Street. The City previously received funding from FIND for the design and
construction of a structural seawall.
B. The City Administration is requesting funds in the approximate amount of$410,000
for the Brittany Bay Park Living Shoreline to create a living shoreline between the
existing remaining seawall and the concrete retaining/seawall. The project also
includes an ADA-accessible overlook that will allow park patrons to walk from the
park to the existing seawall's edge. The improvements will revitalize the waterfront,
enhance the surrounding riparian and intertidal environment and improve water
quality. This project will be the City's second structural seawall incorporating a
living shoreline.
C. The total cost of this project is,approximately $820,000. Matching funds in the
amount of$410,000 or 50% are required by this grant and are available from GOB
Project #39 - Seawalls & Shorelines (27919) — Fund 393 2019 GOB Bonds -
Neighborhood
• Maurice Memorial Gibb Park- $1,210,000
A. The City Administration is requesting construction funds to raise the existing
seawall, create a living shoreline, provide a fishing pier and overlook with
furnishings, and provide continuous walkways along the waterway of Biscayne
Bay. Maurice Memorial Gibb Park was previously awarded funding from FIND for
the design and construction of a floating dock.
B. The project will provide shoreline stabilization at a public park and waterfront
recreation facility. In addition, the living shoreline will enhance the surrounding
riparian and intertidal environment by creating new habitat for aquatic, terrestrial
and avian species, and by improving water quality. The resulting outcome of the
project is environmental enhancement within the Biscayne Bay Aquatic Preserves,
which are designated as Outstanding Florida Waters.
C. The total cost of this project is approximately $2,420,000. Matching funds in the
amount of$1,210,000 or 50% are required by this grant and the match is available
from GOB Project #39 - Seawalls & Shorelines (27919) — Fund 393 2019 GOB
Bonds - Neighborhood
• Florida Inland Navigation District requires the City of Miami Beach to execute a FIND
Resolution for each application (see Exhibit 1 and 2)which state the following:

A. City will accept the terms and conditions set forth in the FIND Rule 66B-2 F.A.C.
which will be made part of the Project Agreement; 2) The City will carry out the
project in the manner described in the proposal and has the ability and intention to
finance its share of the project; 3)The City will not discriminate against any person
in compliance with TitleyI of the Civil Rights Act; 4)The City will maintain adequate
financial records; 5)The City will make available to FIND, if requested a Post Audit
of expenses.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby approve and authorize (and, as to certain agreements retroactively approve
and authorize) the City Manager, or his designee, to apply for, accept and appropriate funding
(including matching funds and any related city expenses), and to execute any and all documents
or agreements in connection with the following grants, programs, and agreements: 1) U.S.
Department of Homeland Security, Federal Emergency Management Agency, Assistance to
Firefighters Grant Program in the approximate amount of $60,000; and, 2) Florida Inland
Navigation District, Fiscal Year 2020 Waterways Assistance Program in the approximate amount
of$1,620,000.

The City of Miami Beach applies for various grants and funding allocations from external
agencies and organizations. Information regarding the projects and funding sources is included
in the Analysis Section of this Agenda Item.
ANALYSIS
1. U.S. Department of Homeland Security. Federal Emergency Management Agency.

CONCLUSION
Based on the aforestated analysis, the Administration recommends that the Mayor and City

agreements in connection with the grants, award programs and funding requests.
