200513- CITY COMMISSION REOPENING FINALMay 13, 2020CITY COMMISSION UPDATE MAY 13, 2020 1.Summary of Miami-Dade County Reopening Plan 2.Miami Beach Approach 3.City Government Operational Plans TODAY’S PURPOSE 2 3 •MAY 20TH Phase 1A (Retail, Personal Services-Salons, Museums): 761 individual businesses (602 Retail + 18 Museums + 141 Hair/ Nail Salons/ Barber Shops) Very few of these businesses have any idea what the rules and guidelines are with which they are now required to comply. They literally are getting 3 business days’ notice to re-open. We strongly believe an education effort is needed to help these businesses start out on the right foot. We plan on visiting each establishment, dropping off collateral material, answering questions and offering to return for inspections before they open so they can be sure they are ready. •MAY 27TH Phase 1B (Restaurants and Sidewalk Cafes): 855 individual businesses (158 Restaurants with sidewalk cafes + 697 Restaurants there is no list that captures restaurants with private outdoor seating) In addition to the challenges highlighted above, restaurants are more complicated by the nature of their business. Many additional requirements that involve lead times, such as disposable menus, upgrade to HVAC, Plexiglas barriers at counters, reservation systems, training of staff, etc. Testing of employees will probably be more important for restaurants. Furthermore, the outdoor seating issues will require additional time to get approvals for street closures, parking spaces, review applications, confirm site plans comply with social distancing, etc. UPDATE ON PHASING RECOMMENDATIONS 4 Phase 1 Draft Guidelines Ready for Review •Checklist for Businesses •Retail •Personal Services •Offices •Museums •Restaurants Communication Methods •Website –dedicated portal •Eblasts •Businesses •Condos •Residents •Text Messages •Neighborhood Outreach to HOAs •Social Media •NextDoor THE MB STANDARD Gold Standard The purpose of this program concept is to help consumers make smart choices about which businesses are taking necessary safety measures. All participating businesses would be given a logo to display and the information would be put into a public database, where anyone could access and view the current status of the business. The idea is for businesses to agree to meet the safety criteria prior to reopening.Once the affidavit is received,the business will be given a certification that represents they are agreeing to health and safety standards. 5 Program Requirements for Discussion •All employees tested prior to reopening •Monthly testing of all employees monthly •Conduct temperature screening as well as screening for other symptoms daily •Employees to notify employers if test is positive •Appoint a hygiene monitor •Cleanliness plan •Provide a report to the city,monthly,noting how many employees were tested, numeric count of results and measures taken based on the results 6 THE MB STANDARD Gold Standard •Draft Program Process •Apply Online (CSS or On-Line) •Provide count of employees •Attach signed affidavit agreeing to terms •Attach contact tracing and protocol •Application and supporting documents will be reviewed by Economic Development •Approved applicants will be sent a decal,or one may be obtained at city hall •Approved submittals will be linked to BTR for purposes of enforcement and record keeping •Establishments but provide a report to the city, monthly, noting how many employees were tested, numeric count of results and measures taken based on the results •Must be emailed or submitted via CSS/Online Portal 7 THE MB STANDARD Gold Standard CODE COMPLIANCE EDUCATION AND OUTREACH 8 Education/Outreach •Communications and Economic Development to lead. •Notices to businesses on reopening requirements. •Educate businesses on re-opening procedures to prepare them for compliance. •Disseminate informational communications material to all businesses, the media, the public. •Communicate how businesses should prepare for: having proper signage,floor markers, EPA- approved disinfectants, etc. Inspections/Guidance: At least 2 Code Compliance Visits are Planned for Phase 1 Establishments •Code Compliance to lead. •During the first week of reopening,Code Compliance will inspect every establishment in Phase 1A. •Continued and routine inspections of businesses, ensuring compliance with all government orders, guidelines, and established health safety protocols. Monitoring/Enforcement •Code compliance to lead with assistance from: Police, Parks, Building, Public Works inspectors, as necessary. Violations of the Reopening Safety Measures may result in a: 1. Warning, 2. Ejection (of a customer or employee), 3. Shutdown, 4.Arrest 9 OUTDOOR SEATING APPROACH FOR RESTAURANTS R9 DISCUSSION ITEM Restaurant Recovery Outdoor Seating Pilot Program to create opportunities for restaurants to expand their footprint to mitigate the loss of seating associated with implementing social distancing requirements. WORKFORCE & WORKPLACE SAFETY ✓Stay the course through Phase 1 ✓Employee COVID-19 Testing ✓Continue staggered work shifts and encourage telecommuting options, virtual meetings ✓Limit visitors to "appointment only" ✓Foster a safe and healthy environment for city employees with robust disinfecting procedures using CDC and EPA-approved chemicals. ✓Make physical adaptations to facilities, offices, common areas and personal workspaces, including hand sanitation stations, "no touch" doors, and retrofits to plumbing fixtures,reception areas, meeting rooms and kiosks. ✓Define a new maximum occupancy to ensure social distancing within the MIAMI BEACH WORKFORCE & WORKPLACE
