Morales, City Manager-I-k=, May 29, 2020 SUBJECT: G.O. Bond Program - Project lmpl mentation Update No. 9 FIRST YEAR OF THE G.O. BOND PROGRAM The one-year anniversary of the launch of the firsttranche of funding ("Tranche 1") of the G.O. Bond Program (the "Program ") occurred last month. Despite the impacts of COVID-19, the Administration continues to meet virtually with the G.O. Bond Oversight Committee (the "Committee") to provide project updates and discuss other Committee business. Staff also continued virtual internal department coordination meetings during the months of March, April, and May. RECENT EVENTS Th e March 17 Com mittee meeting was cancelled due to CO/ID-19, however meetings on April 16, 2020 and May 21, 2020 took place. Refer: to Exhibit A and Exhibit A1 for the meeting agendas. Even with these impacts, the Program has only suffered one delay to the Streets and Sidewalks restoration projects. The reason for the delay is due to adjacent street closures occurring throughout the city to create space for outdoor cafes. Regardless, the Streets and Sidewalks pro jects are ahead of schedule and under budget and shall resume as soon as the adjacent closures are removed. All other projects which were under construction, prior to the March shutdown, have continued and several projects and sub-projects have been completed during this time. IMPLEMENTATION STATUS Project Dashboard and Program Progress Report The Project Dashboard available on www .GOMBlnfo.com is current and advises the public on the status of the implementation of the 38 G.O. Bond Projects approved by the City Commission for Tranche 1 in the amount of $152,466,449 including issuance costs. As of May 15, 2020, a total of 31 out of 38 Tranche 1 projects are in some form of "Active" status and 5 projects are completed. Approximately $21.9 million dollars have been spent and another $22 million are encumbered for a total of $43.9 million. Refer to Exhibit B for the complete summary of the Program. Tranche 1 Progress Most of the 38 projects in Tranche 1 have different components which are considered distinct projects or "subprojects" that are tracked separately and have separate budgets, procurement, and implementation schedules. The Tranche 1 Subproject Activity Summary of the Progress Report, refer to page 4 of Exhibit B, sum marizes the subproject activity into Status, Category and Funding. G.O. Bond Program - Project Implementation Update No. 9 May 29, 2020 Page 2 of 4 Subproject Tracking Summary by Phase In addition, a summary sheet project breakdown showing all subprojects by Phase is distributed monthly to the Committee. The project list by Phase sheet is attached as Exhibit B1. The phasing summary indicates that 23 of the 70 total Tranche 1 subprojects have been completed, 13 are under construction, 10 are in a design phase, 16 are in a planning phase, and 8 are pending to become active. The figures shown shaded indicate actual saved dollar amounts for each of the closed-out projects. To date, a total of $2.3 million has been saved for completed subprojects that have been closed-out. Also presented every month is the Program General Status chart, attached as Exhibit B2, which compares the status of projects from the previous month to the current month. The chart indicates the monthly variances of all projects and subprojects and goes back to October 2019. “Quick Wins” A total of 37 subprojects are being tracked as part of the 20 quick win projects listed below. Of those, a total of 3 have been moved out of quick win status since the completion dates are being projected beyond the June 30 original projected deadline. The remaining quick win projects are on budget and on schedule to be completed by June 2020. Refer to Exhibit D for further details and information for each of the following: • #01 - 72nd Street Community Complex (also refer to update below) • #08 – Lummus Park • #15 – PAR 3 / Bayshore Park • #23 - Pedestrian Bridge • #24 – Middle Beach Beachwalk • #33 – Street Tree Master Plan • #37 – Sidewalk Improvements (Including Location Map) • #38 – Street Pavement (Including Location Map) • #39 – Seawalls & Shorelines (Including Location Map) • #40 - 41st Street Revitalization • #45 – Fire Station #1 72nd Street Community Complex On May 19, 2020 city staff provided an update to the Community, via Zoom meeting, which included a summary of the Design Criteria (“criteria”) that shall become the basis for the design of the complex. The criteria included all of the elements of the project which were approved by Miami Beach voters during the 2018 referendum. The presentation also included a description of the project delivery method, details of the project elements and requirements, and a timeline for the project targeting selection of a Design Builder by late 2020 and completion of the project by late 2023. The final design criteria package, presentation, and recording of the meeting can be accessed by visiting: http://www.miamibeachfl.gov/city-hall/cip/active-projects/other/72-street- community-complex/. The Administration is proceeding with the published criteria and will be seeking Commission approval on June 24th to release a Request for Proposal (RFP) to the market for a Design-Build firm. Other agreements between the city, Florida Power & Light, and Miami Dade County (for the Library) are concurrently being advanced. GOB PROJECT FUNDS TRANSFER & SCOPE CHANGE PROTOCOLS At the request of the Oversight Committee during the April meeting, a “Protocols” chart was created which clarifies and provides the Administration and Committee a guide to recommend current and future revisions under the G.O. Bond program. Refer to Exhibit E. The chart was presented as a draft and the Committee will provide feedback at the next meeting scheduled on June 18. COMMUNITY INFORMATION AND OUTREACH Throughout the COVID-19 crisis, the G.O. Bond Program has maintained frequent communications with residents, including with all neighborhood associations. Residents were informed that all work on G.O. Bond projects, including those in construction, continued to move forward during stay-at- home orders. On a daily basis, the Project Dashboard and Progress Report continue to be refreshed with the latest detailed project information. Having this digital infrastructure in-place prior to the start of the COVID-19 crisis has proved to be extremely important and useful. The website has allowed the G.O. Bond Program team to continue to operate with 100% transparency and accessibility, even in the absence of in-person meetings. Since April, all G.O. Bond Oversight Committee and public meetings have been held in a virtual format. On May 19th, more than 120 participants joined a virtual public Zoom presentation on the completed Design Criteria Package (DCP) for the 72 Street Community Complex project. This G.O. Bond Program - Project Implementation Update No. 9 May 29, 2020 Page 4 of 4 particular Zoom call was very effective, as there was representation from multiple Miami Beach community groups, several current and former Commission administrations, parents and students of Miami Beach public schools, and residents and business owners of North Beach neighborhoods. As the city continues to phase in to a "new normal", the program team will be ramping -up its outreach efforts on other active high-impact projects (such as the 41 Street Corridor, Fire Station #1 and Par3/Bayshore Park).
