Resolution 2020-31264 RESOLUTION NO. 2020-31264 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, URGING GOVERNOR DESANT1S TO EXPAND THE NEW MOBILE COVID-19 TESTING VEHICLE SERVICES TO MIAMI BEACH SENIORS RESIDING IN RETIREMENT COMMUNITIES AND INDEPENDENT LIVING FACILITIES, AS WELL AS THEIR EMPLOYEES,AND DIRECTING THE CITY ADMINISTRATION TO TAKE ALL AND ANY ACTIONS NECESSARY IN ORDER TO FACILITATE SUCH EXPANSION. WHEREAS, on May 6, 2020, Governor Ron DeSantis announced a new way to help contain the spread of the virus in Florida's elderly population; and WHEREAS, a new mobile testing vehicle will travel to Florida's long-term care facilities to test residents and employees for the novel coronavirus and provide results in 45 minutes; and WHEREAS, the vehicle will begin by traveling in Miami-Dade to areas with multiple nursing homes close together and process about 500 tests a day; and WHEREAS, bringing rapid testing to nursing homes is just the state's newest way to protect nursing home and assisted living facility residents—senior citizens are the most vulnerable to COVID-19 and represent the bulk of the deaths in the state; and WHEREAS, as of May 6, 2020, COVID-19 has infected close to 1,600 seniors in Florida's long-term care homes and 1,550 staff, according to the Florida Department of Health data, resulting in at least 577 deaths; and WHEREAS, while prioritizing and focusing on long-term care facilities for Florida seniors is an appropriate priority, seniors living in retirement communities and independent living facilities are also vulnerable to rapid spread of COVID-19; and WHEREAS, the City of Miami Beach has twenty (20) retirement communities and independent living facilities for seniors within its jurisdiction (see attached Exhibit A); and WHEREAS,while the City currently offers at-home testing with Med-Rite to seniors who are unable to access testing locations, the new mobile testing service is more effective and convenient; and WHEREAS, considering how rapidly COVID-19 can spread among vulnerable populations, Miami Beach seniors will greatly benefit from mobile testing centers, which are convenient for individuals and are able to provide results within 45 minutes; and WHEREAS, based on the foregoing, the Mayor and City Commission of Miami Beach request Governor Ron DeSantis to make available the new mobile COVID-19 testing vehicle services for Miami Beach seniors residing in retirement communities and independent living facilities, as well as their employees: NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and the City Commission hereby urge Governor DeSantis to expand the new mobile COVID-19 testing vehicle services to Miami Beach seniors residing in retirement communities and independent living facilities, as well as their employees, and direct the City Administration to take all and any actions necessary in order to facilitate such expansion.
