A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, APPROPRIATING FUNDING, AND APPROVING
AND AUTHORIZING (AND, AS TO CERTAIN AGREEMENTS
RETROACTIVELY APPROVING AND AUTHORIZING) THE CITY MANAGER,
OR HIS DESIGNEE, TO APPLY FOR AND ACCEPT FUNDING (INCLUDING
MATCHING FUNDS AND ANY RELATED CITY EXPENSES), AND EXECUTE
ANY AND ALL DOCUMENTS OR AGREEMENTS IN CONNECTION WITH THE
FOLLOWING GRANTS, PROGRAMS,AND AGREEMENTS: 1)CORONAVIRUS
AID, RELIEF, AND ECONOMIC SECURITY ACT ("CARES ACT") FUNDING
FROM THE U.S. DEPARTMENT OF JUSTICE, OFFICE OF JUSTICE
PROGRAMS, FISCAL YEAR 2020 CORONAVIRUS EMERGENCY
SUPPLEMENTAL FUNDING PROGRAM IN THE APPROXIMATE AMOUNT OF
$218,594; 2) CARES ACT FUNDING FROM THE NATIONAL ENDOWMENT
FOR THE ARTS, CARES ACT GRANT PROGRAM IN THE APPROXIMATE
AMOUNT OF $50,000; 3) AIDS HEALTHCARE FOUNDATION, COVID-19
EMERGENCY SUPPORT GRANT FUNDING IN THE APPROXIMATE AMOUNT
OF $25,000; AND 4) U.S. DEPARTMENT OF JUSTICE, FISCAL YEAR 2020
COPS LAW ENFORCEMENT MENTAL HEALTH AND WELLNESS ACT
PROGRAM FUNDING, IN THE APPROXIMATE AMOUNT OF $41,000.
WHEREAS, the City Administration applies for grants and external funding from outside
organizations; and
WHEREAS, the City Administration requests approval to apply for funding for funds from
the U.S. Department of Justice, Office of Justice Programs, Fiscal Year 2020 Coronavirus
Emergency Supplemental Funding Program in the approximate amount of $218,594 ("CARES
Act Funding"), the details of which are as follows:
• The Coronavirus Aid, Relief, and Economic Security Act (CARES Act, P.L. 116-136)
provided $850 million to the Department of Justice ("DOJ:) to be awarded to state and
local governments to help them "prevent, prepare for, and respond to coronavirus,
domestically or internationally." DOJ is awarding this funding under its Coronavirus
Emergency Supplemental Funding ("CESF") Program, which is being administered by the
Bureau of Justice Assistance.
• The CESF Program allows Grantees to request reimbursement for both incurred and
future costs related to COVID-19. The Police Department's list of incurred and anticipated
costs includes Personal Protective Equipment (PPE), contracted services for symptom
checks, facility decontamination (including the Police Station Headquarters) and
equipment decontamination (including police vehicles).
• As such, the City Administration is requesting funding from the Coronavirus Emergency
Supplemental Funding Program for both incurred and anticipated costs in the amount of
$218,594 for needed equipment and contracted services as a result of the COVID-19
pandemic.
• Matching funds are not required; and
WHEREAS, the City Administration requests approval to apply for funding from the
National Endowment for the Arts, CARES Act Grant Program in the approximate amount of
$50,000 ("CARES Act Funding"), the details of which are as follows:
• The National Endowment for the Arts is providing funding through the CARES Act to local
arts organizations that experience economic hardships caused by the forced closure of
their operations due to the spread of COVID-19. The NEA will award funds in the fixed
amount of$50,000 to eligible designated local arts agencies.
• The Administration is therefore requesting funding from the National Endowment for the
Arts, CARES Act Grant Program in the approximate amount of$50,000 to partially cover
Resort Tax funded salaries for staff in the City's Tourism and Cultural Department.
• Matching funds are not required; and
WHEREAS, the City Administration requests approval to apply for funding from AIDS
Healthcare Foundation COVID-19 Emergency Support Grant in the approximate amount of
$25,000, the details of which are as follows:
• The AIDS Healthcare Foundation ("AHF") is a global nonprofit organization dedicated to
discovering better treatments and improving the quality of life for people living with HIV.
The AHF COVID-19 Emergency Support Grant provides funding to stop the spread of
, COVID-19. Funding is available to cover a wide range of emergency needs.
• The Police Department is requesting funding from the AHF for Personal Protective
Equipment needed in response to the coronavirus pandemic.
• Matching funds are not required for this grant; and
WHEREAS, the City Administration requests approval to apply for funding from U.S.
Department of Justice, Fiscal Year 2020 COPS Law Enforcement Mental Health and Wellness
Act Program in the approximate amount of$41,000, the details of which are as follows:
• The Law Enforcement Mental Health and Wellness Act Program (LEMHWA) provides
funding for projects that: increase awareness of effective mental health and wellness
strategies; increase the skills and abilities of law enforcement; and, increase the number
of law enforcement agencies and relevant stakeholders using peer mentoring programs.
Funding is provided to improve the delivery of and access to mental health and wellness
services for law enforcement.
• The Administration is applying for funds to launch, pilot, and evaluate a nutrition program
for Law Enforcement personnel. Through this application, the Police Department is
seeking funding in the approximate amount of$41,000 for a Peer-Led Nutrition Program.
The program will focus on improved physical health, emotional well-being and community
interactions and relations. If awarded, grant funds will be used for contracted services
(consultants) and travel.
• Matching funds are not required.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby approve and authorize (and, as to certain agreements retroactively approve
and authorize) the City Manager, or his designee, to apply for, accept and appropriate funding
(including matching funds and any related city expenses), and to execute any and all documents
or agreements in connection with the following grants, programs, and agreements: 1)Coronavirus
Aid, Relief, and Economic Security Act ("CARES ACT") funding from the U.S. Department of
Justice, office of Justice Programs, Fiscal Year 2020 Coronavirus Emergency Supplemental
Funding Program in the approximate amount of $218,594; 2) CARES ACT funding from the
National Endowment for the Arts, CARES ACT Grant Program in the approximate amount of
$50,00; 3) AIDS Healthcare Foundation, COVID-19 Emergency Support Grant Funding in the
approximate amount of$25,000; and 4) U.S. Department of Justice, Fiscal Year 2020 COPS Law
Enforcement Mental Health and Wellness Act program funding in the approximate amount of
$41,000.

BACKGROUND/HISTORY
The City of Miami Beach applies for various grants and funding allocations from external
agencies and organizations. Information regarding the projects and funding sources is included
in the Analysis Section of this Agenda Item.
ANALYSIS
1 . U.S. Department of Justice. Office of Justice Programs, Fiscal Year 2020 Coronavirus
Emergency Supplemental Funding Program in the approximate amount of $218.594 (CARES
Act Funding).

The Coronavirus Aid, Relief, and Economic Security Act (CARES Act, P.L. 116-136) provided

3 . AIDS Healthcare Foundation CAVI D-19 Emergency Support Grant in the approximate
amount of$25,000 for Personal Protective Equipment.
The AIDS Healthcare Foundation (AHF) is a global nonprofit organization dedicated to
discovering better treatments and improving the quality of life for people living with HIV. The
AHF COVID-19 Emergency Support Grant provides funding to stop the spread of COVID-
19. Funding is available to cover a wide range of emergency needs.
The Police Department is requesting funding from the AHF for Personal Protective Equipment
needed in response to the coronavirus pandemic. Matching funds are not required for this
grant.
4. U.S. Department of Justice. Fiscal Year 2020 COPS Law Enforcement Mental Health and
Wellness Act Program in the approximate amount of$41,000.
The Law Enforcement Mental Health and Wellness Act Program (LEMHWA) provides funding

CONCLUSION
Based on the aforestated analysis, the Administration recommends that the Mayor and City
Commission adopt the Resolution appropriating funding and approving and authorizing the City
Manager or his designee to apply for and accept funds and execute all documents or
agreements in connection with the aforementioned grants, award programs and funding
requests.
