A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, DIRECTING THE CITY
MANAGER TO RE-OPEN HOTELS AND BEACHES IN MIAMI
BEACH ON JUNE 1, 2020, CONTINGENT UPON MIAMI-DADE
COUNTY MAYOR CARLOS GIMENEZ AMENDING EXECUTIVE
ORDER 23-20 TO ORDER THE REOPENING OF THE BEACHES ON
JUNE 1, 2020.
WHEREAS, on May 15,2020, Miami-Dade County Mayor Carlos Gimenez issued Emergency
Order 23-20, effective May 18, 2020, permitting certain retail and commercial establishments and
other establishments or facilities in Miami-Dade County to reopen, subject to strict compliance with
social distancing guidelines issued by the County("EO 23-20"); and
WHEREAS, on May 16, 2020, and pursuant to the City's Declaration of a State of Emergency,
the City Manager issued the City's Phase 1 Reopening Order, permitting certain retail and commercial
establishments to reopen subject to strict compliance with social distancing guidelines in Miami-Dade
County EO 23-20, and the additional requirements set forth in the City's Order; and
WHEREAS, hotel occupancy is driven by the reopening of the beaches, as documented by
different studies; and
WHEREAS, as such, the Mayor and City Commission direct the City Manager to re-open both
hotels and beaches on June 1, 2020, contingent upon Mayor Gimenez to issue an order permitting
the re-opening of the beaches in Miami-Dade County; and
WHEREAS, in anticipation of Mayor Gimenez's order to re-open the beaches, the City
Administration has posted a draft hotel guideline for hotels, advising them of rules and regulations to
follow in the reopening; and
WHEREAS, the reopening of the beaches will resume with normal operations, subject to strict
compliance with social distancing guidelines set forth by the Center for Disease Control and
Prevention, the County, and the additional requirements that may be set forth in the City's Order; and.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby direct the
City Manager to re-open hotels and beaches in Miami beach on June 1, 2020, contingent upon Miami-
Dade County Mayor Carlos Gimenez amending Executive Order 23-20 to order the reopening of the
beaches on June 1, 2020.
